WASHINGTON — President Biden mourned the victims of Monday’s mass shooting in Boulder, Colo., calling for “common sense” legislation on gun control in the wake of two such incidents in less than a week.

“As president, I’m going to use all the resources at my disposal to keep the American people safe,” Biden said Tuesday, addressing the Boulder shooting, which left 10 people dead at a supermarket. “Another American city has been scarred by gun violence.”

Biden said he had spoken to Colorado Gov. Jared Polis and planned to speak to Boulder Mayor Sam Weaver while on Air Force One later this afternoon.

Jeremy Brown is a Green Beret and former Republican candidate for Congress in Florida’s 14th Congressional District. Brown served in the United States Army from 1992 to 2012 and reached the rank of Special Forces Master Sergeant.

Jeremy also attended the Stop the Steal protests in Washington DC on January 6. Jeremy joined the Oath Keepers in November and went to Washington DC to provide security at the many protests and rallies that week.

Earlier this month Jeremy Brown started speaking out about how the Department of Homeland Security (DHS) and FBI Joint Terrorism Task Force (JTTF) contacted him and attempted to recruit him to spy on patriots and everyday Americans.

Jeremy released video surveillance of the FBI contacting him at his home. And Jeremy released an audio recording of his actual meetup with the FBI. Jeremy struggled for months about whether or not to go public with this information. But according to his Facebook page — “After listening to politicians and the FBI Director, Chris Wray, tell lie after bald-faced lie to the American People, he could not stay silent any longer.”

Jeremy decided his desire to protect and defend the American people and the TRUTH are more important than privacy or personal safety.

Earlier this month Jeremy joined Brandon Gray on Banned.TV to describe what happened to him after he joined the Oath Keepers in November.

Jeremy released video of his encounter with government officials when they came to his home. Jeremy also released audio of his meeting with the FBI at a local restaurant.

Jeremy explains in his recent video that the FBI called his cellphone and asked for a meeting after trying to contact him at his house. Jeremy then met with the FBI agents at a restaurant in Ybor City in December. He told Brandon Gray that 38 seconds into the intervew the FBI attempted to recruit him to spy on the Oath Keepers.

The Gateway Pundit spoke with Jeremy Brown last night. Jeremy is SAFE, but laying low and keeping on the move until he says he has “a full grasp on any fallout that is sure to result.”

Jeremy recorded his interview with the FBI in Florida. He recorded and released the entire conversation to BanThis.TV.

This is really shocking information. The FBI is working to infiltrate patriot groups of retired military personnel who take an oath to uphold the US Constitution.

As documented here, while the vaccine may be heralded as “vital for lower-income countries,”the Oxford-AstraZeneca project is no mere philanthropic pursuit. Not only is there a significant profit motive behind the vaccine, but its lead researcher’s connection to the British Eugenics Society adds another level of warranted scrutiny.

For those encountering stories of eugenicists, it’s common to dismiss such activity as that of “conspiracy theories.” However, it’s undeniable that several prominent individuals and institutions that remain active today have clear ties to eugenicist thinking, which was not so taboo just a few decades ago. Unfortunately, this holds true for the individuals and institutions associated with the Oxford-AstraZeneca COVID vaccine, who, as demonstrated in this article, immerse themselves in studies of race science and population control—primarily in Africa—while working closely with institutions that have direct and longstanding links to the worst of the eugenics movement.

As this series has shown, there are many concerns regarding the points where race and the COVID-19 vaccination campaign in the US and abroad intersect, both publicly and privately. Part 1 of this series raised questions about the policy-shaping role of the Johns Hopkins Center for Health Security, which suggested that the US government make COVID-19 vaccines available to ethnic minorities and the mentally challenged first. Part 2 explained how in order to allocate COVID-19 vaccines in the US, health agencies are using a program created by Palantir, a company with a record of helping the US agencies target ethnic minorities through immigration policy and racist policing.

Furthermore, there are plans in place to exercise what could reasonably be described as economic coercion to pressure people to “voluntarily” get vaccinated. Such coercion will be obviously be more effective on poor and working communities, meaning communities of color will be disproportionately affected as well.

