Los Angeles and Long Beach Ports Continue to Postpone New Container Dwell Fee

The port of Los Angeles and Long Beach will once again postpone the new container dwell fees on imports as they continue to monitor the flow of cargo through the critical San Pedro Bay Port complex.

The twin ports are reporting “progress” at terminals with a combined decline of 37% in aging cargo on the docks since the new container dwell fee was announced on October 25th, according to numbers released by the ports on Monday.

As of today, however, the Port of Los Angeles was still showing 19,695 import containers dwelling past the 9+ day limit, while the Port of Long Beach shows 20,275 dwelling past the limit. Another 497 bound for rail have dwelled 6 or more days.

Under the temporary policy approved by the Harbor Commissions of both ports on Oct. 29, each one of those containers would have been hit with a daily fine starting at $100 per container and increasing in $100 increments each day a container remains on dock past the limit (8 days for truck-bound cargo and 5 days for rail-bound).

Proceeds from the policy are expected to be reinvested into port programs aimed at improving efficiency, cargo velocity and addressing congestion. Although the fine is assessed to the ocean carriers, they will ultimately be passed directly to shippers and cargo owners.

If the policy went into effect today as planned, the ports would have been set to dish out about $4 million fines on U.S. import containers on the first day alone. Within days, the fines could easily reach into the tens of millions and could even accumulate to $100 million or more within weeks.

But for now the ports are keeping the hold on the fines as they continue to monitor and report “progress” at terminals while crediting the fines, or threat of fines, for much of the success. This latest postponement is now the fourth week in a row they have been delayed.

This “progress” comes even as the backlog of ships waiting off San Pedro Bay hit a new record of 96 containerships as of last Friday, as the Marine Exchange of Southern California issued its first new numbers reflecting a change to the queuing process that began in mid-November aimed at improving safety and air quality near shore. The new system essentially closes the ports’ anchorages and holding/loitering areas by establishing an exclusion zone that stretches 150 miles from the coast. Officials say the new system increases safety and air quality near the port complex while also encouraging the practice of slow-steaming since the new system places ships in the queue based on departure date.

The online behemoth Amazon is trying to bypass the supply chain crisis by hiring private shipping vessels to transport products to customers from around the world, a move that reflects the retailer’s increasing global influence.

Ocean freight analyst Steve Ferreira said in a CNBC report:

They are doing over 10,000 containers per month of the small- and medium-sized Chinese exporters. Amazon’s volume as an ocean vendor — that’s right, you heard me correct, they’re considered an ocean vendor — would rank them in the top five transportation companies in the Trans Pacific.

This isn’t the first time the retailer has hired private ships to transport goods, according to CNBC. But Amazon has expanded its plan, which has cut waiting times in ports from more than a month to just days.

“Los Angeles, there’s 79 vessels sitting out there up to 45 days waiting to come into the harbor,” Ferreira said. “Amazon’s latest venture that I’ve been tracking in the last two days, it waited two days in the harbor.” Ferreira said:

Who else would think of putting something going into an obscure port in Washington, and then trucking it down to L.A.? Most people are thinking, well, just bring the ship into L.A. But then you’re experiencing those two-week and three-weeks delay. So Amazon’s really taken advantage of some of the niche strategies I believe that the market needs to employ.

Amazon has produced probably 5,000 to 10,000 of these containers over the last two years I’ve been tracking it. Ferreira said. When they bring these containers onto U.S. soil, once they unload them, guess what? They get to be used in the domestic system and the rail system. They don’t have to return them to Asia like everyone else does.

Even so, Amazon is still feeling the pinch like other retailers because of the supply chain crisis, including a 14 percent rise in out-of-stock items and an average price increase of 25 percent since January 2021, according to the e-commerce management platform CommerceIQ.

CNBC reported on Amazon’s move:

Amazon has been on a spending spree to control as much of the shipping process as possible. It spent more than $61 billion on shipping in 2020, up from just under $38 billion in 2019. Now, Amazon is shipping 72% of its own packages, up from less than 47% in 2019 according to SJ Consulting Group.

It’s even taking control at the first step of the shipping journey by making its own 53-foot cargo containers in China. Containers are in short supply, with long wait times and prices surging from less than $2,000 before the pandemic to $20,000 today. A cargo vessel called the Star Lygra called at the Port of Houston on October 5, 2021, filled with Amazon containers.

Then in 2017, Amazon started quietly operating as a global freight forwarder through a Chinese subsidiary, helping move goods across the ocean for its Chinese sellers who pay to be part of the Fulfilled by Amazon program. Internally, Amazon dubbed this project “Dragon Boat.”

