As long as there is some type of order, even if it is just in the html.

Please explain the District vs County. I assume you mean a county can be part of any district, regardless that can be organized to if their is a list of counties in district.
I am working on security for an app right now, don't know if anyone cares but once I get it done I could quickly create a voting system by taking in data and creating a web form for candidates. Valid registration would be another thing entirely. Here is my twitter posts about it.
There a new forms of crypto where instead of a central server holding priv key & giving out pub key it's the other way around. Clients (pcs, cell) have priv key and do passwordless security with server that math challenge authentication. We could reg voters, then revote by web forms. Being there is no central servers, each district could run an instance of a microservice with an options list form think vertically not horizontally. Reactive real time counts and verification by vote receipt. Publish count to subscriber tally service. Tamper proof.
A small server instance can do 5k votes per minute or 7.2 million a day.
A large server can do 50k votes per day = 72 million.
This would also stop dupes, deceased, and late votes.
Forms can be created by taking in data per county. Ex:

The generated form would look like this:
President | Senate | whatever

With a small team of the right devs I could probably get this done in anywhere from a few days to 2 weeks probably range $2 - $10 million. Let the courts know too. WRWY.