Considering these facts, and the case for scrutinizing the safety of Oxford-AstraZeneca’s “affordable” vaccine option made above, any harm caused by vaccine allocation policy in the US and beyond is likely to disproportionately affect poor communities, especially communities of color.

As such, the public should take all vaccine rollout policy assertions with a grain of salt, even when they come cloaked in language of inclusion, racial justice, and public health preservation. As the cofounder of the American Eugenics Society (later renamed Society for the Study of Social Biology) Frederick Osborn put it in 1968, “Eugenic goals are most likely to be attained under a name other than eugenics.”

Blinken “expressed concern over Turkey’s withdrawal from the Istanbul Convention...and emphasized the importance of democratic institutions and respect for human rights,” he said. Ankara has said it wants better ties with Washington under Biden, but the two countries’ leaders have yet to speak. Last week, Erdogan criticised Biden’s remarks about Russia’s Vladimir Putin, in which he called him a killer, as “unacceptable”.

Update (0739 ET): Bloomberg reports the massive containership blocking the Suez Canal has been dislodged from the bank of the canal and moved to the side, potentially easing disruption to one of the world's most vital shipping lanes

Ahmed Mekawy, the deputy manager for the Suez Canal for Gulf Agency Company, expects the canal could resume today or tomorrow.

Mekawy said the containership is "expected to be re-floated shortly, then the Suez Canal Authority will work on resuming transit for all waiting ships."

The Suez Canal Authority has yet to comment on whether the ship has been moved.

Update (0706 ET): The Gulf Agency Company in Egypt reports Suez Canal traffic could "resume soon."

Update (0704 ET): The blockage of the Suez Canal by a massive container ship called the Ever Given, owned by Evergreen Marine Corp., could last for at least another day and send ripples of disruption through global supply chain networks, according to Bloomberg.

Eight tug boats have been working through Wednesday to free the 400m long container ship that ran aground in the Suez Canal on Tuesday. The angle at which the Ever Given ran aground has completely blocked the canal. The canal is a chokepoint for the global oil trade as dozens of vessels are moored outside both entrances waiting for the container ship to get unstuck.

"The salvage operation with tugs is underway, and hopefully, the vessel will be freed soon, but it could last days," said Ralph Leszczynski, head of research at shipbroker Banchero Costa & Co.

An official with the Gulf Agency Company in Egypt told Bloomberg no progress had been made in clearing the canal. The mishap's cause is due to the vessel's loss of steering amid high winds and a dust storm, the Suez Canal Authority said in a statement.

Taiwan-based Evergreen Line told Bloomberg in an emailed statement that the vessel deviated"from its course due to suspected sudden strong wind."

Grounded Ever Given Chokes World's Most Vital Shipping Lane

The canal's blockage has led to a gridlock of vessels on either side of the canal's entrances.

After Tuesday's steep selloff, crude futures rebounded on Wednesday on the Suez Canal developments. Brent futures are up 2.48% to $62.30, and WTI trades around 59 handle, up more than 2%.

"It's all about the Suez, as well as people trying to get into oil again after the selloff," said Bjarne Schieldrop, chief commodities analyst at SEB AB. It appears lockdowns, mutations, and vaccination rollout delays are on the backburner for now.

In what appears to be a freak accident, a Panama-flagged container ship called the Ever Given, owned by Evergreen Marine Corp., has run aground inside the Suez Canal, the critical artificially made shipping lane connecting the Red Sea with the Mediterranean.

Known as a critical chokepoint for the global oil trade, the Suez has become blocked in both directions thanks to the peculiar angle of what's been described as a "megaship".

The ship was traveling from a port in Egypt to Rotterdam, in the Netherlands, one of the world's most active ports. It was due to arrive March 31.

The traffic jam has reportedly spread from the canal, back into the Red Sea and the Mediterannean.