Amazon is also using long-haul aircraft to transport its “highest-margin goods,” which can get smaller amounts of cargo from China to the U.S. much faster.

A handful of other major retailers are also chartering vessels, including Walmart, Costco, Home Depot, Ikea, and Target, according to CNBC.

A memoir by a fired former deputy director of the FBI? In normal times, it might not attract much attention. But in the Trump years, it becomes a best seller.

Andrew McCabe’s “The Threat” reached No. 1 on Amazon’s best selling books list on Monday, one day before its official release. “The Threat” bumped Michelle Obama’s book “Becoming,” which has been at the top of the chart almost every day since it came out last November.

Sales have been fueled by McCabe’s interview on “60 Minutes,” excerpts published by numerous news outlets, and a controversy over his criticism of President Donald Trump. It is just the latest in a long line of books to benefit from interest and fears about the Trump presidency.

The president’s anti-McCabe tweets may have boosted sales, too, although it’s hard to say for sure.

The tweets certainly drove additional news coverage, causing heightened awareness of the book.

Appearing on “The View” on Tuesday morning, McCabe bemoaned Trump’s “blatantly false” tweets.

“The president has been lying about me and my family for the last two years,” he said.

Co-host Ana Navarro, who is also a CNN commentator, put a positive spin on it: “When Trump tweets against you, don’t get sad, honey. Get happy,” she said.”It’s the best thing that can happen for your book sales.”

As the audience laughed and applauded, McCabe said, “I suppose that’s possible.”

On Tuesday the book slipped to No. 2 on Amazon’s constantly-updated best sellers list, but it remained No. 1 on the list of new releases. (Tuesday’s No. 1 book on Amazon is the three-year-old memoir “Five Presidents” by veteran Secret Service agent Clint Hill. The sudden rush of sales was thanks to a Facebook post by TV host Mike Rowe, who described a chance encounter with Hill. Rowe encouraged people to buy Hill’s book, and the Facebook post went viral, with 175,000 shares so far.)

The book is also in the top five on the Barnes and Noble website.

“The Threat” — filled with serious warnings about dysfunction inside the Trump White House and the Justice Department — was acquired by St. Martin’s Press last fall. It was originally going to come out in December, but the FBI’s required pre-publication review process took longer than expected.

Once the new February release date was set, McCabe’s team set up an enviable rollout schedule. The book launch began with a two-part feature on “60 Minutes,” the most watched news program in the country.

On Sunday night, it was also the highest-rated show of any kind on network TV.

McCabe was live on the “Today” show and “The View” on Tuesday. He will also speak with CNN’s Anderson Cooper on “AC360” Tuesday night. And he is booked on “The Late Show with Stephen Colbert.”

Attorney General William Barr told "The Ingraham Angle" Wednesday that he was disappointed over the partisan attacks leveled against President Trump during the coronavirus pandemic and blasted reporters for waging a "jihad" to discredit the effectiveness of the malaria drug hydroxychloroquine.

"It's very disappointing because I think the president went out at the beginning of [the coronavirus pandemic] and really was statesmanlike, trying to bring people together, working with all the governors," Barr said. "Keeping his patience as he as he got these snarky, gotcha questions from the White House media pool and the stridency of the partisan attacks on him has gotten higher and higher."

Barr's criticism toward the media sharpened when he addressed the coverage of hydroxychloroquine and its possible role in the fight against the coronavirus. He said before the president mentioned the drug, the media was fair in its coverage but as soon as Trump mentioned it, "the media has been on a jihad to discredit the drug," Barr said. "It's quite strange."

Host Laura Ingraham asked Barr about the possibility of extending the shutdown and its impact on the country. Barr said a depression would make the health care system "weaker."

"We cannot keep for a long period of time our economy shut down just on the public health thing. It means less cancer. Cancer researchers or at home. A lot of the disease reaches researchers who will save lives in the future. That's being held in abeyance," Barr said. "The money that goes into these institutions, whether philanthropic sources or government sources, is going to be reduced. We will have a weaker health care system if we go into a deep depression. So it just measured it in lives. The cure cannot be worse than the disease."

The attorney general lamented the loss of family businesses during the shutdown, saying after the 30-day period the U.S. needs to "find a way" to allow businesses to adapt.

