EXCLUSIVE: Former Acting Director of National Intelligence Ric Grenell the subject of pervasive speculation that he may run against California Gov. Gavin Newsom in a recall election is starting a voter group in California aimed at bringing "permanent" change to the state's political landscape.

The group, called "Fix California," is in the model of Stacey Abrams' highly successful "Fair Fight" in Georgia, focusing on voter registration and issue advocacy. Former Sen. Kelly Loeffler, R-Ga., made a similar move a few weeks ago, starting an organization called "Greater Georgia."

Grenell said "Fix California's" vision goes beyond the current recall effort for Newsom, which appears to have enough signatures to trigger an election and has grabbed plenty of media headlines.

The top Trump ally said that even if Newsom is successfully recalled a process that is not complete and is still rife with pitfalls, Grenell says the new governor would only be in office briefly before the 2022 election.

"What I'm consistently hearing from activists and donors is that after a year of our economy being shut down for political reasons and Zoom school, that people in California want permanent change," he said.

Grenell told Fox News that "Fix California's" three main focuses will be suing counties in California to clean up their voter rolls; registering voters and researching paths to expand school choice in the state.

"We're going to go after the frustrated 'decline to state' voters," Grenell said. "People who recognize that the pendulum has swung too far left and needs to come back"

South Korean Premier in Iran for Talks Over Frozen Oil Funds

South Korea’s prime minister arrived in Tehran for talks over $7 billion of Iranian funds trapped in his country by U.S. sanctions, with a successful outcome likely to be seen as a confidence-building measure between the Islamic Republic and world powers.

Chung Sye-Kyun’s two-day trip, the first by a South Korean premier in 44 years and the highest-ranking visit by a Korean official since 2016, comes two days after Iran said it had freed a South Korean-flagged tanker seized in January. Iranian officials linked the vessel’s capture to the funds, which have been inaccessible since then-President Donald Trump withdrew from the 2015 nuclear deal and reimposed sanctions on Tehran.

The U.S. and Iran, with the help of other signatories, are trying to find a way for the Biden administration to rejoin the accord and lift the penalties at talks in Vienna. Seoul is only expected to release some or all of the Iranian billions after a nod from Washington. Iran escalated its nuclear activity after the U.S. abandoned the 2015 deal, fueling regional tensions, and on Saturday started injecting uranium gas into new centrifuge machines at its Natanz facility. The plant was hit by a so far unexplained power outage on Sunday that raised suspicions of sabotage.

Iranian officials have said they’ve been unable to access the country’s oil revenues from exports to South Korea as no bank has been willing to handle the transactions for fear of contravening the sanctions. They have accused Seoul of bending before U.S. pressure in defiance of official exemptions for humanitarian goods.

Harvey Weinstein secretly indicted on rape charges by grand jury in Los Angeles

Harvey Weinstein was secretly indicted on rape charges by a grand jury in Los Angeles a couple weeks ago, Fox News has learned. The move by LA District Attorney George Gascón should facilitate the extradition of the Hollywood producer from New York so that he can be tried.

The indictment is virtually identical to the criminal complaint, which had been filed in January 2020 by former DA Jackie Lacey. The disgraced movie mogul, who is already serving a 23-year sentence in New York for rape and sexual assault, faces 11 counts in California,including rape and sexual battery involving five incidents that allegedly took place between 2004 and 2013. If convicted, he faces up to 140 years behind bars.

The indictment, which is still under seal, and arrest warrant for Weinstein are expected to be publicly revealed Monday afternoon at his extradition hearing in Erie County, New York. The producer is serving his time at the maximum-security Wende Correctional Facility near Buffalo. The LA case has been delayed due to the COVID-19 pandemic, but the DA’s office does not want to wait any longer.

According to legal experts, by getting an indictment, LA prosecutors can streamline the proceedings and are able to go straight to trial, rather than doing it under a criminal complaint that would then require a preliminary hearing. "This process will eliminate the need for a preliminary hearing which is kind of a minitrial like we saw in the OJ case: there was the trial before the trial," criminal defense attorney Troy Slaten explained, adding that in the LA County, the use of grand jury is limited to very few cases. With this move and under the law that allows the borrowed custody, the California state can get custody of the New York’s inmate and must commence trial within 120 days.

The Los Angeles DA’s office has not responded to Fox News' inquiries on the secret indictment so far. Weinstein’s attorney in the LA case and an attorney for two of the five accusers, Gloria Allred, have both declined to comment.

"These are stale, unsubstantiated, uncorroborated, uncredible allegations that arose during the hysteria of the #MeToo movement and we're confident that Mr. Weinstein will be acquitted because there's no credible evidence against him. He's innocent," defense lawyer Mark Werksman stated regarding the charges.

On Monday, his attorneys are expected to ask for a delay of the extradition, citing his "poor" health conditions, which would put him at higher risk under the current pandemic. But the chances of a postponement are slim as their next shot would be with Gov. Andrew Cuomo, who is currently battling sexual harassment allegations. Weinstein could be extradited to LA within 30 days of tomorrow’s hearing.

A longtime women's rights attorney, Allred represents Mimi Haleyi, one of the women whose sex assault accusations Weinstein was found guilty of in New York. In the LA case, Allred is defending one unnamed woman and Lauren Young, who has come forward publicly as she was a witness in the New York criminal trial over a year ago. Young, a model and actress, testified then that Weinstein sexually assaulted her in a Beverly Hills hotel in February 2013 after being trapped inside a bathroom with him. He allegedly groped her while masturbating before she was able to flee.

LA prosecutors allege that Weinstein raped an Italian model at another Beverly Hills hotel on Feb. 18, 2013, just a day before the attack against Young. The alleged assaults of the other three women all took place at Beverly Hills hotels.

Regardless of how the California case ends, the former producer would still have to return to New York to serve the rest of his 23-year sentence, which is currently on appeal.

Preventing nations from abusing the Nagoya Protocol will require another binding international agreement – one that specifically obliges countries to share pathogens in a timely manner, which would undoubtedly benefit society as a whole. Any commonsense approach to the Nagoya Protocol would exempt pathogens like SARS-CoV-2.

Thankfully, the member states of the World Health Organization have a chance to enact such reforms through the International Health Regulations, a legally binding international instrument currently under revision, or through the recently proposed international treaty on pandemics.

The Nagoya Protocol, which was adopted back in 2010 to effectively clarify the Convention on Biodiversity (CBD), gives nations the rights to their "genetic resources" – meaning everything from plants and animals to fungi and even bacteria, depending on how the country implements the protocol locally.

We could witness a situation where if country B wants access to a rare herb that grows only in country A, country B needs the informed consent of country A. Moreover, the protocol requires that a mutual agreement be reached to ensure that country A receives its fair share of any benefits derived from the herb's use. Absent that, the Nagoya Protocol allows country A to deny access to the herb.