At a time when shipping companies are already struggling to recover from the strains of the COVID pandemic, which required them to rejigger global shipping routes in fundamental ways. It's also presents risks to the inflation outlook, as the lingering containership shortage mentioned above is slowing down the pace of global trade at a time when Americans' demand for products foreign-made consumer products is surging.

GameStop tumbles as Reddit darling considers share sale

GameStop has surged nearly 900% so far this year and at the peak of the trading frenzy on Jan. 28 the shares had touched $483 a piece. The company said on Tuesday after reporting quarterly results that it has been considering since January whether to increase the size of the $100 million share sale that it originally announced in December. GameStop previously decided against the move as it was restricted under U.S. financial regulations from selling shares because it had not yet updated investors on its earnings.

The stock sale program was assigned to Jefferies, whose brokerage arm on Wednesday raised its price target by a whopping $160 to $175, but kept rating at “hold”. That is much higher than the median price target of $25, according to Refinitiv data, and marks the first time a Wall Street brokerage matched its price projections with GameStop’s current trading levels. Reddit’s WallStreetBets forum was buzzing about another potential short squeeze, which had sent GameStop’s shares as high as 2,300% in January when retail investors acted in concert to bid up prices of heavily shorted stocks. A short squeeze occurs when hedge funds that bet against a stock need to buy it at much higher levels to cover losing positions.

Short interest in GameStop has since fallen, standing at about 24.3% of the stock’s float as of March 9 compared with 32.6% in late February, according to data from financial analytics firm S3 Partners.

All 10 Boulder Colorado Victims Were White. It’s Time to End Anti-White Race Hate.

The following ten people perished in the recent shooting in Boulder, Colorado carried out by Ahmad Al-Issa. All of them appear to be white, but neither the media nor politicians have bothered to resurrect their anti-race-hate campaign that ensues when Black Lives Matter riot, or when Asians are murdered in Atlanta.

The victims include grocery store workers, local college graduates, medicare agents, a police officer, and an Orthodox Christian.

Today, The National Pulse calls on the political left and their media counterparts to stop the racial hatred they continue to perpetuate against white people, which doubtlessly led to these murders in Colorado.

Denny Strong, 20

Strong resided in Boulder, Colorado and had worked at the King Soopers grocery store since 2018. He described himself as a fan of planes, bikes, and motorcycles on social media and friends say he was training to be a pilot.

Rikki Olds, 25

Olds worked at the King Soopers grocery store. She went to high school in Lafayette, Colorado, and attended Front Range Community College.

‘We lost our beloved Rikki Olds to the monster who shot up the king soopers in Boulder CO yesterday may his rotten a** fry and burn in hell,’ her aunt Lori Olds said.

Tralona Bartkowiak, 49

Bartkowiak had recently gotten engaged and ran a small boutique focused on yoga and festival attire in Boulder.

Suzanne Fountain, 59

Fountain worked as a licensed Medicare agent and financial counselor.

Teri Leiker, 51

Leiker had worked at the store targetted in the attack for three decades, and her friends revealed working at the store was her “favorite thing to do.”

Since 2019, Leiker was dating a colleague, Clint, who survived the shooting.

“She loved going to work and enjoyed everything about being there,” friends added.

The father of seven had served the Boulder Police Department since 2010.

“He loved his kids and his family more than anything,” said Talley’s father, Homer Talley.

“He was looking for a job to keep himself off of the front lines and was learning to be a drone operator. He didn’t want to put his family through something like this and he believed in Jesus Christ,” he added.

Kevin Mahoney, 61

Mahoney’s daughter revealed that her father had been killed in the shooting with a photo of him walking her down the aisle for her wedding with the caption “I am heartbroken to announce that my Dad, my hero, Kevin Mahoney, was killed in the King Soopers shooting in my hometown of Boulder, CO.”

‘My dad represents all things Love,” she added.

Lynn Murray, 62

Murray had two children and was a retired New York City magazine photo director whose clients included Cosmopolitan, Marie Claire, and Glamour. She relocated to Colorado to raise her children.

Her family noted she was at the grocery store to fill an Instacart order at the time of the shooting.