"But when you think of everything else, generations of families who have built up businesses for generations in this country and recent immigrants who have built up businesses, snuffed out. Small businesses that may not be able to come back if this goes on too long," Barr said. "So we have to find, after the 30-day period, we have to find a way of allowing businesses to adapt to this situation and figure out how they can best get started."

Canada’s national pro-life organization Campaign Life Coalition (CLC) warned that a radical pro-LGBT bill banning so-called “conversion therapy” in all its forms could lead to parents and pastors being jailed.

Bill C-4 was passed without debate last Wednesday with sweeping bipartisan support, after Conservative Party of Canada Member of Parliament Rob Moore successfully motioned to have the bill “fast-tracked” to the Senate.

In essence, Bill C-4 would punish anyone helping children or others with gender confusion or unwanted same-sex attraction with jail time of up to five years.

In a new video titled, “Trudeau Liberals admit ‘conversion therapy’ ban can put parents & pastors in jail,” CLC showed past video clips of Trudeau ministers speaking about previous iterations of Bill C-4.

CLC linked what Liberal party ministers have said in the past about its attempts at so called “conversion therapy” legislation, to what could happen today should Bill C-4 become law.

On March 9, 2020, then Justice Minister David Lametti was asked by reporters if the first attempt at a conversion therapy ban with Bill C-8 “would make it illegal for religious leaders to condemn homosexuality.”

Lametti responded that “a legitimate conversation with an open end in helping someone to explore their sexuality” is “absolutely necessary as people move forward in life, whether it’s a guidance counselor, whether it’s a religious leader, whether it’s a parent, I’m a parent.”

CLC noted that Lametti lumped parents into his answer, saying that “now we know that parents speaking to their children will be in the same boat as pastors and priests.”

Lametti continued in his March 9, 2020, answer: “If it’s open-ended and it is exploratory, then it is. It is not covered by this legislation. What is covered by this legislation are practices that attempt to change one’s sexual orientation towards a predefined goal and so on.”

CLC noted that Lametti’s additional comments sounded “like an admission that it will indeed become illegal for religious leaders and parents to condemn homosexuality.”

Bill C-4 is the Liberals’ third attempt at a “conversion therapy” ban via legislation. It is a new reiteration of Bill C-6, which the government of Prime Minister Justin Trudeau tried to pass previously. However, C-6 was dropped along with all others after a federal election was called.

A report by the National Advisory Committee on Immunization (NACI) warns against the use of the Moderna vaccine for boys and men between the ages of 12 and 29 due to the risk of heart inflammation.

In Canada, over four million people have already received a shot of the Moderna vaccine.

As first revealed by Blacklock’s Reporter, NACI stated in an Updated Recommendation that the Pfizer-BioNTech vaccine is preferred over the Moderna shot due to data on myocarditis/pericarditis coming out of countries like Israel.

The reported rates of myocarditis among males aged 18 to 29 after the second vaccine dose were 15.9 per 100,000 for the Moderna vaccine and 2.6 per 100,000 for the Pfizer,” the NACI wrote.

This amounts to a risk of myocarditis six times higher for Moderna. The report also states that “(i)ndividuals aged 12 to 29 years who have already received the Moderna 100mcg vaccine do not need to be concerned, as the risk of myocarditis/pericarditis with this vaccine is rare and events usually occur within a week following vaccination.”

According to the Public Health Agency (PHAC), there have been 1,376 reported cases of myocarditis, most often in 27-year-old males.

“For individuals aged 12 to 29 receiving a COVID-19 vaccine primary series the use of Pfizer-BioNtech is preferred to Moderna to start or continue.”

NACI also stated that the affected group should wait eight weeks between Pfizer doses to lower the risk of cardiac inflammation.

“A longer interval between doses is associated with higher vaccine effectiveness and potentially lowers risk of myocarditis,” the Committee wrote.

They added that the risk of recurrence of myocarditis following additional (third and more) doses of COVID-19 vaccines was unknown. “Very few cases of revaccination in these individuals have been described in published studies” their report read.

On recovery rates, the Committee cited US data that shows that those who did experience heart inflammation recovered in 91% of cases after three months.

To date, PHAC has reported 27,747 “adverse events” of Canada’s 30.2 million COVID-19 vaccinations, 6,443 of which were considered to be serious.

Captain and Crew Found Drunk After Russian Cargo Ship Almost Grounds in Poland

A Russian cargo ship has been detained in Poland after coming dangerously close to grounding and authorities found the captain and three of its crew members drunk.

According to Poland’s Maritime Office, the incident took place overnight Friday (December 3 to 4) when the Russian-flagged ship, identified as the Ruslana, left the designated shipping lanes in Gdansk Bay and did not respond to calls.

