An aspect of some embodiments of the invention relates to system and methods for anonymously selecting subjects for treatment against an infectious disease caused by a pathogen, comprising: 1. a plurality of electronic devices configured with instructions to generate an ID, when in proximity of another such electronic device, one or both of transmit said ID to said another electronic device and receive an ID from said another electronic device, generating a score based on a plurality of such received IDs, receiving information from a server, displaying relevant treatment instructions to said subjects based on received information; 2. at least one server comprising instructions for sending to said plurality of electronic devices information to display said relevant treatment instructions; where said at least one server or said electronic devices comprise instructions to generate a prediction of likelihood of a subject transmitting said pathogen, based on a score of the subject.

It is most contagious during the first three days after the onset of symptoms, although spread is possible before symptoms appear, after they disappear and from people who show very mild or do not show symptoms at all.

Yemen's Houthis say they attacked Saudi cities, Aramco facilities

Yemen's Iran-aligned Houthi movement said on Saturday (Nov 20) it had fired 14 drones at several Saudi Arabian cities, including at Saudi Aramco facilities in Jeddah.

The Saudi-led coalition battling the Houthis in Yemen had on Friday said it destroyed three drones launched towards southern Saudi Arabia and a fourth over Yemen. It said the group "failed to launch two ballistic missiles" and they fell inside Yemen. Saudi Aramco, the state oil firm, said when contacted by Reuters that it would respond at the earliest opportunity.

The Houthi military spokesman Yahya Sarea said in a televised press conference that the group had attacked Aramco's refineries in Jeddah as well as military targets in Riyadh, Jeddah, Abha, Jizan and Najran. Mr Sarea's statement contained inaccuracies. It mentioned the wrong name for the international airport in Jeddah and the wrong location for King Khalid base, saying it was in Riyadh when it is actually in the south of the kingdom. Aramco's refinery in Jeddah was decommissioned in 2017 but it has a petroleum products distribution plant there that the Houthis had previously targeted in March. The Houthis have repeatedly launched cross border attacks on Saudi Arabia using drones and missiles since the coalition intervened in Yemen in March 2015 after the movement ousted the Saudi-backed government from the capital, Sanaa. Efforts led by the United Nations and the United States to engineer a ceasefire in Yemen have stalled.

The conflict, seen as a proxy war between Saudi Arabia and Iran, has been in military stalemate for years. The Houthis are pressing an offensive in Marib, the internationally recognised government's last northern stronghold, as well as in other areas in Yemen.

Japan poised to tap national petroleum reserve for first time

Japan is weighing a release of crude oil from its national petroleum reserve, Prime Minister Fumio Kishida said Saturday, an unprecedented move in response to a U.S. call for action against high energy prices. "We are examining our legal options on the understanding that this would be coordinated action by Japan, the U.S. and partner countries," Kishida told reporters during a visit to the city of Matsuyama.

Japan has never tapped its national oil stockpiles, although it has told refiners in the past to release crude from their stockpiles in response to supply risks. In the U.S., the Biden administration is facing calls to tap America's strategic petroleum reserve as high crude oil prices force drivers to pay more for gasoline. As of the end of September, Japan's total oil reserves held the equivalent of about 240 days of domestic demand. The national stockpile holds a 145-day supply, while oil companies are required to have 90 days' worth in reserve. Japan can also tap a six-day supply in a reserve maintained jointly with oil-producing nations. The most recent release of private-sector stockpiles was in June 2011 in response to the Libyan crisis.

Japan's petroleum reserve law allows for the release of oil when there is a threat of supply disruption or in the event of a disaster. The reserve has not been envisioned as a pressure value for easing high oil prices. When domestic demand for oil decreases, the number of days of reserve needed also falls, creating a surplus. Kishida's government will consider releasing such surplus oil. The surplus can be tapped as long as Japan maintains the International Energy Agency-mandated equivalent of 90 days of imports through a combination of its national reserve and half the joint stockpile. This would allow the government to make timely releases without running into legal obstacles.

There is also a proposal to use the proceeds from the sale of this oil to pay for a gasoline subsidy that the government aims to begin as early as this year. The payments would go to refiners that agree to cap gasoline prices.

Used Car Prices Explode To New Record High

After last week's hot CPI print, the great inflation debate continues to dominate headlines. The Biden administration and Federal Reserve members have been insisting inflation is transitory. But new, used car data shows prices continue to soar, suggesting inflation is anything but transitory.

Anyone shopping for a used car since the virus pandemic began has been hit with extraordinarily high prices as snarled supply chains and chip shortages crimp new car output, pushing consumers onto secondary markets. The Manheim Index, the most recognized wholesale used-vehicle price index by financial and economic analysts, shows that used car prices rose 4.9% in the first 15 days of November compared to October. The overall index has jumped 44.9% from November 2020. "As was the case in October, some of the monthly increase is a result of the seasonal adjustment, as November typically sees above-average vehicle depreciation and therefore used price declines. The non-adjusted price increase through mid-November was 2.6%," the report said.

The report suggests that used car prices will remain high while automakers continue to work through supply chain woes into next year. There are rising probabilities of price fluctuations up and down. Ford's CFO John Lawler warned earlier this month that supply constraints could continue into 2022 and said, "we'll be dealing with [supply chain issues] for a while." This means used car prices might rise even further through year-end.

