I'm not involved in 8kun administration anymore but lots of people are asking me to weigh in on "B".

The way the /projectdcomms/ board is setup, only the board owner is able to post on it.

Logging in as board owner requires a username and password. The person who posted as B had logged into the board with the correct board credentials.

I see a few POSSIBILITIES about what happened.

1. The board could have been claimed and given to someone new. This can be checked by logging into the admin account and checking the board claims log. I dont have access to the admin account so i can't check that.

2. Someone GUESSED the board owner username and password, then logged in and posted as B.

3. The original Q gave the username and password credentials to someone else to post on the board with.

4. It's actually Q posting.

If i had to guess, i would guess it is either #3 or #4, but i am not in a position to technically verify that now.

Russia Lines Up New Gold Buying Through Its Sovereign Wealth Fund

In a significant and strategic development for monetary metals, the Government of the Russian Federation has just introduced legislation which will allow Russia’s giant National Wealth Fund (NWF) to invest in gold and other precious metals. The NWF is Russia’s de facto sovereign wealth fund, and has assets of US$185 billion.

Introduced as a resolution to the procedures for managing the investments of the National Wealth Fund and signed off by the Russian prime minister Mikhail Mishustin on Friday 21 May, the changes will allow the National Wealth Fund to buy and hold gold and other precious metals with the Russian central bank, the Bank of Russia. In a note accompanying the gold announcement, the Russian government refers to gold as a traditional protective asset, and says that the move to add gold will introduce more diversification into NWF’s investment allocation, while promoting overall safety and profitability for the fund.

Up until now, the National Wealth Fund, through its 2008 investment management decree has been allowed to allocate funds to all main financial asset classes, such as foreign exchange, debt securities of foreign states, debt securities of international financial organizations, managed investment funds, equities, Russian development bank projects, and domestic bank deposits. The latest amendment now adds gold and precious metals to that list. While Russia’s National Wealth Fund is sizable (at US$ 185 billion), it is not that widely known internationally. So here’s a quick recap. In its current structure, the National Wealth Fund emerged in February 2008 when its precursor, the Stabilization Fund of the Russian Federation, was split into two parts, namely a Reserve Fund and a Future Generations’ Fund (later renamed the National Wealth Fund). The original Stabilization Fund, which was established in 2004, was launched so as to stabilize the Russian federal budget and insulate it against the volatility of international oil prices and oil export earnings.

The Reserve Fund then grew into a general fund to top up the federal budget, while the National Wealth Fund was designated as a fund to support the Russian Federation pension fund, for co-financing the state pension fund, and to guarantee the long-term stable functioning of the pension system. Then in early 2018, the Reserve Fund was rolled into the National Wealth Fund. When active, the Reserve Fund had an investment remit of investing in low-yield securities, while the National Wealth Fund then and now invests in a broader set of asset classes. While the National Wealth Fund is managed by the Russian Ministry of Finance based on investment procedures and terms established by the Russian Government, the operational investment of the NWF is carried out by the Bank of Russia.

The NWF is financed in the following way. Each year, the Russian Federation earns oil and gas revenues (from production taxes and duties on oil and gas), a portion of which are then applied to finance the federal budget, and the remainder of these oil and gas revenues are transferred to the National Wealth Fund. As its basically a multi-asset investment fund, the National Wealth Fund also increases in size based on positive returns from the existing assets that it manages. As the NWF soon will begin to buy and hold gold as part of its investment remit, it will be interesting to watch the NWF’s asset allocation reports, which can be found in the statistics section of the NWF pages of the Russian Ministry of Finance website here.

If this recent news about the NWF investing in gold look familiar, that’s because it is. Back in November 2020, the Russian government proposed a plan to allow the NWF to buy and hold gold, at the time introducing draft legislation for that purpose. It is this draft legislation which has now been signed into law on 21 May by Prime Minister Mikhail Mishustin.

However, nearly a year earlier in December 2019, Russia’s Finance Minister Anton Siluanov had originally raised the idea that the National Wealth Fund should invest in gold, saying at the time that he saw gold “as more sustainable in the long-term than financial assets.”