“I just want her to be remembered as just as this amazing, amazing comet spending 62 years flying across the sky,” her husband John urged.

Jody Waters, 65

Waters was a mother, grandmother, and rescue dog owner. She describes herself as a hiker and creative entrepreneur.

Neven Stanisic, 23

A graduate of Alameda West High School, Stanisic and his family “fled Bosnia 20 years ago for a better life in America,” according to leaders at Saint John the Baptist Serbian Orthodox Church in Lakewood.

“He was an amazing child,” said Ivana Petrovic, who along with her husband, Rev. Radovan Petrovic, have close ties with the family. “We’ve known the family ever since we became their spiritual father and mother here. He was a very good, shy, hardworking boy and one of those kiddos who listened to his parents the best.”

Stanisic’s Facebook showed him smiling with classmates and contained images of hand-drawn anime characters and the Assassin’s Creed video game series.

Yellen open to U.S. banks paying dividends, repurchasing stock

Treasury Secretary Janet Yellen said on Wednesday that U.S. banks look healthy enough to be allowed to pay dividends and repurchase stock, an updated view that reflects top economic officials’ growing confidence in the recovery from the coronavirus pandemic.

Yellen made her comments in a second day of testimony in Congress alongside Federal Reserve Chair Jerome Powell. The hearings are part of a quarterly economic update they are required to make. Asked by Senate Banking Committee Chairman Sherrod Brown if she opposed banks paying dividends and buying back stock, Yellen said she was previously opposed to bank stock buybacks, but financial institutions look healthier now and “should have some ability to, abiding by the rules, to make returns to shareholders.”

Yellen and Powell, in prepared remarks that mirrored those delivered on Tuesday before the House of Representatives Financial Services Committee, offered an optimistic outlook for the economy, fueled by expectations for continued progress against the pandemic due to vaccine rollouts and another $1.9 trillion of federal relief spending just getting underway. “It is going to be a very, very strong year in the most likely case,” Powell said in response to a senator’s question on the economic outlook. The U.S. economic recovery is evolving faster than expected, but still faces risks from the pandemic on one side and potential inflation on the other as massive fiscal support rolls through the system. The federal response to the crisis, including spending of about $5 trillion and considerable support from the U.S. central bank, set the stage for a rebound now taking hold as the COVID-19 vaccination program gains momentum and pandemic restrictions are lifted.

However, it remains unclear how quickly millions of still-unemployed workers will find their way back to jobs, whether the Fed can keep markets on an even keel amid rising prices and bond yields, and if initial progress against the pandemic can be sustained.

Judicial Supremacy to Judicial Lunacy? A Judge Challenges the Supreme Court’s Supreme Folly

“Our judges are as honest as other men, and not more so,” wrote Thomas Jefferson in 1820. “They have, with others, the same passions for party, for power, and the privilege of their corps.” While this is true, one Judge Laurence Silberman may be an exception.

Silberman, of the United States Court of Appeals for the District of Columbia Circuit, emerged from relative obscurity recently when he penned a dissent in the case of Tah v. Global Witness Publishing, Inc. In this case, which involved defamation, Silberman went far beyond disagreeing with how the majority applied a 1964 “landmark” Supreme Court opinion, New York Times Co. v. Sullivan. He also challenged the very “notion of Supreme Court infallibility,” as one commentator put it.

In a nutshell, the ’64 opinion held that succeeding in a defamation claim required a plaintiff to prove not just that statements made publicly were false and damaging, but that they were motivated by malice (read more about the case here and here.) As a result, public officials basically stopped suing the media because, unlike in Britain, it’s now notoriously difficult to win a defamation case in the United States.

Silberman finds that troubling. But what bothers him even more is that, as he pointed out, “Justice Thomas has already persuasively demonstrated that New York Times was a policy-driven decision masquerading as constitutional law. As with the rest of the opinion, the actual malice requirement was simply cut from whole cloth.”

