Fed’s Daly says more rate hikes needed, dismisses ‘pivot’ talk

The Federal Reserve needs to keep raising its benchmark interest rate in order to cool inflation that hit a 40-year high earlier this year and has shown little signs of cooling, Mary Daly, president of the Federal Reserve Bank of San Francisco said Wednesday.

“I do see more rate increases as necessary,” Daly said, in an interview on Bloomberg Television.

“Remember, this is all about bringing demand – which is very strong – back in line with supply and bringing inflation down,” Daly added.

She said the central bank was data dependent and she hasn’t made a decision about what she wants the central bank to do at its next meeting in early November. The Fed has lifted its benchmark rate at an historic pace this year – raising the rate by 300 basis points from close to zero in March. At its last meeting in September, the Fed penciled in raising its benchmark interest rates by about 125 basis points before the end of the year.

Traders who use futures contracts to bet on the pace of Fed rate hikes are wagering that the central bank will hike rates to a range of 4.5%-4.75% by next March but then cut rates by the fall. Daly said she thought this path was wrong. “I don’t see that happening at all. I see us raising to a level that we believe is restrictive enough to bring inflation down and then holding it there until we see inflation truly get close to 2%,” Daly said. “Our path has not really changed, We haven’t pivoted on that. We’re resolute at restoring price stability,” she said. Holding rates high for longer is key to bring inflation back to target, she added. Daly said inflation will decelerate to close a 3% rate by the end of next year and take another year to get it down to 2%. “If we get better numbers than that – well that’s terrific,” she added. MBA: Mortgage Applications Decrease in Latest Weekly Survey; Purchase Activity Below Pandemic Low

Mortgage applications decreased 14.2 percent from one week earlier, according to data from the Mortgage Bankers Association’s (MBA) Weekly Mortgage Applications Survey for the week ending September 30, 2022.

... The Refinance Index decreased 18 percent from the previous week and was 86 percent lower than the same week one year ago. The seasonally adjusted Purchase Index decreased 13 percent from one week earlier. The unadjusted Purchase Index decreased 13 percent compared with the previous week and was 37 percent lower than the same week one year ago.

“Mortgage rates continued to climb last week, causing another pullback in overall application activity, which dropped to its slowest pace since 1997. The 30-year fixed rate hit 6.75 percent last week – the highest rate since 2006,” said Joel Kan, MBA’s Associate Vice President of Economic and Industry Forecasting. “The current rate has more than doubled over the past year and has increased 130 basis points in the past seven weeks alone. The steep increase in rates continued to halt refinance activity and is also impacting purchase applications, which have fallen 37 percent behind last year’s pace. Additionally, the spreads between the conforming rate compared to jumbo loans widened again, and we saw the ARM (Adjustable Rate Mortgages) share rise further to almost 12 percent of applications.”

Cap#1 shows the refinance index since 1990. With higher mortgage rates, the refinance index has declined sharply this year. The refinance index is at the lowest level since the year 2000. The Biden administration is reportedly gearing up to wind down sanctions against Venezuela’s authoritarian regime, clearing the way for Chevron to resume its oil operations and reopen U.S. and European markets.

Louisiana announces nearly $800 million divestment from BlackRock over ESG push

Louisiana’s state treasurer told BlackRock CEO Larry Fink on Wednesday that the state will be divesting all of its Treasury funds from the giant investment firm because of its efforts to move away from funding fossil fuel extraction.

State Treasurer John Schroder said the Treasury will liquidate all BlackRock investments by the end of the year. He said that, to date, the Bayou State has divested $560 million, a number that will increase to $794 million over the coming months as the state exits BlackRock money market funds, mutual funds, and exchange-traded fund holdings.

Credit Suisse Mulls Outside Investor for Investment Bank Spinoff

Credit Suisse Group AG is trying to bring in an outside investor to inject money into a spinoff of its advisory and investment banking businesses, as the firm’s leaders aim to put the finishing touches on their planned overhaul.

