US lawmakers accuse Russia of ‘genocide’
Senators have introduced a resolution over the Ukraine conflict
Seven US Senators introduced a resolution on Friday accusing Russia of committing “a genocide against the people of Ukraine.”
The allegations, which mirror a similar one introduced in the House of Representatives last month, have been refuted by Moscow, which has accused Ukraine of committing the same offenses.
The resolution was sponsored by Senators Jim Risch, a Republican from Idaho and ranking member of the Senate Foreign Relations Committee, and Ben Cardin, a Maryland Democrat who chairs the Helsinki Commission, a US government agency that says it “promotes human rights, military security, and economic cooperation” in Europe and Eurasia.
Senators Roger Wicker (R-Missouri), Rob Portman (R-Ohio) and Jeanne Shaheen (D-New Hampshire) also signed on to the resolution, as did Lindsey Graham (R-South Carolina) and Richard Blumenthal (D-Connecticut), two outspoken opponents of Russia who have pushed Congress to classify Russia as a state sponsor of terrorism, a step which some US allies have balked at.
According to the text, Russia committed “deliberate and regularized murders of fleeing civilians,” “indiscriminate attacks against civilians and civilian areas,” “systematic sexual violence,” and the forcible transfer of millions of Ukrainian civilians, hundreds of thousands of whom are children, “to the Russian Federation.”
Meanwhile, Russia has accused Ukrainian forces of using civilians as “human shields,” and Ukrainian forces have for weeks shelled the Russian-speaking city of Donetsk with American-provided weaponry. The city contains no military targets, and the Ukrainian artillery barrages have hit schools, hospitals and residential areas.
Ukraine has frequently attacked the Donetsk and Lugansk People’s Republics since 2014 and enforced policies aimed at stamping out the Russian language. President Vladimir Putin declared in February that Russian forces were entering the country to stop the ongoing “humiliation and genocide” of the people of Donetsk and Lugansk.
The vast majority of claims that Russian troops committed “sexual violence” have since been outed as false, with Ukrainian human rights commissioner Lyudmila Denisova fired by the country’s parliament in May over the unsubstantiated accusations.
Investigations into Denisova’s claims “turned out to be useless,” Ukrainskaya Pravda reported last month, revealing that none of the crimes mentioned by the disgraced ombudsman were ever even reported to police.

Agency asks court to seal records related to FOIA lawsuit that name NIH "curator" who approved removal request and Chinese researcher who submitted it. Whistleblower support activist says names were publicly available to researchers, not "classified information."
The National Institutes of Health deleted two "sequencing runs" of pangolin coronavirus from its National Library of Medicine (NLM) at a Chinese researcher's request on the eve of U.S. COVID-19 lockdowns, months before a previously known removal requested by a different Chinese researcher, according to newly disclosed records.
Now the agency is trying to convince a federal court to seal portions of those records and a litigant's filing that name the earlier Chinese researcher and his NIH handler, claiming it "inadvertently failed" to redact them in responding to a Freedom of Information Act (FOIA) lawsuit.
The government is trying to "put the toothpaste back in the tube," said Empower Oversight founder Jason Foster, whose whistleblower support group filed the lawsuit last fall.
The former Senate Judiciary Committee investigator told the John Solomon Reports podcast the feds are suddenly "moving heaven and earth" when it comes to the privacy of a researcher "associated with the Chinese government" and information that could shed light on "the origins of the pandemic."
This is "a huge contrast to what we see them doing" with U.S. government whistleblowers, including a case he's working on, Foster said.
The first emails obtained by Empower in the lawsuit showed an NIH staffer agreeing to remove a genetic sequence from public view in June 2020 upon the request of a Wuhan University researcher and asking for clarification on whether to remove another sequence. Both names were redacted.
The new batch of emails show NIH staffers deliberating how to respond to questions last fall from Jesse Bloom, who runs a virus and protein evolution lab at Seattle's Fred Hutchinson Cancer Center.
His preprint paper on NIH's sequence removal at the Wuhan researcher's request prompted a tense meeting months earlier with scientists, including then-NIH Director Francis Collins and National Institute of Allergy and Infectious Diseases Director Anthonyo Fauci. Bloom recounted both officials saying they weren't asking him to withdraw the paper from public view.
"I'm writing to inquire about some more deleted deep sequencing runs from China on the SRA," Bloom wrote Oct. 12 to Steve Sherry, acting director of NLM's National Center for Biotechnology Information (NCBI), which hosts the Sequence Read Archive.
He noticed "curator" Rick Lapoint deleted the two pangolin coronavirus sequences March 16, 2020 at the request of the Chinese scientist who submitted them, Kangpeng Xiao of South China Agricultural University, "under the stated rationale that they were accidental uploads unrelated to the project."