Unfortunately, this isn’t uncommon. For the SCOTUS has long been, it appears, buying cloth in bulk. Thus did Silberman not only complain that the ’64 opinion must be overturned as it’s “a threat to American Democracy,” but go further.

In fact, he “makes plain his disdain for Justice Kennedy’s contention that ‘criticism of the Court is tantamount to an attack on the Constitution,’” relates commentator Andrea Widburg. “Instead, ‘I readily admit that I have little regard for holdings of the Court that dress up policymaking in constitutional garb.’ It’s that kind of dissimulation that is ‘the real attack on the Constitution.’ Indeed, ‘[t]he notion that the Court should somehow act in a policy role as a Council of Revision is illegitimate.’”

Silberman is merely stating a simple fact: It isn’t the courts’ role to in essence “make law” by imposing their own extra- or un-constitutional biases from the bench. Yet generally ignored is that this problem of judicial adventurism cannot realistically be mitigated without first tackling judicial supremacy.

Judges’ “privilege of their corps,” which Jefferson warned about, was perfectly epitomized by Kennedy’s “criticism of the Court = an attack on the Constitution” line. We should just respond, “Nice try.”

It’s natural for individuals and institutions to want to place themselves beyond criticism, but this is worse than un-American (are the justices royalty?). It also smacks of self-deification. It has often been joked that the Supreme Court is not the Supreme Being, but only God is beyond criticism because only He is infallible in all facets. The rest of us require the iron that sharpens iron that is legitimate criticism.

Kennedy’s self-deification is also a quite bold attempt at flipping the script. The SCOTUS has essentially been attacking the Constitution for at least a century via its unconstitutional opinions. Now, to avoid being called out on this, Kennedy claims that criticizing this abuse (or any other SCOTUS trespass) is an attack on the Constitution! Talk about projection.

But let’s talk about protection — of the courts and from them. It’s no surprise that many justices may want to be beyond criticism, for they’ve long been beyond accountability and beyond control. Judicial supremacy will have this effect.

Long our status quo, judicial supremacy is the standard whereby court decisions will constrain not just the parties in a given case or even just (regarding SCOTUS decisions) the whole judicial branch, but the legislative and executive branches as well.

To fully grasp the problem with this, consider a warning from James Madison, the “Father of the Constitution.” He said that having the judicial, legislative, and executive powers all vested in one entity is the very definition of tyranny. Well, now consider what former ambassador and government affairs expert Alan Keyes once explained:

The courts obviously have their judicial power. Yet if they can strike down a law in contravention of lawmakers’ will — essentially making themselves a super-legislature of last resort — then they’ve arrogated to themselves the legislative power as well. Moreover, if they can tell the executive branch that it must or may not execute a given action, regardless of that branch’s convictions about the action’s constitutionality, they’ve also then arrogated to themselves the executive power.

Ergo, all three powers are then vested in one body, the courts. Goodbye, checks and balances.

Worse still, this tyrannical power (using Madison’s description) is wielded by the one governmental branch that’s beyond the people’s reach. The legislators are elected as is the president (the executive branch), so the people can hold them accountable at the ballot box. But federal judges are appointed — for life — meaning, they’re effectively shielded from accountability.

I wrote “effectively” because the Constitution does give Congress the power to impeach judges, eliminate rogue lower federal courts, and limit the appellate jurisdiction of the SCOTUS. Yet this power isn’t exercised, and it won’t be for a simple reason:

Legislators like it when the courts “settle” hot-button, controversial issues so they don’t actually have to take a stand. In other words, lawmakers are outsourcing decisions they should make — and be held accountable for — to the branch of government that cannot be held accountable. Nice con, huh?

Having unaccountable people make our laws is obviously dangerous, and this is why Jefferson warned that the judicial-supremacy standard would make our Constitution a felo de se, an “act of suicide.” But what can we do?

First realize that judicial supremacy is not “the law of the land.” It’s not in the Constitution. Rather, the courts granted their absolute power to themselves, most notably in the Marbury v. Madison decision (1803). It’s reminiscent of how San Franciscan Joshua Abraham Norton, disgusted with our political and legal systems (I can sympathize), declared himself “Emperor of these United States” in 1859. Only, nobody took him seriously.