It’s therefore interesting that following more than a decade of aggressively buying of domestic gold mine production and boosting Russia to one of the largest sovereign gold holders in the world, the Russian central bank stopped buying gold in April 2020, saying that it had suspended gold purchases in the domestic market.

When at the end of March 2020, the Russian central bank announced that it would suspend purchases of gold in the domestic market, it also said that “subsequent decisions on gold purchases will be made subject to financial market developments."

Value of 10 Chinese tech majors fall over $800bn since February

China's once-popular technology companies are losing their shine, with their share prices plunging over the last few months, as investors grew nervous of government clampdowns in the sector.

The combined market capitalization of 10 leading IT and high tech companies, including Alibaba Group Holding and Tencent Holdings, has plunged by over $800 billion or almost 30% from a peak in February. The Science and Technology Innovation Board, better know as the STAR board and home to some of the most prominent tech companies in China, is now hovering in a low range.

Tencent, which operates the messaging app WeChat, is one of those companies that have suffered this turn in fortune. On Tuesday, Tencent shares finished at 585.5 Hong Kong dollars, down more than 20% from a record high in February. Tencent announced last Thursday that it posted a net profit of 47.7 billion yuan ($7.44 billion) in the January-March period, up 65% from a year earlier. That was in contrast to Alibaba, which incurred a net loss over the same period, due to a huge antitrust fine slapped on it. Yet, Tencent shares remain weak as the government toughened its grip on the company. Earlier in May, Tencent was ordered to stop the illegal gathering of the personal information of the users of its apps. Alibaba and its financial arm Ant Group have also come under intense government scrutiny, which resulted in a high-profile suspension of the latter's listing plans in November.

In addition, Tencent, e-commerce firm JD.com, food-delivery platform Meituan and 10 other online platform companies were summoned by the central bank in late April and instructed to fully accept financial regulators' supervision. Shares in JD, e-retailer Pinduoduo and Meituan, which counts Tencent as a major shareholder, have fallen sharply along with those of other tech firms. Alibaba and Tencent have repeatedly invested in promising startups and their growth has raised the two giants' market values. Investment banks say that Tencent and other shares are now undervalued, but the regulatory risk is putting a cap to any rises, GuoDu Securities said, echoing a widespread view. The market caps of Alibaba, Tencent, Meituan, JD and short video app operator Kuaishou, listed in Hong Kong, have fallen by 20% to 40% from Feb. 17. The total of them has come to around HK$13.5 trillion ($17.4 billion), down a little more than HK$5.1 trillion. As the combined market cap of Pinduoduo, search giant Baidu, financial services platform Lufax, video streaming site Bilibili and gaming platform NetEase, listed in the U.S., declined by some $150 billion during the same period, the 10 companies witnessed their market values shrink by a total of $801 billion. In contrast, shares in Apple and other American IT giants are trading firmly.

Yet, China's reach can still be felt in the U.S. Mutual aid services provider Waterdrop, which was listed on the New York Stock Exchange on May 7, is now trading at the $7 level per share, compared with its IPO price of $12. Tencent holds a 20% stake in Waterdrop. Lufax is also quoted below its IPO price. As its principal business, Lufax, like Ant Group, refers loan applications to banks and earns commissions from them. But financial regulators are urging Lufax to cut back on the service, citing increased financial risks. The company is planning to increase its own lending, which has spurred investor concerns about loan delinquencies and interest-rate risks. Against such a backdrop, ByteDance, owner of short-video sensation TikTok, said in April it had frozen a plan to list some of its businesses. The company made the decision after taking into account regulatory risks and falls in the assessed value of its shares, many analysts said.

Overseas investors are turning to yuan-denominated bonds with higher yields than those in developed countries, pumping more than 3.6 trillion yuan into those assets by the end of April, up nearly 60% from a year earlier. Most of such bonds are considered to be government bonds and those issued by governmental banks.

The Army wants to be sure teleworkers aren’t letting smart devices in their home listen in on any government work.

In a May 25 memo, Army CIO Raj G. Iyer laid out mandatory procedures remote workers must use to mitigate leaks

of official government information. They apply to all military components, civilian employees and contractors.

Effective immediately, the memo states, the remote work environment for all approved teleworkers must free of internet-of-things devices.