Interagency Collaboration Leads to 50 Arrests in the RGV
EDINBURG, Texas – Rio Grande Valley Sector Border Patrol (RGV) agents disrupted four migrant smuggling attempts resulting in 50 arrests.
On July 21, the Mercedes Police Department (MPD) requested assistance from RGV agents, regarding a residence being used as a human stash house. Upon arrival, agents determined 31 individuals were illegally present in the U.S. Two caretakers were identified and taken into custody by MPD officers to face human smuggling charges.
Hours later, Texas Game Warden (TGW) officers observed several subjects running from an open field into an awaiting Ford F150, east of Falfurrias. As TGW officers approached the vehicle, the driver veered off the road through a property fence and several subjects bailed out. A search of the immediate area resulted in the apprehension of three migrants. The driver was not located.
Moments later, another human stash house was discovered in Rio Grande City by RGV agents in cooperation with the Starr County Sheriff Office. Agents apprehended a total of four subjects who were determined to be illegally present in the U.S. No caretaker was identified.
Later that afternoon, McAllen Border Patrol Station camera operators notified agents of several people entering a Chevrolet Tahoe in a well-known smuggling area in Hidalgo. Moments later, Hidalgo Police Department (HPD) officers encountered the vehicle and initiated a vehicle stop. The vehicle came to a stop where several subjects fled into a nearby store. HPD officers and agents were able to apprehend nine migrants who were illegally present in the U.S. A search of the vehicle yielded a firearm. HPD took custody of the vehicle, firearm, and driver to face state charges.
All subjects were taken into Border Patrol custody and will be processed accordingly.

According to a report from Politico, House Speaker Nancy Pelosi (D-CA) told Secretary of State Antony Blinken to designate Russia as a “state sponsor of terrorism” or else Congress would do it.
The Politico report cited two sources familiar with the call who said the conversation happened earlier this week. As secretary of state, Blinken has the authority to designate a state as a sponsor of terror, and Congress could also do it by passing legislation.
The designation is meant to expand sanctions on the targeted nation. Currently, only Cuba, Iran, North Korea, and Syria are designated by the US as state sponsors of terror. Cuba’s designation was lifted by the Obama administration but was reimposed during the final days of the Trump administration.
Since the US has already hit Russia with so many sanctions, the designation would have little impact on Moscow. But designating a state as a sponsor of terrorism opens up sanctions on other countries that do business with them. The move would also signal that US-Russia relations won’t be repaired for years to come as such designations are usually difficult to reverse.
Senators Lindsey Graham (R-SC) and Richard Blumenthal (D-CT) are pushing for the designation and introduced a resolution that would call on Blinken to enact it. The two senators traveled to Kyiv earlier this month and met with Ukrainian President Volodymyr Zelensky to discuss the idea. While in Kyiv, the two senators expressed support for a “hand-to-hand insurgency” in Russian-occupied areas of Ukraine.

New Zealand’s high rates of vaccination and severe lockdowns appear to be offering little protection, as a new Omicron wave gripping the country is resulting in record high death rates.
In fact, experts told Mail Online that previously low levels of infection due to strict Covid restrictions is behind the high fatality rate. Once dubbed the "hermit kingdom," Prime Minister Jacinda Ardern's economically-crippling measures delayed "inevitable" infections that could have built-up immunity, experts say.
There were 151 virus fatalities in the week ending July 16. The highest weekly fatalities prior to this was 115 during a March spike, Health Ministry data shows. This means the country’s current mortality rate is twice as high as the UK’s and four times higher than the US, The Daily Sceptic reports.
As of 11 pm on Thursday, the 26 Covid deaths that occurred in the previous 24 hours were among those over 60, the group most vulnerable to the virus.
The Omicron sub-variant BA.5 is driving the wave. Another 64,780 cases were confirmed last week, but authorities say the true figure will be much higher.
New Zealand was once considered a nation that largely went untouched by the virus, in part due to its swift response and geographic isolation.
In August 2021, New Zealand announced it would enter a sudden lockdown after an Auckland man tested positive for Covid, even though it was the first case in the country in six months. The nation strived for "zero Covid" and entered a national level 4 lockdown for three days, while Auckland and the Coromandel Peninsula were on lockdown for seven days due to the risk of exposure from the man's travels.
In November 2021, Ardern told citizens they could start visiting family and friends' homes once again — and use the bathroom inside.