So why do we take the judges who would be kings seriously? The Constitution does, of course, explicitly grant the SCOTUS (and lower courts created by Congress) the “judicial power.” But here’s the rub: It doesn’t specify precisely what this power is.

In fact, according to Alan Keyes, with whom I discussed this matter, the Founding Fathers didn’t elaborate on this anywhere. Thus does a simple conclusion suggest itself: They believed that what constituted the judicial power was self-explanatory. Yet it logically follows that if this is so, it’s only because that power already existed and was well understood.

What was the Founders’ understanding? They emerged from the British tradition, which had, of course, long included a legal system and judges. Here’s what it didn’t involve: ruling laws unconstitutional and then “striking them down.”

After all, Britain didn’t (and doesn’t) have a Constitution.

In other words, British judges could take issue with a law and free someone charged under it. But they could not eliminate the law itself. This was the default understanding of the judicial power.

Now, if the Founders meant to radically change this — if they’d intended to grant American judges the unprecedented power to strike down law — wouldn’t they have said so? Wouldn’t they have stated, “The courts have the ‘judicial power,’ and understand what this actually means now” and then elaborate? That they didn’t indicates that the “judicial power” was what it had always been.

That is, judges’ rulings constrain the plaintiff(s) and defendant(s) party to the case in question, but they constrain no one else and cannot alter law.

The bottom line is that judicial supremacy appears a fiction, an extra-constitutional power enjoyed by a governmental branch that has neither the police nor the military to enforce it — and at the pleasure of the other two branches.

Late Justice Antonin Scalia alluded to this reality when he warned his SCOTUS fellows in his Obergefell v. Hodges (2015) dissent, “With each decision of ours that takes from the People a question properly left to them — with each decision that is unabashedly based not on law, but on the ‘reasoned judgment’ of a bare majority of this Court — we move one step closer to being reminded of our impotence.”

It’s high time the Court was reminded of its impotence. If we’re unwilling to issue that reminder, then it signals that we suffer an impotence running far, far deeper than law.

The U.S. securities regulator on Wednesday said it has adopted regulations, drawn up by Congress, that would kick foreign companies off American stock exchanges if they do not comply with U.S. auditing standards. The Holding Foreign Companies Accountable Act, signed into law by then-President Donald Trump in December, aims to remove Chinese companies from U.S. exchanges if they fail to comply with U.S. auditing standards for three years in a row.

While it applies to companies from any country, the legislation’s sponsors intended it to target Chinese companies listed in the United States, such as Alibaba, tech firm Pinduoduo Inc and oil giant PetroChina Co Ltd. The legislation aimed to address long-held concerns over the SEC’s inability to properly vet Chinese companies listed in the United States. That is because the Chinese government, citing national security concerns, is reluctant to let overseas regulators inspect local accounting firms which audit those Chinese companies. Lawmakers said they were worried U.S. investors were being put at risk by exposure to Chinese companies that are not held to the same standard as domestic companies. Some investment experts have also raised concerns that U.S. investors may effectively be funding instruments of the Chinese government, a U.S. adversary.

The SEC Wednesday amendments will require companies to prove to the regulator that they are not owned or controlled by an entity of a foreign government, and also require disclosures on audit arrangements and government influence, the SEC said. The agency fast-tracked the rule through “interim final amendments,” but is seeking public comments on a process for identifying foreign companies to which the legislation should apply. Determining which entities the measure should apply to may prove challenging, given many companies have complex structures with subsidiaries or shell units registered in other jurisdictions. The legislation required the SEC to issue rules around how companies should submit documentation within 90 days of enactment.

It is still “actively assessing” how to roll out the rest of the law’s requirements, including the identification process and trading prohibition requirements, the statement said.

Senator John Kennedy (R-LA) questioned the wisdom of a push by congressional Democrats to enact legislation in the immediate aftermath of a tragic shooting in Boulder, CO earlier this week.

