Some 4 billion light-years away, massive galaxy cluster Abell 370 is captured in this sharp Hubble Space Telescope snapshot. The cluster of galaxies only appears to be dominated by two giant elliptical galaxies and infested with faint arcs. In reality, the fainter, scattered bluish arcs, along with the dramatic dragon arc below and left of center, are images of galaxies that lie far beyond Abell 370. About twice as distant, their otherwise undetected light is magnified and distorted by the cluster's enormous gravitational mass, overwhelmingly dominated by unseen dark matter. Providing a tantalizing glimpse of galaxies in the early universe, the effect is known as gravitational lensing. A consequence of warped spacetime, lensing was predicted by Einstein almost a century ago. Far beyond the spiky foreground Milky Way star at lower right, Abell 370 is seen toward the constellation Cetus, the Sea Monster. It was the last of six galaxy clusters imaged in the Frontier Fields project.

Mixing historical cautions with stark but informed assessments, Department of the Air Force Secretary Frank Kendall presented a detailed tutorial Sept. 11 for why China is America’s preeminent security threat and why the Air Force and Space Force must modernize and adapt quickly to ensure the nation’s security and interests are protected.
While Kendall’s 30-minute keynote address to the Air & Space Forces Association’s 2023 Air, Space & Cyber Conference was like previous speeches in its broad themes, his remarks Monday went into a stark and more detailed direction about China’s evolution and what it means in today’s world than he has previously.
“We must be ready for a kind of war we have no modern experience with,” Kendall said.
The observation was especially powerful since his speech came on the 22nd anniversary of the 9/11 attack which set the stage for the nation’s security focus on terrorism. Kendall and other military leaders say that posture must be radically adapted to a new focus on competition among “great powers.”
“The threat of attack from violent extremist organizations still exists, and we will address those threats as they occur. But China is by far our pacing challenge,” Kendall said.
Kendall also took aim at Congress, urging it to overcome a blockade on confirming all military nominations, pass a full-year budget and avoid gridlock that could lead to the government shutting down.
“As we look out to the next weeks and months, we urge you to give us the authorizations, appropriations and confirmations that it is your duty to provide for our military,” he said.
As turbulent as today’s security environment is, Kendall stressed that “war is not inevitable.”
“Our job is to deter that war and to be ready to win if it occurs,” Kendall said. “We’re all talking about the fact if that the Air and Space Forces must change, or we could fail to prevent and might even lose a war.”
“China has been reoptimizing its forces for great power competition and to prevail against the U.S. in the Western Pacific for over 20 years. China has been building a military capability specifically designed to achieve their national goals and to do so if opposed by the United States,” he said.
To support that claim, Kendall noted that China “has created two new military services” including a Rocket Force specifically designed “to attack America’s high value assets, aircraft carriers, forward airfields and key C2 and logistics nodes.”
The second service, known as “Strategic Support Forces,” are designed and equipped “to achieve information dominance in the space and cyber domains.”
Kendall’s remarks at AFA echoed those he distributed across the entire Air Force and Space Force on Sept. 5 in a memo urging a faster and more focused commitment to putting place his Operational Imperatives that are specifically designed to meet the challenges posed by China and, to lesser extent, Russia and North Korea.

