Biden-Harris Administration Commits on Climate Change – Creating Jobs, Building Infrastructure, and Delivering Environmental Justice
Today, President Biden will take executive action to tackle the climate crisis at home and abroad while creating good-paying union jobs and equitable clean energy future, building modern and sustainable infrastructure, restoring scientific integrity and evidence-based policymaking across the federal government, and re-establishing the President’s Council of Advisors on Science and Technology.
These Executive Orders follow through on President Biden’s promise to take aggressive action to tackle climate change and build on the executive actions that the President took on his first day in office, including rejoining the Paris Agreement and immediate review of harmful rollbacks of standards that protect our air, water, and communities.
President Biden set ambitious goals that will ensure America and the world can meet the urgent demands of the climate crisis, while empowering American workers and businesses to lead a clean energy revolution that achieves a carbon pollution-free power sector by 2035 and puts the United States on an irreversible path to a net-zero economy by 2050. Today’s actions advance those goals and ensure that we are tapping into the talent, grit, and innovation of American workers, revitalizing the U.S. energy sector, conserving our natural resources and leveraging them to help drive our nation toward a clean energy future, creating well-paying jobs with the opportunity to join a union, and delivering justice for communities who have been subjected to environmental harm.
President Biden will also sign an important Presidential Memorandum on scientific integrity to send a clear message that the Biden-Harris Administration will protect scientists from political interference and ensure they can think, research, and speak freely to provide valuable information and insights to the American people. Additionally, and in line with the scientific-integrity memorandum’s charge to reestablish scientific advisory committees, President Biden will sign an Executive Order re-establishing the President’s Council of Advisors on Science and Technology.
TACKLING THE CLIMATE CRISIS AT HOME AND ABROAD EXECUTIVE ORDER
Today’s Executive Order takes bold steps to combat the climate crisis both at home and throughout the world. In signing this Executive Order, President Biden has directed his Administration to:
Center the Climate Crisis in U.S. Foreign Policy and National Security Considerations
The order clearly establishes climate considerations as an essential element of U.S. foreign policy and national security.
The order affirms that, in implementing – and building on – the Paris Agreement’s objectives, the United States will exercise its leadership to promote a significant increase in global ambition. It makes clear that both significant short-term global emission reductions and net zero global emissions by mid-century – or before – are required to avoid setting the world on a dangerous, potentially catastrophic, climate trajectory.
The order reaffirms that the President will host a Leaders’ Climate Summit on Earth Day, April 22, 2021; that the United States will reconvene the Major Economies Forum; that, to underscore the administration’s commitment to elevating climate in U.S. foreign policy, the President has created a new position, the Special Presidential Envoy for Climate, which will have a seat on the National Security Council, and that it will be a U.S. priority to press for enhanced climate ambition and integration of climate considerations across a wide range of international fora.
The order also kicks off the process of developing the United States’ “nationally determined contribution” – our emission reduction target – under the Paris Agreement, as well as a climate finance plan.
Among numerous other steps aimed at prioritizing climate in U.S. foreign policy and national security, the order directs the Director of National Intelligence to prepare a National Intelligence Estimate on the security implications of climate change, the State Department to prepare a transmittal package to the Senate for the Kigali Amendment to the Montreal Protocol, and all agencies to develop strategies for integrating climate considerations into their international work.

Genocide is a process that develops in ten stages that are predictable but not inexorable. At each stage, preventive measures can stop it. The process is not linear. Stages may occur simultaneously. Logically, later stages must be preceded by earlier stages. But all stages continue to operate throughout the process.
➔ 1. CLASSIFICATION: All cultures have categories to distinguish people into “us and them” by ethnicity, race, religion, or nationality: German and Jew, Hutu and Tutsi. Bipolar societies that lack mixed categories, such as Rwanda and Burundi, are the most likely to have genocide.
The main preventive measure at this early stage is to develop universalistic institutions that transcend ethnic or racial divisions, that actively promote tolerance and understanding, and that promote classifications that transcend the divisions. The Roman Catholic Church could have played this role in Rwanda, had it not been riven by the same ethnic cleavages as Rwandan society. Promotion of a common language in countries like Tanzania has also promoted transcendent national identity. This search for common ground is vital to early prevention of genocide.
➔ 2. SYMBOLIZATION: We give names or other symbols to the classifications. We name people “Jews” or “Gypsies,” or distinguish them by colors or dress; and apply the symbols to members of groups. Classification and symbolization are universally human and do not necessarily result in genocide unless they lead to dehumanization. When combined with hatred, symbols may be forced upon unwilling members of pariah groups: the yellow star for Jews under Nazi rule, the blue scarf for people from the Eastern Zone in Khmer Rouge Cambodia.
