EU foreign ministers are discussing a new round of economic and sector-specific sanctions for Belarus, during informal talks on Thursday in the Portuguese city of Lisbon. German Foreign Minister Heiko Maas said that he expected to see significant sanctions. If Belarusian President Alexander Lukashenko does not make concessions, "one must assume that this will be just the beginning of a large and long spiral of sanctions," Maas said ahead of the meeting. He described Lukashenko's behavior as "so unacceptable" that the EU would not be satisfied with smaller sanctions steps.

Fed's Reverse Repo Hits All Time High $485BN As Reserves Flood System

We knew it would be a crazy day for today's reverse repo early this morning, when the overnight GCF repo rate traded at -0.01% and refused to rise, an indication that there was far too much money chasing good collateral. Looking at the scramble for repo, interbroker dealer Wrightson ICAP said on Thursday morning that it saw Reverse Repo volumes rising to around $470 billion Thursday, though the risks are “still tilted to the high side.”

They were, because moments ago the Fed announced that at 1:15pm some 50 counterparties (up from 46 on Wednesday) parked $485.329BN in reserves with the Fed (in exchange for the generous rate of 0.000%), which was up $35BN overnight, up $134BN in the past week, and the highest on record!

As for the immediate market implications they are even more ominous: either the Fed will have to hike the IOER fast or rates will soon go negative. Worse, with the Fed still planning to do at least $1 trillion in QE even assuming a December taper, and potentially as much as $2 trillion based on the latest just released Fed "forecast", there is simply no place to park all of these reserves.

Senate passes bill to declassify intel on Covid-19 origins as US & China lock horns over theory that virus is man-made

The US Senate has voted through legislation that requires the release of classified intelligence related to the origins of coronavirus, as Washington and Beijing trade barbs over what may have sparked the pandemic.

Sponsored by Senators Josh Hawley (R-MO) and Mike Braun (R-IN), the bill gives the Office of the Director of National Intelligence (ODNI) 90 days to declassify “any and all information relating to potential links between the Wuhan Institute of Virology and the origin of the coronavirus disease.”

The legislation requires the release of any relevant information pertaining to activities performed at the Wuhan Institute of Virology. Specifically, the bill asks for details on any researchers at the Chinese lab who may have fallen ill in autumn 2019.

The Wall Street Journal previously reported, citing a US intelligence report, that several members of the laboratory received hospital treatment after becoming sick with flu-like symptoms in November 2019, just weeks before Beijing reported the first known case of Covid-19.

The legislation requires the ODNI to compile the information in an unclassified report to be presented to Congress.

Speaking on the Senate floor before the vote, Hawley said that the American people “deserve to know” how Covid-19 started, “and what’s China’s role in starting it.”

For his part, Braun said that the legislation was necessary in order to help people “make sense out of what has happened.”

The move comes after President Joe Biden ordered a new analysis of how the disease originated, stating that he would ask Beijing to be more transparent with any information it may have.

CNN had reported a day earlier that Biden shut down a probe ordered by then-president Donald Trump into whether the virus may have leaked from the Wuhan Institute of Virology.

The theory that the virus may be man-made was widely dismissed by media outlets and experts. However, in recent weeks, a growing number of reports, many of them citing unnamed officials, have lent credibility to the hypothesis.

A probe carried out by a team from the World Health Organization concluded in March that the ‘lab-leak’ theory was highly unlikely. Their investigation supported the idea that the virus may have been transmitted to humans by animals, but did not pinpoint the disease’s origin. However, 14 nations, including the US and UK, issued a joint statement expressing concerns that the investigation lacked transparency and thoroughness.

China has fervently denied that the virus leaked from the Wuhan lab. Pushing back against the insinuations and allegations made by Washington, Chinese Foreign Ministry spokesman Zhao Lijian suggested on Thursday that the US may not be forthcoming about the activities of its own laboratories.

“I also want to emphasize that the Fort Detrick base is full of suspicions. There are more than 200 biological laboratories in the United States spreading around the world. How many secrets are there?” he asked.

In 2019, the Centers for Disease Control and Prevention decided to issue a “cease and desist order” to halt operations at the Maryland-based germ lab over safety concerns.

A U.S. judge rejected Bayer’s $2 billion class action proposal to resolve future lawsuits alleging its Roundup weedkiller causes cancer, saying in a Wednesday order that parts of the plan were “clearly unreasonable.”

U.S. District Court Judge Vince Chhabria in San Francisco said the proposal “would accomplish a lot for Monsanto,” which Bayer acquired for $63 billion in 2018, and “would accomplish far less for the Roundup users” who are currently healthy.

The agreement would have paused litigation linking Roundup to non-Hodgkin lymphoma (NHL) for four years and would have barred Roundup users from seeking punitive damages once the pause on litigation expired.

In return, users could be eligible for free medical exams and compensation if they were diagnosed with non-Hodgkin lymphoma.

The proposed class action settlement was aimed at claims by people who have been exposed to the weedkiller and who become sick in the future.

Separately, Bayer has committed up to $9.6 billion to resolve ongoing claims of people who blame glyphosate—the main active ingredient in Roundup—or an existing illness. The company’s chief executive told analysts this month that 90,000 existing claims have been resolved and 30,000 are still being negotiated.

While testifying before a House panel that plays a vital role in spending, Yellen said that government funding – not accounting for inflation – has been unchanged since 2010. She said that boosting funding for the IRS is a top priority for the Biden administration, which is looking to enhance tax enforcement in order to fund a nearly $4 trillion spending proposal that would rebuild the nation's infrastructure and dramatically expand the government-funded safety net. "Many of the country’s wealthiest taxpayers do not pay their full tax bill, and the IRS is not nearly staffed up enough to ensure compliance," Yellen said. She maintained that beefing up the agency's auditing power would not be used to target individuals who are earning less than $400,000.