“It has become clear to the entire senior leadership team that we are not optimized for great power competition,” the memo said. “… Accordingly, we will conduct a major initiative over the next several months to identify and implement the changes needed to meet our pacing challenge. This initiative will involve a comprehensive look at all aspects of how we organize, train and equip the Air Force and Space Force.”
The dangerous pivot point, he said in his keynote, is Taiwan. And just as Russia’s interest in Ukraine triggered the first full-scale war in Europe since World War II, China’s interest in Taiwan and its reconfigured military are cause for concern.
“Imagine that it’s January 2021 and you’re assessing the risk of Russia invading Ukraine and compare that to the risk you see today of an attack on Taiwan by China over the next several years,” Kendall said after asking the audience to take part in a “thought experiment.”
In terms that are the most stark and direct since he became secretary, Kendall described the consequences should the U.S. and allies not fully appreciate – and respond to – circumstances in the Indo-Pacific.
“If our power projection capability and capacity are not adequate to deter Chinese aggression, against Taiwan or elsewhere, war could occur. If it does, and we cannot prevail, the results could cast a long shadow,” he said.
In response, Kendall devised his seven Operational Imperatives that works in tandem with the National Security Strategy to reshape the Air Force and Space Force to meet the challenges posed by China and other adversaries.
Kendall admitted that the record so far on those efforts is mixed. “Despite my impatience, I feel that we have made a good start on the modernization front and that our way forward is now well defined.”
In other areas, however, “DAF senior leadership team and I are not as comfortable.”
Specifically, he said: “The Air Force and Space Force are incredibly capable, but we need to reoptimize the department for greater power projection and for great power competition. The war we need to be most ready for, if we want to optimize our readiness to deter or respond to the pacing challenge, is not the type of conflict we have been focused on for many years.”
“… We need to examine all aspects of how the Department of the Air Force is structured and operates and be open to major changes that reflect the requirements of the National Defense Strategy to deter and if necessary, prevail against China or Russia,” he said. “We must ensure that the Air Force and Space Force are optimized to provide integrated deterrence, support campaigning, and ensure enduring advantage.”
Difficult as the challenges are, Kendall said the response by the Department of the Air Force along with allies, partners and the entire government are united and focused.
Despite the threat, China “will fail,” Kendall said.
Directing his comments to Airmen and Guardians, Kendall said: “It is your initiative, professionalism and dedication that gives us our enduring competitive advantage They will fail because they cannot copy or duplicate the initiative, professionalism, and the dedication that I see in you every day.”

U.S. Space Force Chief of Space Operations Gen. Chance Saltzman announced two new Integrated Mission Delta provisional units, scheduled to activate in Fall 2023.
IMDs will integrate resources around mission areas (e.g., satellite communication; positioning, navigation, and timing, electronic warfare, missile warning) instead of the traditional functional model (e.g., operations, acquisitions, intelligence, cyber effects) in place today. This new command structure will organize all aspects of mission area readiness – personnel, training, equipment, and sustainment – into a single organization.
The first two provisional IMD units will support electromagnetic warfare and positioning, navigation, and timing mission areas and align under Space Operations Command. These IMDs will combine force elements in Space Operations Command that perform mission generation, intelligence support, and cyber defense with program offices in Space Systems Command that oversea maintenance activities.
“Performance should be optimized around our missions rather than the functions that support them; we cannot afford to split a mission area’s critical activities across organizational seams,” Saltzman said. “It is essential that all elements of readiness - people, training, equipment and sustainment - fall into the same organizational structure, and that we create unity of command around those elements at the lowest possible level.”
This announcement comes after Secretary of the Air Force Frank Kendall’s comments in a recent memo to the Department for the need to optimize the force to address the current strategic environment.
“Over more than two decades, we have optimized to support post-9/11 conflicts and demands; this is not what the nation needs for the coming decades of strategic competition,” Kendall stated in the memo.
Prototyping of IMDs is part of the Space Force’s effort to transition from simply establishing a new service to forging a service purpose built for great power competition. The goal is to create unity of command for readiness while also streamlining unity of effort for capability development.
“We are going back to basics and creating the structure and processes we will need to be successful in this new era.” Saltzman said.
This concept will be thoroughly evaluated and refined before it is considered for implementation across the force. This initial effort will not involve the physical relocation of personnel and it will not change the core missions of SpOC or SSC.