The movement of the vessel was being tracked by the Vessel Traffic Service (VTS) in Zatoka which alerted the Maritime Department of Border Guard that the ship was in danger of grounding.

A team from the Maritime Search and Rescue Service was sent to the scene, eventually establishing contact with the vessel “after some time.”

The ship was directed to an anchorage where Border Guard confirmed that captain and three crew members were intoxicated.

An inspector from Port State Inspectorate of the Gdynia Maritime Office boarded the ship and issued a note on detention. The police have also been notified.

The 2007-built Ruslana a Russian-flagged bulk carrier measuring 120-meters-long and 7,750 deadweight tonnes.

U.S.-based shipping company Crowley has committed to net-zero greenhouse gas emissions across by 2050 across its entire business. To track progress and promote visibility into its emissions reductions, Crowley will be linking up with tech giant Salesforce to develop a maritime-specific GHG monitoring and modeling platform.

In order to reach its target, Crowley estimates that it will need to reduce overall emissions by 4.2 million metric tons of greenhouse gases per year, or the equivalent of removing more than 900,000 cars from the road every year. The company says the commitment is “aligned with the latest climate science to limit global warming to 1.5 degrees Celsius.”

“Crowley is on a mission to become the most sustainable and innovative maritime and logistics company in the Americas,” said Tom Crowley, chairman and CEO. “Working together with our customers, suppliers, policymakers and others across our value chain, we can meet the climate crisis head on.”

As part of its goal, Crowley says it’s creating partnerships across the industry with government and non-governmental organizations to collaboratively achieve decarbonization and climate action, including the Blue Sky Maritime Coalition, which is focused on the North American maritime value chain, and the World Shipping Council focusing on the global container shipping industry.

“Crowley’s value chain accounts for over 80% of our emissions across the enterprise. Collaboration with customers and partners is key to our mutual success reaching net-zero emissions using science-based standards,” said Alisa Praskovich, vice president of sustainability. “By creating mutual accountability, we will spur innovation through the open sharing of ideas.”

The company says reducing GHG emissions is “a mission critical issue to Crowley’s stakeholders,” based on results from a recent materiality assessment and survey. “With a net zero commitment across all three scopes, the company will operationalize its emissions reduction,” the company said.

“First and foremost, achieving net-zero emissions is the right thing to do for our planet and deeply aligns with Crowley’s purpose. It is our responsibility as a leader to anticipate evolving stakeholder and customer expectations,” said Ray Fitzgerald, chief operating officer.

To promote visibility into its total emissions footprint, Crowley is engaging with Salesforce to co-develop a greenhouse gas emissions monitoring and modeling platform that will provide benchmarking, transparency and customized disclosures.

“We’re proud to be supporting Crowley, our first-to-market customer in the maritime industry, in their sustainability journey to track and reduce their carbon footprint with Salesforce Sustainability Cloud,” said Ari Alexander, GM of Salesforce Sustainability Cloud. “With Sustainability Cloud, Crowley can now have a 360 view of its carbon footprint, with automated dashboards that provide real-time, actionable insights so they can take meaningful climate action across their supply chain.”

Other activities to date include introducing an all-electric tugboat and development of alternative energy vessels and offshore wind services. Crowley has formed a New Energy division that will provide offshore wind services in the U.S. and is developing a program that will allow customers to select more sustainable fuels.

In the coming months, Crowley anticipates submitting its long-and short-term emission reduction goals to the Science Based Targets Initiative (SBTi) and is set to release an enterprise-wide sustainability roadmap and complete its inaugural sustainability report in 2022.

Last week in the sex-trafficking trial of Ghislaine Maxwell, defense attorney Jeff Pagliuca made a show of remembering to respect an alleged victim’s request for anonymity. He had just begun discussing the first accuser, known only by the pseudonym “Jane” while cross-examining Jeffrey Epstein’s former estate staff member Juan Alessi. Judge Alison Nathan broke in with a reminder to not say Jane’s real name out loud. Pagliuca told the judge not to worry. “I have it blacked out on all my copies,” he said, referring to the documents in front of him. Nathan replied that she was also providing the reminder for the benefit of Alessi, who was less familiar with the process. Then Pagliuca read from the document in front of him and promptly spoke Jane’s real first name out loud.

Today, he did it again. In open court, he uttered the real last name of Carolyn, the third of four accusers to testify for the state, who tearfully recounted testimony of being abused by Epstein and Maxwell starting when she was 14, and whom counsel had agreed to refer to by her first name only. Prosecutors immediately complained to the judge.

