To help stop bike theft around urban areas accross the country. one needs to adapt to diversity first. Then work with it. Training is needed.
"Fuck around and find out" is a good method to instill fear. Boldness of some groups are getting bolder only because they believe there's no consequences to their boldness.
Only takes a few good ones, 'make examples of' to bring that respect back into line. Refugees, will need to be exspecially, because they're new.