Having snowy mountains with actual snow, rivers with water, forests with trees may seem self-evident, but to Francisco Vera, a young Colombian human rights defender and environmentalist, it isn’t any longer. The climate crisis is changing the world and putting life itself at risk, he said.
At nine years old, Francisco realised he needed to defend the environment, after the shock of watching the devastating fires that ravaged the Amazon in 2019. He was also inspired by other young climate activists, such as Greta Thunberg .
"I can also transform my territory and that's how I founded Guardianes por la Vida" (Guardians for Life),” Francisco, now 13, said.
The organization that started with six children in 2019, now has hundreds of members who defend the environment in Colombia and thousands of followers on social media. Its goal is to influence public policies to reduce pollution and mitigate the effects of climate change. In short, the group advocates for the human right to a healthy environment to become a reality.
Advocacy work as a child is not easy, but Francisco said age is no barrier to fight for the environment.
"It doesn't matter if we are children or not, really . We can all be part of the change,” he said. “Adults already have experience, so what we propose is to use that experience and take advantage of our energy, our desire, our enthusiasm to continuebuilding a society as children, as teenagers, as young people".
"I think the first step is to recognize ourselves as political actors, that we are citizens, that we have a voice, a voice that must be included," Francisco continued. An intergenerational dialogue is needed that recognizes children as full subjects of rights, particularly in relation to the current climate crisis, he said.
“The Universal Declaration of Human Rights is very relevant, because it is simply the basis for human development and the development of the quality of life and of our societies.“
As part of his continued advocacy work, Francisco recently visited Geneva, where he met with the UN High Commissioner for Human Rights Volker Türk. There he presented Türk with the Joint Declaration of Eco-Esperanza,a manifestoin defense of a healthy environment drafted with fellow Guardians for Life members and signed by more than 3,000 children.
There is still a long way to go in the fight for a healthy environment, but Francisco said there has been progress and the Universal Declaration of Human Rights has been a big part of this.
Francisco says that on Mother Earth Day this year, with the support of UN Human Rights in Colombia, he and hundreds of children planted 750 trees to celebrate the 75th anniversary of the Universal Declaration and demand the right to a healthy environment.
"The United Nations has done a great job in ensuring peace, equality, access to education, a healthy environment, and I think that this is something that should be recognized," he said. (he is completely captured, if he believes that.)
Still time for childhood
While Francisco’s human rights work takes up much of his time, he said he still makes time to enjoy his hobbies in his free time. He enjoys playing football, meeting up with his friends, going to the cinema. He also confessed a love of playing pranks – especially prank phone calls.
"I participate in the reading club at the library where I live. I enjoy swimming a lot, I can swim for hours. I like to read and watch a lot of content about history and geography. Learning is something cool for me".
Francisco said everyone can defend their rights, and children, in particular, need to be aware of the impact they can have on the world.
“We must see children as victims of this conflict, but also agents of change,” he said .
“The world has no borders, neither does the climate and neither do our actions,” Francisco said. “Let’s take action and be part of the change. The fight is long, but we also have to persevere. “

IRS partners with AI to crack down on taxpayers
Agency disproportionately pursuing low-income families, say reports
The Internal Revenue Service (IRS) Friday announced a “sweeping, historic effort” to crack down on taxpayers which will involve the use of AI technology.
“The changes will be driven with the help of improved technology as well as Artificial Intelligence that will help IRS compliance teams better detect tax cheating, identify emerging compliance threats and improve case selection tools to avoid burdening taxpayers with needless ‘no-change’ audits,” the agency said in a press release last week.
Funding for the technology will come from a $60 billion cash infusion — originally $80 billion — allocated in last year’s Inflation Reduction Act. The AI programs will include complex algorithms able to more effectively weed out tax evaders.

Cancers Rise Dramatically in Tandem with Covid Vaccinations

A study published in BMJ Oncology this month entitled ‘Global trends in incidence, death, burden and risk factors of early-onset cancer from 1990 to 2019’ has reported a 79.1% rise in cancer incidence among people under 50 years of age during the last thirty years. This averages to a 2.6% annual rise. Over 350 news outlets around the world have published articles reporting the results.
Developed nations, including North America, Western Europe, and Oceania (that’s New Zealand), are disproportionately affected. The authors suggest that:
Dietary risk factors (diet high in red meat, low in fruits, high in sodium and low in milk, etc.), alcohol consumption and tobacco use are the main risk factors underlying early-onset cancers.
In addition to these factors, the authors also explain that changes in lifestyle and environment since the turn of the 20th century, resulting in increased rates of obesity, physical inactivity, westernised processed diets, and environmental pollution, may have affected the incidence of early-onset cancer.
These are, of course, alarming figures. Concern has been widely registered around the world. More than 1 million under 50s now die annually from cancer worldwide. The identification of possible causes in the study is helpful. It points to factors that are particularly prevalent in richer nations.

The letter accused Biden’s lawyers of having "slandered" the whistleblowers as "disgruntled" and of "urging" the Department of Justice to prosecute them.
"Federal law protects whistleblowers from retaliation, and efforts to intimidate these whistleblowers raise serious concerns about potential obstruction of the Committees’ investigation," the letter read.