Businesses being targeted for a boutique-style future include the advisory and dealmaking teams alongside the leveraged finance unit, people with knowledge of the deliberations said. The bank is interested in an outside investor to take a partial stake in order to provide capital and help fund the costs of hiring and keeping talent, the people said. Talks on reviving the First Boston name for the spun-out businesses, which would get most of their revenue from the US, are also advancing, the people said, asking not to be named. The bank is also considering other options and deliberations are still ongoing.

Credit Suisse’s investment bank sits at the heart of Chief Executive Officer Ulrich Koerner’s planned restructuring after it racked up huge losses and played a frontline role in some of its biggest scandals. The bank is trying to reduce risks and costs associated with the business, while keeping at least some of the revenues and capabilities to service wealth management clients. A spinout of the dealmaking and underwriting unit would effectively break the troubled division into three pieces, with Credit Suisse keeping a shrunken trading unit while hiving off its securitized products group and other assets it wants to offload. (good luck with that) And attracting outside investors would help answer how it will finance a major restructuring, questions that have weighed on the stock as the firm wants to avoid a share sale with the price near record lows. U.S. aircraft carrier moves near Korean waters as warning to North

Trilateral exercises with Seoul and Tokyo to begin as early as Thursday. The U.S. aircraft carrier USS Ronald Reagan is redeploying near the Korean Peninsula, South Korea's military said Wednesday, in a show of might aimed at deterring any further North Korean activity one day after Pyongyang fired a ballistic missile over Japan.

The nuclear-powered carrier and its strike group recently left the Sea of Japan after joint exercises with the South Korean navy and Japan's Maritime Self-Defense Force late last month.

The United Nations Security Council holds an emergency meeting Wednesday afternoon New York time about Pyongyang's latest missile launch, at the request of three permanent Security Council members the U.S., U.K. and France plus Albania, Norway and Ireland.

IMF chief says central banks must keep tightening despite recession risks

Global central bankers need to continue to raise interest rates despite a fragile global economic outlook, the head of a key global financial institution said Thursday.

Speaking ahead of meetings of global central bankers and finance ministers in Washington next week, IMF Managing Director Kristalina Georgieva said there was an urgency to address “a darkened economic outlook.” “Our world economy is like a ship in choppy waters. We need all the wisdom we can muster to steady the ship and navigate what lies ahead,” she said. Georgieva said the IMF would downgrade its outlook for the global economy in 2023 when it releases its updated World Economic Outlook next week. “We will be flagging that the risks of recession are rising,” Georgieva said.

The global economy has become fragmented and is much more fragile, uncertain and volatile, she said. The IMF estimates that countries that make up one-third of global output will experience two consecutive quarters of contraction this year and next. Despite the slow growth, global central banks must “stay the course” in their fight to bring 40-year high inflation down, even with the risk they tighten too fast and by too much, Georgieva said.

Even in countries where growth is positive, it can feel like a recession because inflation is eating into real incomes. The IMF estimates that global outlook will shrink by $4 trillion between now and 2026, the size of the German economy, she said. “It is more likely to get worse than to get better,” she noted. “Central banks have to continue in the current environment,” Georgieva said. “As painful as that may be, it is the right thing to do,” she said. If monetary policy doesn’t do enough, it can cause high inflation to become entrenched, which will plague the global economy for a long time, she noted. Fiscal policymakers must resist the temptation to stimulate demand, Georgieva said. With central banks stepping on the brakes “fiscal policy should not step on the accelerator otherwise we are in for a very rough and dangerous ride,” Georgieva said. Countries can strengthen their social safety net, she added.

A stronger U.S. dollar DXY, 0.80% raises the risks of capital outflows in emerging and developing economies, the IMF chief said. The IMF puts the risk of outflows at 40%, she said.

This can cause tremendous problems for countries with large emerging external financing. The IMF urges countries to maintain exchange rate flexibility and take proactive approaches. And the institution has a new precautionary lending program to help countries navigate risks, she said.