To combat symbolization, hate symbols can be legally forbidden (swastikas in Germany) as can hate speech. Group marking like gang clothing or tribal scarring can be outlawed, as well. The problem is that legal limitations will fail if unsupported by popular cultural enforcement. Though Hutu and Tutsi were forbidden words in Burundi until the 1980’s, code words replaced them. If widely supported, however, denial of symbolization can be powerful, as it was in Bulgaria, where the government refused to supply enough yellow badges and at least eighty percent of Jews did not wear them, depriving the yellow star of its significance as a Nazi symbol for Jews.
➔ 3. DISCRIMINATION: A dominant group uses law, custom, and political power to deny the rights of other groups. The powerless group may not be accorded full civil rights, voting rights, or even citizenship. The dominant group is driven by an exclusionary ideology that would deprive less powerful groups of their rights. The ideology advocates monopolization or expansion of power by the dominant group. It legitimizes the victimization of weaker groups. Advocates of exclusionary ideologies are often charismatic, expressing resentments of their followers, attracting support from the masses. Examples include the Nuremberg Laws of 1935 in Nazi Germany, which stripped Jews of their German citizenship, and prohibited their employment by the government and by universities. Denial of citizenship to the Rohingya Muslim minority in Burma is a current example.
Prevention against discrimination means full political empowerment and citizenship rights for all groups in a society. Discrimination on the basis of nationality, ethnicity, race or religion should be outlawed. Individuals should have the right to sue the state, corporations, and other individuals if their rights are violated.

Biden Assembling Commission To Study Supreme Court Reform
The Biden administration is moving forward on the creation of a 'bipartisan' commission which will study potential reforms to the Supreme Court and the federal judiciary, according to Politico.
Housed under the purview of the White House Counsel's office, the commission will be filled out with "behind-the-scenes help of the Biden campaign's lawyer Bob Bauer." While the commission's mandate is 'still being decided,' we can only imagine it's the first step towards Democrats 'packing the court' to overcome its current conservative bias.
According to people familiar with the discussions, several members have already been selected - including Yale Law School professor Cristina Rodriguez - who served as a deputy assistant attorney general in the Obama DOJ, and has been tapped to co-chair the commission. Others include "Caroline Fredrickson, the former president of the American Constitution Society, and Jack Goldsmith, a Harvard Law School professor and a former deputy assistant attorney general in the Bush Department of Justice," according to the report.
Fredrickson has hinted that she is intellectually supportive of ideas like court expansion. In 2019, she said in an interview with Eric Lesh, the executive director of the LGBT Bar Association and Foundation of Greater New York: “I often point out to people who aren't lawyers that the Supreme Court is not defined as ‘nine person body’ in the Constitution, and it has changed size many times.”
Rodriguez’s opinions on court reforms are less clear. Goldsmith’s selection, meanwhile, is likely to be the one to frustrate progressives. A senior fellow at the Hoover Institution, Goldsmith did not support Trump and is a friend and co-author of Bauer. But he was a vocal advocate of Brett Kavanaugh’s appointment to the high court—an appointment that sparked Democratic advocacy for expanding the number of Supreme Court seats. -Politico
A source tells Politico that the Commission is expected to have between nine and 15 members.
The Commission comes after then-candidates Joe Biden and Kamala Harris repeatedly refused to answer whether they would pack the Supreme Court following the death of Justice Ruth Bader Gisnburg and her conservative replacement, Justice Amy Coney Barrett in the weeks before the November election. Instead of answering directly, Biden vowed to form such a commission to examine potential changes to the Court, despite saying he's "not a fan of court packing."
"The last thing we need to do is turn the Supreme Court into just a political football, whoever has the most votes gets whatever they want," Biden told "60 Minutes" in October, adding "Presidents come and go. Supreme Court justices stay for generations."
Bauer, the behind-the-scenes operator, is himself a proponent of term limits for federal judges, and reportedly came up with the idea of forming a commission to study court reform.

Prime Minister Hichem Mechichi in response to ongoing demonstrations reshuffled the Tunisian cabinet, appointing 11 new ministers and pledging reforms to revive the country’s economy. The nation's president, Kais Saied, however, has rejected the reshuffle, citing the absence of women and accusations of corruption against several of the ministers.
Protests continue in Tunisia, with hundreds gathering outside the parliament in the capital city of Tunis. One group of protesters marched to the parliament from the working-class district of Hay Ettadhamen. Authorities identified a young demonstrator who died from injuries on Monday night. Haykel Rachdi’s family told local media that he died after he was struck on the head by a police tear gas canister. The Public Prosecutor’s office in the Kasserine governorate ordered an autopsy to confirm the cause of Rachdi’s death.