In March, Ardern said strict vaccine mandates were "undoubtedly" the reasons New Zealand reached a 95 percent vaccination rate for the eligible population and achieved the near-elimination of Delta over summer 2021. Vaccine mandates for some of the workforce were dropped in April.
Yet data from Oxford University-backed research platform Our World in Data show five people per million in New Zealand were dying with Covid every day in the week to July 21st — up by a third from the previous high of 3.68 in March.
During their worst periods of the pandemic, the UK and US registered 19 and 10 deaths per million, respectively. Both countries are now logging much lower death counts, at two and one deaths, respectively.

Coronavirus disease (COVID-19) public health policy has focused on the severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) virus and its effects on human health while environmental factors have been largely ignored.
In considering the epidemiological triad (agent-host-environment) applicable to all disease, we investigated a possible environmental factor in the COVID-19 pandemic: ambient radiofrequency radiation from wireless communication systems including microwaves and millimeter waves. SARS-CoV-2, the virus that caused the COVID-19 pandemic, surfaced in Wuhan, China shortly after the implementation of city-wide (fifth generation [5G] of wireless communications radiation [WCR]), and rapidly spread globally, initially demonstrating a statistical correlation to international communities with recently established 5G networks.
In this study, we examined the peer-reviewed scientific literature on the detrimental bioeffects of WCR and identified several mechanisms by which WCR may have contributed to the COVID-19 pandemic as a toxic environmental cofactor. By crossing boundaries between the disciplines of biophysics and pathophysiology, we present evidence that WCR may: (1) cause morphologic changes in erythrocytes including echinocyte and rouleaux formation that can contribute to hypercoagulation; (2) impair microcirculation and reduce erythrocyte and hemoglobin levels exacerbating hypoxia; (3) amplify immune system dysfunction, including immunosuppression, autoimmunity, and hyperinflammation; (4) increase cellular oxidative stress and the production of free radicals resulting in vascular injury and organ damage; (5) increase intracellular Ca2+ essential for viral entry, replication, and release, in addition to promoting pro-inflammatory pathways; and (6) worsen heart arrhythmias and cardiac disorders.

House Democrats Block Legislative Amendment To Prevent US Oil Sales To China
House Democrats have blocked a Republican effort to prevent the Biden administration from selling oil from the United States’ strategic reserve to entities with ties to the Chinese Communist Party.
Rep. David Valadao (R-Calif.) offered an amendment as a motion during a House floor debate on July 20, to recommit a legislative spending package (H.R.8294) consisting of six House appropriation bills for the fiscal year 2023. A “motion to recommit” is a common procedural maneuver that allows the House minority party to amend a bill before a final vote for passage.
The amendment was proposed by Rep. Cathy McMorris Rodgers (R-Wash.), the ranking member of the House Energy and Commerce Committee. According to her proposal (pdf), petroleum would be banned from export to China and to any entity that does not certify that it is “not under the ownership, control, or influence of the Chinese Communist Party.”
Before the motion was put to a vote, Valadao told his colleagues on the House floor that supporting the amendment was “common sense.”
“We need to focus on increasing energy production and not supporting our adversaries while Americans are still suffering from outrageously high fuel prices here at home,” Valadao explained.
Despite Valadao’s plea for support, his motion was rejected following a 219–206 vote, when House Democrats unanimously voted against it. Every House Republican voted in favor of the measure except five who didn’t cast a vote.
“Every single Democrat just voted to put China’s national security over our own,” Valadao wrote on Twitter following the result.
Rodgers also took to Twitter to criticize House Democrats, saying that “they’re sacrificing America’s energy security and national security.”