Attorney Adam Horowitz, who represented eight Epstein victims in a Florida civil suit around 2009, thinks that’s one occasion too many to be a slip of the tongue. “It’s one of those things where the first time maybe it’s a mistake,” he says. “The second time, there’s a pattern now that something is being done purposefully, which is disturbing, because there’s a court order that he’s not allowed to use the name.” (Pagliuca did not immediately respond for comment; we will update if he does.)

Horowitz says that if the revelation of the alleged victims’ names is an intentional attempt to expose or embarrass them, it isn’t working. “Thankfully, no major media outlets have reported the name,” he says. “So it’s not an effective strategy.” But total secrecy isn’t the biggest concern. After all, Jane’s provided enough detail about her career and upbringing that it isn’t impossible to suss out her identity — the issue is the betrayal of trust of alleged victims who have agreed to cooperate with the prosecution of an alleged sex-trafficker by telling a jury, a courtroom, and overflow rooms full of invisible strangers the painful details of what they claim happened to them.

To Horowitz, that broken agreement could have troubling ramifications. “As a lawyer, what I’m concerned about is the chilling factor, where victims and whistleblowers decide they’re not going to come forward because a defense lawyer might out their names,” Horowitz says. “We rely on whistleblowers and other victims to come forward; sometimes they provide helpful evidence. How many victims might stay silent because they hear about this?”

Queensland health authorities have discovered a new version of the Omicron variant sweeping the world.

Health authorities in Queensland have declared a “first in the world” strain of the Omicron variant has been discovered as leaders continue to mull over a response to the evolving pandemic.

National cabinet will meet on Friday to co-ordinate responses to the new Covid-19 variant as mystery surrounds the potency of the strain.

Queensland will fling its borders open to interstate travellers on Monday, but Health Minister Yvette D’Ath warned the discovery was further evidence policies would need to be flexible.

Queensland recorded no new community cases on Wednesday but two Omicron infections previously detected in hotel quarantine in Cairns and Brisbane had been reclassified following the scientific development.

Victoria also recorded its first case of Omicron on Wednesday.

The new variant was detected in a traveller who arrived in southeast Queensland from South Africa, which Ms D’Ath said had been named by the World Health Organisation as “Omicron-like”.

“I want to give a huge thank you to our forensic scientific services,” she said.

“It is their work with the international committee that has led to the international committee reclassifying Omicron into two lineages and we have both of them here in Queensland.”

“This is a new variant,” the Health Minister told reporters on Wednesday morning.

“Remember, it’s only been days since this has become an issue for Australia and other countries.

“And now, today, we are standing here announcing a new version of Omicron and it’s a first in the world.”

Acting chief health officer Peter Aitken described the discovery as “amazing work” which would improve testing capabilities and the identification of more destructive variants.

“They have picked up the differences here, worked through it in a methodical and scientific approach, and recognised there are differences between the full and normal Omicron classification.

“The important part is that those two sub-lineages — one has the S-gene dropout, which we’ve talked about and is the normal means of screening for Omicron, and this other strain doesn’t have the S-gene dropout.

“It’s going to lead to improvements in people recognising the potential spread of Omicron in all communities.”

Dr Aitken said it was too early to determine the severity of the Omicron variants but warned the virus was becoming more easily transmissible.

“We don’t know enough about it as far as clinical severity, vaccine effectiveness,” the acting top doctor said.

“What we do know is that Omicron is more infectious and more transmissible.

“We now have Omicron and Omicron-like — it's a reminder to us all that as we open our borders this doesn’t mean that the Covid journey has finished, in many ways to Covid journey is just starting.”

The case in Cairns who arrived from Nigeria has the other strain of Omicron, with all passengers who shared the flight now deemed close contacts.

Those who have received both doses of the vaccine and with evidence of a negative test from within 72 hours of entry will be welcomed into Queensland from interstate hot spots on December 13.

More than 79 per cent of Queenslanders have received both doses of the Covid-19 jabs, while 87.5 had received a single dose.

Hernan Dario Velasquez, known as El Paisa, is a former member of the now-demobilized Revolutionary Armed Forces of Colombia (FARC) guerrillas. He and several other well-known commanders said in 2019 they were rearming and forming a faction called Segunda Marquetalia.

Velasquez once led the FARC's feared Teofilo Forero unit and stood accused of massacres, kidnappings and large-scale attacks like the bombing of the exclusive El Nogal club in Bogota in 2003, when 39 people died and 200 were injured.