Making the case for more IRS funding, Yellen noted that an estimated $7 trillion in tax revenue will go uncollected in the next decade because the agency lacks the necessary resources to crack down on wealthy tax cheats. She also pointed out that the IRS has been responsible for making roughly $800 billion in stimulus payments over the past year and is about to undertake distribution of the expanded child tax credit, which will be paid out to families in monthly installments. The IRS has 20,000 fewer staff than it did in 2010, and its budget is roughly 20% less than it was in 2010, when adjusted for inflation, according to the Congressional Budget Office.

Congress’s VIP Air Marshal Program Canceled after Maxine Waters Debacle

A scandal-plagued “VIP” program that provided members of Congress with Federal Air Marshals (FAM) often yanked from high-risk fights has been canceled after Judicial Watch exposed it earlier this month. As a result, hundreds of FAM are sitting idly at airports around the U.S. because the “VIP missions have stopped,” according to a federal law enforcement source with firsthand knowledge of the situation. A veteran air marshal who asked not to be identified said “the Washington Field Office in Washington D.C. was almost exclusively dedicated to VIP services for Congress.” Another longtime FAM told Judicial Watch he was deployed on several VIP missions with low-profile members of Congress. He said so many FAM were on standby for the VIP congressional program that now he and many of his colleagues are “sitting around the airport waiting for a mission.”

Sonya Hightower-LaBosco, a retired FAM who serves as executive director of the Air Marshal National Council, confirmed to Judicial Watch this week that dozens of air marshals that evidently would have been delegated to members of Congress as part of the VIP initiative are waiting for assignments at airports nationwide. “Right now, there are almost 60 in D.C., 40 in Charlotte and another 40 in Orlando,” Hightower-LaBosco said. From January through April the covert VIP service dedicated more than 900 FAM on demand to members of Congress, Hightower-LaBosco said, citing agency data. FULL PANIC MODE: In Desperate Move Fulton County Board of Elections Asks Court to Dismiss Election Fraud Case as Forensic Audit Nears

Lawyers for the Fulton County Georgia Board of Registration and Elections filed an official request to the court to dismiss the election fraud case brought by Garland Favorito and others before the forensic audit is launched starting on Friday.

Last Friday Judge Brian Amero from Henry County in Georgia ruled that the audit in Fulton County, Georgia, must proceed. This comes after a video report by The Gateway Pundit back in early December revealed the same batch of ballots were being counted two and three times.

The judge ordered the parties to appear at the Fulton County ballot storage location at 10 AM on May 28th, which is the Friday before the Memorial Day Weekend.

On Wednesday attorneys for the Fulton County Board of Registration and Elections filed a last-minute request to ask the court to dismiss the entire case before the actual forensic audit begins!

The motion to dismiss, which was filed on Wednesday, argued Garland Favorito and the other plaintiffs never served the county and that the Superior Court of Fulton County lacks jurisdiction in the case.

Attorneys also argued that Fulton County is not a proper party to the case.

“It is an improper party because it is not the final policymaker with control over elections,” the motion said. “The Elections Code states that where there is a board of elections, that entity acts as a superintendent and conducts elections and primaries.”

A Culture of Fear at the Firm That Manages Bill Gates’s Fortune

At least four employees at the firm, Cascade Investment, complained to Mr. Gates about Michael Larson, his longtime money manager.

For 27 years, Bill Gates has entrusted the management of his enormous wealth and the endowment of his giant foundation to a single man: Michael Larson.

Mr. Larson has invested the Microsoft co-founder’s money in farmland, hotels, stocks, bonds, even a bowling alley. Thanks in part to Mr. Larson and the soaring value of Microsoft’s shares, Mr. Gates’s fortune has gone from less than $10 billion to about $130 billion.

But Mr. Larson, 61, also engaged in a pattern of workplace misconduct at Mr. Gates’s money-management firm, Cascade Investment, according to 10 former employees as well as others familiar with the firm.

He openly judged female employees on their attractiveness, showed colleagues nude photos of women on the internet and on several occasions made sexually inappropriate comments. He made a racist remark to a Black employee. He bullied others. When an employee said she was leaving Cascade, Mr. Larson retaliated by trying to hurt the stock price of the company she planned to join.

Over the years, at least six people — including four Cascade employees — complained to Mr. Gates about Mr. Larson, according to former employees and others with direct knowledge of the complaints. (Several of them also complained to his wife, Melinda French Gates.) Cascade made payments to at least seven people who witnessed or knew about Mr. Larson’s behavior; in exchange, they agreed to never speak about their time at the firm.

Even as Cascade grew to more than 100 employees and to manage more money than most Wall Street hedge funds, the perception that Mr. Larson had Mr. Gates’s unflinching support allowed him to maintain a culture of fear inside the company’s lakeside offices, the former employees said. Mr. Larson still runs Cascade. Mr. Gates’s reluctance to take decisive action at Cascade adds to an emerging portrait of the billionaire philanthropist that is at odds with his image as a roving global do-gooder and champion of women’s empowerment.

As The New York Times has reported, Mr. Gates for years regularly spent time with Jeffrey Epstein, who faced accusations of sex trafficking of girls — a relationship that was among the factors precipitating Ms. French Gates’s recent decision to seek a divorce. And on at least a few occasions, Mr. Gates pursued women who worked for him at Microsoft and the Bill and Melinda Gates Foundation. In 2019, Microsoft’s board investigated one of those cases, in which Mr. Gates acknowledged he had an affair with an employee. Mr. Gates stepped down from the board last year.

Mr. Larson and Chris Giglio, his spokesman, denied some but not all instances of Mr. Larson’s misconduct.