Tobacco giant to quit Russia
Philip Morris, the maker of Marlboro and L&M cigarettes, will give up its presence in Russia by 2023
Philip Morris International CEO Jacek Olczak said on Thursday that the tobacco firm will wrap up its business in Russia by the end of the year. The corporation, whose cancer-causing products are sold in 180 countries worldwide, announced the pullout in March, in the wake of Russia’s military operation in Ukraine.
“We are working hard to conclude our presence in Russia but I don’t think it’s going to happen in the time frame of the next quarter,” Olczak told Bloomberg Television. The CEO added that withdrawing from Russia is “a pretty complicated process,” which should be finished “around year end.”
Marlboro posted record second-quarter financial results earlier on Thursday, with Bloomberg noting that the increased profits were driven by strong sales of its IQOS “smoke-free” heated tobacco devices and rising cigarette prices worldwide.
However, kicking Russia may be harmful to the cigarette firm’s financial health. According to figures from the company, Russia accounted for 8.4% of Philip Morris’ cigarette sales and 17.1% of sales of the aforementioned IQOS products in 2021. Only in Indonesia did the company sell more cigarettes, while Japan was the only country that consumed more IQOS products.
Nevertheless, Philip Morris announced in March that it would reduce production volumes and suspend planned investments in Russia. While the company continued to pay its more than 3,200 employees in Russia, Olczak said it was scaling down its Russian operations “in solidarity with the innocent men, women and children” of Ukraine.
Rival companies British American Tobacco and Imperial Brands also announced plans to withdraw from Russia and transfer their assets in the country to Russian owners. Imperial Brands has since gone through with its pullout, while British American Tobacco – which controls around a quarter of the Russian market – has not finalized its own withdrawal.
Russian President Vladimir Putin likely won’t be troubled by Western cigarettes leaving Russian shelves. Putin’s government has clamped down on smoking in public and restricted cigarette advertising, while placing health warnings on cigarette packaging and raising the excise duty on tobacco products.

Walmart is the top-selling company in the world, turning over around $573 billion in annual revenue.
This is according to the Statista company database Company DB. The company in second place, e-commerce giant Amazon, is a whopping $100 billion behind that with a revenue of around $470 billion.
Two Chinese companies are also included in the list.
The State Grid Cooperation of China, which is in the business of electricity generation, transmission and distribution, and China Petroleum, a state-owned oil and gas enterprise.
Two more fossil fuel companies, state-owned Saudi Aramco from Saudi Arabia and British-owned Shell, also make the Top 10.
Apple and Volkswagen are the only two consumer goods companies that appear on the list. A third retailer – and a second one from the traditional brick-and-mortar field – appears in rank six: U.S. drug store chain CVS.
This means that Amazon remains the only seller dedicated exclusively to e-commerce on the list for now.

Hu Xijin, the influential former editor of China’s state-run Global Times, on Wednesday suggested Chinese forces should “restrain” and “punish” U.S. House Speaker Nancy Pelosi (D-CA) if she follows through with a planned visit to Taiwan next month.

The Calgary Stampede is an annual 10-day rodeo and festival that’s been held in Alberta, Canada in some form since 1886. The festivities concluded on Sunday.
One of the main attractions besides the actual rodeo are the Midway Food displays where vendors sell “adventurous, daring” cuisine. US-European Satellite Will Make World’s First Global Freshwater Survey