Kennedy suggested Democrats were using this moment to enact gun control because he did not think they believed in the Second Amendment as interpreted by the federal government.

“Look, these killings were terrible,” he said. “They were horrible. I’m reminded though that, you know, America is a big country. We’re free, and one of the prices we pay for that freedom is that you’re always going to have some people who abuse it. Freedom is risk. But we have got to concentrate on is how to control that risk. You’re not going to stop the killings until you stop the killers. But you don’t stop drunk drivers by getting rid of all sober drivers, which is what many of my Democratic friends want to do with respect to the Second Amendment.”

“In my judgment, we do not need more gun control,” Kennedy continued. “We need more idiot control. How do we do that? We have already tried, the Republicans have. Senator Grassley, Senator Cruz had a bill to strengthen our national database. We regulate gun ownership in America. If you are convicted of certain crimes, if you have a tendency to violence, if you are mentally ill, and you want to buy a gun, your name has to run through a database. The problem is that the database has huge holes in it. And many federal agencies and state agencies are very cavalier about sending in the names. Grassley and Cruz’s bill, which I support, would have tightened up the database, and it would have cracked down on people who have guns who shouldn’t have guns.”

“Do you know why the bill didn’t pass?” he added. “Many of my Democratic colleagues filibustered it. Now, if you drill down far enough, what you’re going to find — I don’t want to paint with too broad a brush — but many, not all, many of my Democratic colleagues — they just don’t believe in the Second Amendment. They just don’t. I mean, we have heard it in terms of police officers. I mean, basically, the Democratic position is that if a bad guy shoots a cop, it’s the gun’s problem. Treasury Secretary Janet Yellen had a sharp exchange Wednesday during a Senate hearing with Sen. John Kennedy, Republican of Louisiana, over a renewed plan by the International Monetary Fund to issue $650 billion in new reserves, known as Special Drawing Rights, to member states. IMF Managing Director Kristalina Georgieva on Tuesday said she would present the plan to the IMF's executive board in June. The IMF first floated the plan last year as a way to help countries pay for the costs of battling the coronavirus. But it was blocked by the Trump administration and then-Treasury Secretary Steven Mnuchin. Republicans in Congress are unhappy the IMF plan has been resuscitated. They note that China, Russia and Venezuela will benefit from the new reserve allocation. Kennedy said the Biden administration was making an end-run around Congress and alleged the IMF plan would cost American taxpayers "$180 billion." Yellen grew frustrated as the exchange went on. She said the U.S. would earn interest on its new SDRs so that the cost of the program would be a "wash." "I don't know where you got a number like that from." Yellen said.

The 9th Circuit Court of Appeals has issued a ruling stating Americans do not have an inherent right to carry firearms, whether it be concealed or open carry.

“The US Court of Appeals for the 9th Circuit just ruled that THERE IS NO RIGHT TO CARRY – either openly or concealed in public. This ruling impacts RTC laws in AK, HI, CA, AZ, OR, WA, & MT. This was not an NRA case but we are exploring all options to rectify this,” the tweet noted.

The court ruling, handed down on Wednesday, could have wide ramifications for lawful gun owners around the country.

“After careful review of the history of early English and American regulation of carrying arms openly in the public square, the en banc court concluded that Hawai‘i’s restrictions on the open carrying of firearms reflect longstanding prohibitions, and therefore, the conduct they regulate is outside the historical scope of the Second Amendment,” the court decided. “The en banc court held that the Second Amendment does not guarantee an unfettered, general right to openly carry arms in public for individual self-defense.”

“Accordingly, Hawai‘i’s firearms-carry scheme is lawful,” the court continued. “The en banc court rejected Young’s argument that [the state law] is invalid as a prior restraint because it vests chiefs of police with unbridled discretion to determine whether a permit is issued. Joining its sister circuits, the en banc court held that the prior restraint doctrine does not apply to Second Amendment challenges to firearm-licensing laws.”

Four judges dissented from the court’s majority ruling, however.