That includes more than 70 types of devices, from Bluetooth speakers, fitness trackers, smart kitchen appliances, TVs and gaming consoles

and home security systems.

The memo makes particular mention of personal home assistants – like Alexa and Siri – from Amazon, Google, Microsoft, Apple and others.

If that’s not possible, teleworkers must remove from their workspaces all loT devices with an automated listening functions, such as smart TVs

and smart speakers. Additionally, teleworker should turn off personal smartphones or tablets their work area or disable the "audio" access function,

such as voice to text and automated assistants such as Siri.

“Personal home assistants capture and record good or bad conversations and activities within a home,” the memo states.

Powered-on digital assistants can be listening and recording conversations, and even accidently recorded background chatter

can include audio or images of critical unclassified information, personally identifiable information or Defense Department mission and operational data.

IoT-collected data from smart devices poses security and privacy risks, Iyer said.

Law enforcement can access it for investigations, as can marketers for promotions.

The service providers’ data can be hacked, and foreign intelligence services use connected devices to collect information for espionage, the memo says.

The devices can also be leveraged for a botnet, much like the Mirai malware that in 2016 hijacked unsecured IP-connected CCTV cameras and launched

a DDoS attack on an internet infrastructure company.

Teleworkers should be aware that these connected devices are less secure than conventional IT equipment, the memo states.

They often use default user names and passwords, and their connected nature offers adversaries a large attack surface.

Risks are not limited to remote workers.

of additional security controls or the introduction of compensating controls to reduce risk to acceptable levels,” Iyer wrote.

“At a time when the majority of the workforce is remotely teleworking,

loT devices are an area of concern because it is likely that teleworkers use their personal devices,

while connected to DoD's networks for official business conversations, in the vicinity of a smart device or application

(e.g., Amazon's Alexa),” the memo states.

“For these reasons, teleworkers must incorporate strong cyber hygiene practices in their daily telework routine.”

The developers of the Oxford-AstraZeneca vaccine have previously undisclosed ties to the re-named British Eugenics Society as well as other Eugenics-linked institutions like the Wellcome Trust.

AstraZeneca and the University of Oxford announced a “landmark agreement” for the development of a COVID-19 vaccine. The agreement involves AstraZeneca overseeing aspects of the development as well as manufacturing and distribution while the Oxford side, via the Jenner Institute and Oxford Vaccine Group, researched and developed the vaccine. Less than a month after this agreement was reached, the Oxford-AstraZeneca partnership was awarded a contract from the US government as part of Operation Warp Speed, the public-private COVID-19 vaccination effort dominated by the US military and US intelligence.

Though the partnership was announced in April, Oxford’s Jenner Institute had already begun developing the COVID-19 vaccine months before, in mid-January. According to a recent BBC report, it was in January that the Jenner Institute first became aware of how serious the pandemic would soon become, when Andrew Pollard, who works for the Jenner Institute and heads the Oxford Vaccine Group, “shared a taxi with a modeler who worked for the UK’s Scientific Advisory Group for Emergencies.” During the taxi ride, “the scientist told him data suggested there was going to be a pandemic not unlike the 1918 flu.” Because of this sole encounter, we are told, the Jenner Institute began to pour millions into the early development of a vaccine for COVID-19, well before the scope of the crisis was clear.

For much of 2020, the Oxford-AstraZeneca vaccine was treated as an early frontrunner, though its lead would later be marred by scandals related to its clinical trials, including the death of participants, sudden trial pauses, the use of a problematic “placebo” with its own host of side effects, and the “unintentional” misdosing of some participants that skewed its self-reported efficacy rate.

The significant issues that emerged during trials have provoked little concern from the vaccine’s two lead developers, despite critical attention from even mainstream media directed at its complications. The lead developer of the Oxford-AstraZeneca vaccine, Adrian Hill, told NBC on December 9 that the experimental vaccine should be approved and distributed to the public before the conclusion of the safety trials, saying “to wait for the end of the trial would be the middle of next year. That’s too late, this vaccine is effective, available at large scale and easily deployed.”

