Europe cannot play a meaningful role in resolving the Ukraine conflict while trying to exclude Russia from the process, Kremlin spokesman Dmitry Peskov has said, calling the bloc’s position a “dead end.”

Peskov was responding to remarks by German Chancellor Friedrich Merz, who argued that any future “security guarantees”for Kiev should bedetermined by Ukraine and its Western backers without Russia’s participation.

“Such statements demonstrate that the position taken by the Europeans is a dead end.If they insist on it, they will have no role in the settlement process,” Peskov told reporters on Tuesday.

Merz made the comments at a ‘Coalition of the Willing’ summit in Paris on Monday, where he pledged that Germany and Ukraine’s otherWestern supporters would continue supplying military aid to Kiev after any future ceasefire.

The group brings together several EU nations, as well as the UK, Norway, Iceland, and Türkiye. It has been discussing post-conflict security arrangements for Ukraine,including proposals to deploy a multinational force, despite Russia’s repeated rejection of foreign troops near its borders.

At last week’s NATO summit in Ankara, member states agreed to provide Ukraine with more than €70 billion ($80 billion) in military assistance this year and next. Germany pledged the largest national contribution.

Germany has been the EU’s biggest supporter of Ukraine since the escalation of the conflict in February 2022, providing around €55.5 billion in military aid, according to government data. German media have also reported that Berlin will finance the purchase of 50,000 attack drones for the Ukrainian military.

The latest pledges come as Ukraine has intensified drone strikes on Russian energy infrastructure and residential areas in recent months amid continued setbacks on the battlefield, launching several hundred UAVs a day on average. Moscow has also reported a growing number of FPV drone attacks,including AI-guided models, targeting passenger buses and private vehicles.

The Kremlin has repeatedly saidthat any lasting peace settlement must address the root causes of the conflict, including Ukraine’s neutrality, demilitarization,protection of Russian speakers, and recognition of the territorial realities on the ground.

Russian officials have also argued that Britain, France, and Germany undermined previous peace efforts, including the 2014-2015 Minsk agreements and the 2022 Istanbul draft deal.Moscow has warned that any deployment of Western troops to Ukraine would be treated as foreign intervention.

A dispute over an immigration bill passed by the European Parliament has escalated into a criminal complaint, with a Swedish MEP accusing a Danish colleague of racist hate speech over a social media comment, The Guardian reported on Monday.

A Swedish MEP of Iraqi descent, Abir Al-Sahlani, filed the complaint with Swedish police against Danish MEP Kristoffer Storm.He told her to “go home” in response to her post criticizing anti-immigration chants that followed the passage of a law aimed at speeding up the deportation of illegal migrants. She has also lodged a formal complaint with European Parliament President Roberta Metsola.

The dispute stems from last month’s approval of the Return Regulation, the toughest anti-immigration legislation passed by the EU in recent years. The measure allows member states to establish ‘return hubs’ outside the bloc to accelerate the deportation of illegal migrants.

After the vote, chants of “send them back!”erupted in the chamber. In a speech condemning the outburst, Al-Sahlani called it “a new low level, even for the fascists on the far right.”

“I have never felt as unsafe in this parliament as after the voting about the Return Regulation, because the shouting of the far right was not against the political opponent… It was about ordinary people who did no other crime than looking for a better life in Europe,” she said.

Storm rejected accusations that his response online was racist. Speaking to Politico, he said the phrase “go home”referred to leaving the parliamentary chamber, arguing that if Al-Sahlani found the democratic decision and lawmakers’ reactions so upsetting, “she would have been better off leaving the chamber.”

The clash comes amid growing tensions over migration across the EU.According to Eurostat,the bloc received more than 8.5 million immigrants from outside the bloc in 2023 and 2024, and immigration remains one of the most divisive issues in European politics.

Earlier this month, US President Donald Trump claimed that European countries had deteriorated to the status of “Third World countries” because of their immigration policies.

Secretary of State Marco Rubio is preparing to host delegations from more than70 countries this week for a gathering focused on addressing what the Trump administration describes as the overlooked threat posed by "the resurgence of transnational far-left terrorism," according to a State Department official and internal documents reviewed exclusively by ABC News.

"For too long this threat has remained a blind spotin the international community's counterterrorism focus, underestimated and under-resourced, despite the danger it poses," a note shared with foreign governments describing the concept of the meeting reads.

It goes on to assert that law enforcement andcounterterrorism experts have revealed a "clear trend" of "globally networked, politically-motivated terrorists - particularly far-left terrorists" increasingly turning to "organized, deadly violence to advance their political objectives."