After the death of the young man, a group of protesters tried to storm a police station in the city of Sbeitla. The news of the man's death escalated tensions in the country.
Why Are Tunisians Protesting?
Massive demonstrations began in the country on the 10th anniversary of the Tunisian revolution, part of the so-called Arab Spring protest movement that rocked the Arab world in 2011. Although Tunisia has been lauded as an Arab Spring success story, people marching across the country now are chanting the same slogans used ten years ago and berating the government for the low standard of living. In 2020, Tunisia’s economy contracted by 8.2 percent, while fiscal debt rose above 12 percent. Unemployment among youth, which constitute a hefty demographic among the protesters, ballooned to over 30 percent. The protests also coincide with the imposition of a national curfew aimed at slowing the spread of the coronavirus pandemic.
The situation was exacerbated by a heavy-handed law enforcement response, including tear gas, water cannons and batons used against protesters, regardless of whether marchers were peaceful or violent.
"The government that only uses police to protect itself from the people - it has no more legitimacy", noted a protester.
The Tunisian Human Rights League said about 1,400 people have been so far detained in the demonstrations. Approximately 30 percent of this number are minors, the association observed.

LONDON — Russian President Vladimir Putin on Wednesday criticized the growing influence of U.S. social media giants, saying their impact on society means they are now able to compete with elected governments.
Speaking at the World Economic Forum for the first time since 2009, Putin discussed a wide range of topics, including the coronavirus pandemic, his recent phone call with President Joe Biden and economic inequality worldwide.
Putin made no mention of Kremlin critic Alexei Navalny, who was arrested as soon as he returned to Russia earlier this month after being treated in Germany following a nerve agent poisoning. Putin denies Navalny’s claims that the Russian president ordered the attempt on his life.
“Digital giants have been playing an increasingly significant role in wider society,” Putin said via videoconference, according to a translation.
“We are now talking about economic giants, aren’t we? In certain areas, they are competing with states and their audience can include millions and millions of users,” he said, citing recent events in U.S. politics.
“Here is the question, how well does this monopolism correlate with the public interest?”
Putin did not specifically name any technology companies.
His remarks about recent political events in the U.S. ostensibly referred to social media companies such as Facebook, Instagram and Twitter imposing a ban on former President Donald Trump after his supporters stormed the U.S. Capitol on Jan. 6.
More recently, Alphabet’s Google has said it will block its search engine to users in Australia if the government moves ahead with plans to introduce a new code that would force it and Facebook to pay media companies for the right to use their content.
The dispute is another in growing attempts to regulate Big Tech.
Fraught relations between Russia and the U.S. have deteriorated following a massive cyberattack targeting federal agencies, interference in U.S. elections, and the arrest of Navalny.
In April 2019, Special counsel Robert Mueller’s report on Russian interference found that Russia’s Internet Research Agency reached millions of U.S. users on social media ahead of the 2016 presidential election and used its false accounts to influence voters and even drive them to manufactured rallies.
Navalny protests
Putin’s comments at the Davos Agenda summit come as Western government officials weigh the possibility of new sanctions against Moscow over the arrest of Navalny.
In a defiant challenge to Putin, mass demonstrations in more than 100 cities over the weekend saw tens of thousands of people protest against the detention of the opposition leader.
Allies of Navalny have called for more protests in the coming days to keep up the pressure on the Kremlin.
Foreign ministers from the U.S., U.K., Canada, France, Germany, Italy and Japan, as well as the high representative of the European Union, have condemned the “politically motivated” arrest of Navalny.
The group also called for Navalny’s immediate and unconditional release and expressed “deep concern by the detainment of thousands of protesters and journalists.”
In response to calls for Navalny’s urgent release from detention, the Kremlin has previously said that Navalny’s case has received “artificial” resonance in the West.
Biden call
Biden spoke with Putin on Tuesday for the first time since the former’s inauguration earlier this month. He raised a number of issues with the Russian president, including the poisoning of Navalny.
Biden warned Putin that the U.S. “will act firmly in defense of its national interests in response to actions by Russia that harm us or our allies,” according to a statement from the White House.
Navalny, widely regarded as the most prominent and determined critic of Putin, was arrested by Russian authorities on Jan. 17 as his flight from Berlin landed in a Moscow airport.
He was subsequently ordered to be detained for 30 days through to Feb. 15 and faces the prospect of years in prison.
It was the first time Navalny had returned to the country since he was poisoned last summer.
In his address, Putin also warned that the coronavirus pandemic has exacerbated preexisting global problems and imbalances, and that these could deteriorate to a point where there is a fight of “all against all.”