Sarah Gilbert, the other lead researcher on the vaccine, seemed to believe that premature safety approval was likely, telling the BBC on December 13 that the chances of rolling out the vaccine by the end of the year are “pretty high.” Now, the UK is expected to approve the Oxford-AstraZeneca vaccine shortly after Christmas, with India also set to approve the vaccine next week.

While the controversies surrounding the vaccine’s trials did ultimately undermine its previous frontrunner status, the Oxford-AstraZeneca vaccine remains heavily promoted as the vaccine of choice for the developing world, as it is cheaper and has much less complicated storage requirements than its main competitors, Pfizer and Moderna.

Earlier this month, Richard Horton, editor in chief of the Lancet medical journal, told CNBC that “the Oxford-AstraZeneca vaccine is the vaccine right now that is going to be able to immunize the planet more effectively, more rapidly than any other vaccine we have,” in large part because it is a “vaccine that can get to lower-middle-income countries.” CNBC also quoted Andrew Baum, global head of health care for Citi Group, as saying that the Oxford-AstraZeneca vaccine “is really the only vaccine that is going to suppress or even eradicate SARS-CoV-2, the virus that causes COVID-19, in the many millions of individuals in the developing world.”

Biden's EEOC Says Your Employer Can Force You to Get Vaccinated

The Equal Employment Opportunity Commission says there’s nothing in federal law that can prevent an employer from compelling employees to be vaccinated in order to work.

However, the EEOC also said that for employees who have a religious objection or a physical disability that prevents them from receiving the vaccine, an employer must provide “reasonable accommodations.” Those accommodations could include forcing an unvaccinated employee to wear a mask, be socially distanced from other employees, or allowed to work from home.

Wall Street Journal:

The updated guidance is intended to answer frequently asked questions, EEOC Chairwoman Charlotte Burrows said in a statement. She said the agency will continue to update and clarify its assistance for employers.

The commission is an independent, bipartisan agency that enforces workplace civil-rights laws. The five-person body is led by Ms. Burrows, a Democrat whom President Biden elevated to the top position. It also includes three Republican members nominated by former President Donald Trump.

Many employers are forgoing a vaccine requirement in lieu of incentives.

JBS USA, the biggest U.S. beef processor, and Pilgrim’s Pride, a top poultry supplier, won’t require plant workers to get the vaccine, a spokesman for the companies said. A Bolthouse Farms spokesman said the company didn’t have plans to mandate vaccinations. Dollar General, Trader Joe’s and Instacart Inc. didn’t respond to requests for comment Friday.

Keira Lombardo, chief administrative officer for Smithfield Foods Inc., said the pork giant is making vaccines available for plant workers but isn’t requiring them at this time.

The EEOC said employers may provide employees and their family members information about the benefits of vaccines and how to obtain them. It noted the vaccines are available free of charge.

Those employers who still leave employees a choice while making the vaccine freely available are making the right call. In a couple of months, even wearing a mask won’t be necessary as the virus will be largely gone from large swaths of the country. It’s likely to come back in the fall and winter, but with 70-75 percent of the nation vaccinated, it’s not likely to be a big problem.

“To the extent that employees are concerned that coming back to the workplace will put them at risk of getting Covid-19, anything that helps an employer get more employees vaccinated will help make the case that the workplace is safe,” said Marc Freeman of the Chamber of Commerce.

Ukraine’s ambassador to Thailand dies suddenly in hotel room at resort

Ukraine’s 44-year-old ambassador to Thailand suddenly collapsed and died from an apparent heart attack in his hotel room at a resort on a paradise island Sunday, authorities said.

Andrii Beshta had arrived on Thailand’s idyllic isle of Koh Lipe on Friday with his 17-year-old son to bid farewell to a tourism buddy before the ambassador left his job to return home, the Bangkok Post reported.

Beshta’s son told island cops that his ambassador dad went to sleep around 11 p.m. Saturday, then woke up at 4:30 a.m. violently ill.

The ambassador vomited until he lost consciousness and died soon after.

A preliminary hospital autopsy “concluded he died from a heart attack,” said Ekkarat Leesen, governor of Thailand’s Satun province, where the island is located, to the outlet.

“We ruled out 100 percent that he died of Covid,” the government official said.