The meeting, which will take place in Washington on Thursday, will lay the foundation for "coordinated action" to counter international organizations that are "seeking to implement an extreme political vision through intimidation and coordinated campaigns of terror," the document states.

Representatives from roughly 60 countries were initially expected to attend, but the State Department said in a post to X on Fridayit would expand the ministerial due to "overwhelming interest" by inviting additional countries "working to combat the growing international threat of far-left violence."

A State Department official said more than 10 additional invitations had been extended.

Some critics of the Trump administration's counterterrorism approach haveclaimed its focus on threats from the far left is misguided.

Analysis conducted by the Center for Strategic and International Studies (CSIS) in 2025 found that while left-wing violence in the U.S. has increased over the past decade, "it has risen from very low levels and remains much lower than historical levels of violence carried out by right-wing and jihadist attackers."

The CSIS report concluded it was "important to resource all dimensions of the terrorism threat."

"Left-wing terrorism is a Trump administration priority, but jihadist terrorism also remains a concern even though it has declined," it states. "Right-wing terrorism could come roaring back, especially if in 2028 there are complaints of a 'stolen election' or similar incendiary claims."

The ACLU has also taken issue with multiple actions taken by the Trump administration's counterterrorism approach, accusing it oftargeting politically opposed but peaceful activists and donors "under the guise of addressing political violence and domestic terrorism."

Carney promotes key advisers Scott Gilmore, Maia Johnson in PMO shuffle

The sources also said that Maia Johnson, currently a senior adviser for Canada-U.S. relations, is taking on an additional role as chief operating officer.

The Globe is not naming the sources because they were not authorized to disclose internal staffing matters.

The rollout of staffing changes follows Mr. Carney’s appointment last week of his previous principal secretary, Tom Pitfield, to the Senate. And one of his deputy chiefs of staff, Braeden Caley, on Sunday formalized his resignation from the job to seek the Liberal nomination in a B.C. riding.

The staff shuffle arrives as the Carney Liberals move into the second year of their mandate under pressure to deliver results on crucial promises, such as a new trade deal with the United States, while they also grapple with a shaky economy and fissures in national unity.

The title of “chief operating officer” is unusual for the Prime Minister’s Office. Ms. Johnson’s role, the sources said, will mirror the corporate sector’s approach of having a person – the COO – in charge of ensuring the day-to-day work of an organization happens as desired.

The role is distinct from that of a chief of staff, who is primarily focused on implementing the prime minister’s political and policy agenda. Mr. Carney’s chief of staff is Marc-André Blanchard.

Little is known publicly about Ms. Johnson’s background.

The sources said she is connected to Mr. Carney through his prior work with the Glasgow Financial Alliance for Net Zero (GFANZ), which he launched while he was the United Nations Special Envoy for Climate Action and Finance. But they did not know the specifics.

Ms. Johnson is American and is cited in news stories as playing a role in political strategy and logistics for Democrats, including Hillary Clinton. She is also referenced as being connected to former New York City mayor and media baron Michael Bloomberg’s now-defunct political strategy firm, Hawkfish LLC.

Mr. Bloomberg was the co-chair of GFANZ with Mr. Carney.

While at GFANZ, Mr. Carney delivered two lectures in 2022 on global governance of the environment, and he cited Ms. Johnson as having helped with the research.

Records from Mr. Carney’s Liberal leadership bid obtained by The Globe last year show Ms. Johnson coming in from New York City to volunteer with his campaign. She joined the PMO earlier this year.

In June, the Conflict of Interest and Ethics Commissioner posted a notice that she had been fined $200 for failing to file routine disclosures required of all public office holders on time. She has paid the fine, and her disclosure statement is listed as being in progress.

The Globe asked Ms. Johnson for comment on her connections to Mr. Carney and how she came to work in Canadian politics but did not immediately receive a reply.

Mr. Gilmore is a former diplomat who has been part of Mr. Carney’s inner circle since last year’s Liberal leadership campaign.

The principal secretary role traditionally focuses on high-level strategic guidance and political affairs.

The Prime Minister’s Office declined to comment on the new staff appointments, which are part of a broader change in the upper ranks.

The Globe reported on Sunday, citing sources, that those changes include Tim Krupa, the former director of policy, becoming a deputy chief of staff and chief economist.

Jennifer MacIntyre will also become a deputy chief of staff, with a focus on international affairs. She was most recently an assistant deputy minister for international affairs and crisis response at Immigration, Refugees and Citizenship Canada.