The Surface Water and Ocean Topography mission will make measurements of over 95% of Earth’s lakes, rivers, and reservoirs.
Water is life, but for all its importance, humanity has a surprisingly limited view of Earth’s freshwater bodies. Researchers have reliable water level measurements for only a few thousand lakes around the world, and little to no data on some of the planet’s important river systems. The upcoming Surface Water and Ocean Topography (SWOT) satellite will fill that enormous gap. By helping to provide a better understanding of Earth’s water cycle, it will both aid in better management of water resources and expand knowledge of how climate change affects lakes, rivers, and reservoirs.
A collaboration between NASA and the French space agency Centre National d’Études Spatial (CNES), with contributions from the Canadian Space Agency and the United Kingdom Space Agency, SWOT is scheduled to launch in November from Vandenberg Space Force Base in California. Engineers and technicians are finishing up work on the satellite in a facility run by Thales Alenia Space in Cannes, France.
SWOT has several key tasks, including measuring the height of water bodies on Earth’s surface. Over the ocean, the satellite will be able to “see” features like eddies less than 60 miles (100 kilometers) across – smaller than those that previous sea level satellites could observe. SWOT will also measure more than 95% of Earth’s lakes larger than 15 acres (6 hectares) and rivers wider than 330 feet (100 meters) across.
“Current databases maybe have information on a couple thousand lakes around the world,” said Tamlin Pavelsky, the NASA freshwater science lead for SWOT, based at the University of North Carolina, Chapel Hill. “SWOT will push that number to between 2 million and 6 million.”
Along with measuring the water height – whether it be in a lake, river, or reservoir – SWOT will also measure its extent, or surface area. That crucial information will enable scientists to calculate how much water moves through freshwater bodies. “Once you get hold of the volume of water, you can better assess the water budget, or how much water flows into and out of an area,” said Lee-Lueng Fu, SWOT project scientist at NASA’s Jet Propulsion Laboratory in Southern California, which manages the U.S. portion of the mission.
This is important because climate change is accelerating Earth’s water cycle. Warmer temperatures mean the atmosphere can hold more water (in the form of water vapor), which can cause, for example, rain storms to be stronger than a region might typically see. This, in turn, can wreak havoc on farms, damaging crops. Such accelerating changes can make managing a community’s water resources more difficult.
“As Earth’s water cycle intensifies, predicting future extreme events like floods and droughts requires monitoring both changes in water supply from the ocean and water demand and usage on land. SWOT’s global look at all surface water on Earth will give us exactly that,” said Nadya Vinogradova Shiffer, SWOT’s program scientist at NASA Headquarters in Washington.

A Bigger, Better Picture
SWOT will provide its game-changing data using a new instrument called the Ka-band Radar Interferometer (KaRIn), which bounces radar pulses off the water’s surface and receives the return signal with two antennas at the same time. The antennas are spaced 33 feet (10 meters) apart on a boom, enabling researchers to gather information along a roughly 75-mile-wide (120-kilometer-wide) swath of Earth’s surface – a wider path than that of the satellite’s predecessors.
The engineering required for this kind of system is tricky because such a large antenna boom requires incredible stability, and because researchers need very precise calculations to produce measurements of Earth’s ocean and freshwater bodies. “The basic idea of SWOT dates back to the late 1990s, but turning that concept into reality – all that engineering – took a huge amount of time and effort,” Pavelsky said.
Satellites already in orbit can measure water height – in the ocean, very large lakes, and very wide rivers – or the surface area of a water body. But to calculate changes in volume over time, scientists need to match up the extent and height measurements that different instruments took on different days. This makes it difficult to determine basic details, like how much water flows through the world’s rivers and how much that volume varies. “You’d think we would already know this,” said Pavelsky. “But for a lot of rivers in the world, there just aren’t a lot of these kinds of measurements.”
SWOT will eliminate the need to cobble together the extent and height information from different satellites, and at the same time the satellite will give researchers a global view of Earth’s surface water. “It will be a tremendous change in our knowledge and understanding of fresh water,” said Sylvain Biancamaria, a SWOT science team member and freshwater researcher at the Laboratoire d’Études en Géophysique et Océanographie Spatiales in Toulouse, France.
Some studies, including one published last year in Nature, have used water level measurements to look at how lakes and rivers around the world change over time. However, the data that researchers expect from SWOT will provide a better understanding of water levels and surface area, both of which will be sampled more frequently and over a greater area of Earth. Once in orbit, SWOT will be sending back about one terabyte of unprocessed data a day.
Scientists like Biancamaria and Pavelsky are especially looking forward to getting information at the basin level, or the area of land drained by a lake or a river and its tributaries. “From a societal point of view – whether you’re looking at drinking water, navigation, flood control – water needs to be managed at basin scale,” said Biancamaria. “Therefore, observations covering the entire basin are needed, and SWOT will provide such data sets.”