Corporate Insiders Sold Record Level of Stock in 2021

Some of the biggest names in the corporate world sold a record $69 billion in stock in 2021 as share valuations surged to record highs, new data from Securities and Exchange Commission (SEC) filings show.

According to the latest numbers from InsiderScore/Verity, via CNBC, sales by chief executives, founders, and corporate insiders have climbed by 30 percent from 2020 to $69 billion. This is also up by 79 percent compared to the 10-year average.

Experts say that this figure is expected to swell in December, as this is typically an active month ahead of tax season.

A vast portion of the sales was concentrated among a few individuals, with Ben Silverman, director of research at InsiderScore/Verity, describing the top four as “super sellers.”

Tesla Motors Chief Executive Elon Musk was at the top of the list with $10 billion in stock sales. Former Amazon President and Chief Executive Jeff Bezos shed $9.97 billion in stocks. The Walton family cashed in on $6.18 billion in Walmart stock in 2021. Facebook Chief Executive Mark Zuckerberg liquidated $4.47 billion worth of stock.

Other big names were on the list as well. Google founders Larry Page and Sergey Brin each sold approximately $1.5 billion of their Alphabet shares. Microsoft Chief Executive Satya Nadella got rid of close to half of his company shares for roughly $285 million........

A woman desperate for sex after a series of failed Tinder encounter made an extremely poor choice of partner last night in Edmonton: she engaged in sex with a freezing cold fire hydrant that remained stuck to her genitals by the cold, causing severe frostbite.

29-year old Amanda Martins called 911 herself around 4:30 this morning to report that she had gotten stuck to a fire hydrant and was in need of emergency medical assistance.

The 911 operator was unable to understand the exact nature of the problem, but the sense of emergency in Ms. Martins’ voice led her to send both city workers, policemen, and paramedics to the site.

A pair of city employees usually assigned to road maintenance arrived on the site first and was shocked by what the seen awaiting them.

Jason Cunningham, who was the first to come to Ms. Martins’ rescue, described what he saw this morning in an interview with CBC.

“At first we thought she was just leaning against the hydrant, but as I came closer, I realized she had her pants around her ankles and understood what was going on.”

Mr. Cunningham says his colleague and him did what they could to help the panicking woman, and were finally able to free her from her uncomfortable position a few minutes after they arrived.

Forty of the 50 states plus Washington, D.C. were given a failing grade in their response to child and youth sex trafficking, according to a report by the nonprofit Shared Hope International.

According to the report, Alaska is the lowest-ranked state, while Florida is the top-ranked, with an overall grade of C and a score of 72.5 out of a possible 110 points.

States are scored on six different policy issues and given "extra credit" for extending certain protective policies to youth aged 18 to 24 and child labor trafficking victims.

The six issues are:

1. Criminal provisions: "Clear criminal laws, including those that criminalize buyers of sex with children, are needed to ensure all sex trafficking offenders can be held accountable."

2. Identification of and response to victims: "States' laws must identify all commercially sexually exploited children as victims of trafficking and provide for a protective, rather than punitive, response."

3. Continuum of care: "To break the cycle of exploitation, state laws must provide victims access to funded, trauma-informed services."

4. Access to justice for trafficking survivors: "A range of civil and criminal justice remedies must be available for victims under the law."

5. Tools for a victim-centered criminal justice response: "Criminal justice procedures for the benefit and protection of victims must be provided under the law."

6. Prevention and training: "To help prevent trafficking and promote more just responses to child sex trafficking victims, training for child welfare, juvenile justice agencies, law enforcement, prosecutors, and school personnel as well as prevention education for students, must be required by law."

The 10 states with the highest scores are Florida, Texas, Mississippi, California, Washington, Colorado, Kentucky, Utah, Tennessee, and Louisiana. Besides Florida, the rest of the top 10 states were given a grade of D, with state no. 11, Minnesota, being the only other one with a D grade.

Vermont was the highest-scored state with a failing grade. The state's overall score was 37.5, with six out of 17.5 for criminal provisions, 14.5 out of 27.5 for identification of and response to victims, 4.5 out of 15 for continuum of care, 8.5 out of 15 for access to justice for trafficking survivors, one out of 10 for tools for a victim-centered criminal justice response, a score of zero out of 15 for prevention and training, two extra credit points for extending certain protective policies to youth aged 18 to 24, and another extra credit point for extending certain protective policies to child labor trafficking victims.