Consumers will have to get used to paying a very high sticker price for a used car. Shown below is the average used car price surges as the available supply sinks. The working poor who have had their credit scores tarnished during the pandemic downturn will feel the burden of pricier used cars. If prices continue higher, this means people's incomes will be more heavily weighted to servicing car payments and could take away from other spending (such as eating out).

According to WaPo, "Rental-car companies for the first time have become major buyers of used cars at auction, instead of big sellers. That's because they can't get enough new vehicles and are desperate to fill their fleets, industry executives say." And it's not just rental-car companies buying used cars. Dealers have been soaking up supplies to keep their parking lots full. As used car costs resume their vertical move higher, this suggests the used car component of CPI has more room to rise in November...

Until this month, a vast ocean of U.S. programming produced by the Broadcasting Board of Governors such as Voice of America, Radio Free Europe/Radio Liberty, and the Middle East Broadcasting Networks could only be viewed or listened to at broadcast quality in foreign countries. The programming varies in tone and quality, but its breadth is vast: It’s viewed in more than 100 countries in 61 languages. The topics covered include human rights abuses in Iran, self-immolation in Tibet, human trafficking across Asia, and on-the-ground reporting in Egypt and Iraq.

The restriction of these broadcasts was due to the Smith-Mundt Act, a long-standing piece of legislation that has been amended numerous times over the years, perhaps most consequentially by Arkansas Senator J. William Fulbright. In the 1970s, Fulbright was no friend of VOA and Radio Free Europe, and moved to restrict them from domestic distribution, saying they "should be given the opportunity to take their rightful place in the graveyard of Cold War relics." Fulbright’s amendment to Smith-Mundt was bolstered in 1985 by Nebraska Senator Edward Zorinsky, who argued that such "propaganda" should be kept out of America as to distinguish the U.S. "from the Soviet Union where domestic propaganda is a principal government activity."

Zorinsky and Fulbright sold their amendments on sensible rhetoric: American taxpayers shouldn’t be funding propaganda for American audiences. So did Congress just tear down the American public’s last defense against domestic propaganda?

But for BBG officials, the references to Pentagon propaganda efforts are nauseating, particularly because the Smith-Mundt Act never had anything to do with regulating the Pentagon, a fact that was misunderstood in media reports in the run-up to the passage of new Smith-Mundt reforms in January.

One example includeda report by the late BuzzFeed reporter Michael Hastings, who suggested that the Smith-Mundt Modernization Act would open the door to Pentagon propaganda of U.S. audiences. In fact, as amended in 1987, the act only covers portions of the State Department engaged in public diplomacy abroad (i.e. the public diplomacy section of the "R" bureau, and the Broadcasting Board of Governors.)

But the news circulated regardless, much to the displeasure of Rep. Mac Thornberry (R-TX), a sponsor of the Smith-Mundt Modernization Act of 2012. "To me, it’s a fascinating case study in how one blogger was pretty sloppy, not understanding the issue and then it got picked up by Politico‘s Playbook, and you had one level of sloppiness on top of another," Thornberry told The Cable last May. "And once something sensational gets out there, it just spreads like wildfire."

That of course doesn’t leave the BBG off the hook if its content smacks of agitprop. But now that its materials are allowed to be broadcast by local radio stations and TV networks, they won’t be a complete mystery to Americans. "Previously, the legislation had the effect of clouding and hiding this stuff," the former U.S. official told The Cable. "Now we’ll have a better sense: Gee some of this stuff is really good. Or gee some of this stuff is really bad. At least we’ll know now."

Longtime U.S. Rep. Eddie Bernice Johnson, D-Dallas, announced Saturday she is not running for reelection after serving nearly three decades in Congress.

“I have gone back and forth … the whole time because of the pleading and the asking, but as of January … the year after next, I will step down,” Johnson said during an event in Dallas. "I will retire, and let me assure that I will also recommend to you whom I feel is the best to follow me."

First elected to Congress in 1992, Johnson, 85, is among its most senior members and serves as dean of the Texas delegation. She chairs the House Committee on Science, Space, and Technology.

A former state legislator, Johnson is known for breaking barriers. She was the first Black woman ever elected to public office in Dallas when she won a state House seat in 1972. She went on to become the first registered nurse to ever serve in Congress.

The decision Johnson announced Saturday is consistent with what she told constituents in 2019 — that her current term would be her last. However, since winning reelection last year, she had declined to confirm that, fueling speculation about whether she would reverse herself in recent months.

Democrats began to circle her seat as questions about her 2022 plans persisted. In May, Jane Hope Hamilton, a former top staffer for Joe Biden’s campaign in Texas, launched an exploratory committee for the seat, saying she would run if Johnson chose not to seek reelection. And last month, Abel Mulugheta, the former chief of staff to state Rep. Rafael Anchia, D-Dallas, announced an outright campaign for the seat. Jessica Mason, a Navy veteran and progressive activist, is also running for the Democratic nomination.

Johnson’s 30th District is set to remain one of the bluest congressional districts in the state after redistricting. It will also stay anchored in Dallas, spreading to the southern edge of the namesake county.