“Dissenting, Judge O’Scannlain, joined by Judges Callahan, Ikuta, and R. Nelson, would hold that both [the state law] and the 1997 County regulation destroy the core right to carry a gun for self-defense outside the home and are unconstitutional under any level of scrutiny,” the ruling continued. “Judge O’Scannlain stated that the majority holds that while the Second Amendment may guarantee the right to keep a firearm for self-defense within one’s home, it provides no right whatsoever to bear—i.e., to carry—that same firearm for self-defense in any other place.”

“In his view, the majority’s decision undermines not only the Constitution’s text, but also half a millennium of Anglo-American legal history, the Supreme Court’s decisions in District of Columbia v. Heller, 554 U.S. 570 (2008), and McDonald v. City of Chicago, 561 U.S. 742 (2010), and the foundational principles of American popular sovereignty itself.”

Meanwhile, just two years ago, the frequently overturned 9th Circuit actually ruled that open carry was a constitutional right for the same defendant.

“Plaintiff George Young sued Hawaii in 2012 for denying his applications for permits to carry a concealed or openly visible handgun,” Courthouse News reported. “A Hawaii state law requires a license to a carry a gun in public.”

The court ruling at the time addressed the Hawaii gun law and upheld the constitutional right to open carry.

“With one judge dissenting, two circuit judges concluded that Hawaii cannot deny permits to non-security guard civilians who want to carry guns in public,” the report added.

As the Biden administration seeks to push through sweeping gun control measures, the ruling could be a signal that courts are open to rubber-stamping the restrictions on the Second Amendment.

The images show shelves at Customs and Border Protection (CBP) facilities in Donna and El Paso, Texas, stocked with food, clothing and hygiene items and officials monitoring migrants personally and through surveillance. Migrants are shown moving through the temporary facility in Donna, Texas, on Wednesday in a single file line and sitting in plastic cells without room for social distancing.

CBP is still prohibiting members of the media from accessing the facilities.

“We are working through, with the Department of Health and Human Services and also the Department of Homeland Security, to ensure privacy and ensure we’re following COVID protocols,” White House Press Secretary Jen Psaki said Monday. “We remain committed to transparency, and, of course, as I noted last week, we certainly want to make sure that the media has access to these sites.”

The photographs and videos were taken last week, according to the agency.

Democratic Rep. Linda Sanchez said it would be “inappropriate” to allow journalists access to CBP facilities where minors are processed because they “are not permanent places for children,” Fox News reported Sunday. Sanchez added that outside visits could jeopardize the minor’s privacy or spread COVID-19.

Resources at the processing facility in Donna, Texas, consist of eight soft-sided “pods” meant to hold 260 migrants, Democratic Rep. Henry Cuellar told Axios Monday. Cuellar said over 400 unaccompanied migrant minors were held in one “pod” as of Sunday.

“CBP continues to transfer unaccompanied minors to the U.S. Department of Health and Human Services (HHS) as quickly and efficiently as possible after they are apprehended on the Southwest Border,” the agency said in a statement.

CBP released video footage from the Donna facility taken Wednesday.

The Donna facility was constructed due to limited capacity at the permanent Centralized Processing Center in McAllen, Texas, for migrant family units and unaccompanied children, according to the agency.

It is pretty troubling how some local and State governments are assuming powers over citizens during this pandemic with absolutely no authority to do so. One ought to read the Bill of Rights. An American citizen ought to know the difference between a democracy (which many claim the USA is) and a Constitutional Republic . . . which we really are. The difference, succinctly stated, is that a Constitutional Republic is a form of government which operates under a Constitution that clearly recognizes the citizens have unalienable rights bestowed upon them by their Creator . . . and not merely given by the government. While the government may rule, there are some areas which may never be imposed upon . . . namely the right to life, liberty and the pursuit of happiness.

The use of draconian laws (harsh penalties for minor infractions) is totally un-American . . . and they violate our U. S. Constitution.

Here is an example of a long-standing U. S. Supreme Court ruling on such measures. This is NOT an opinion. This was the ruling of the United States Supreme Court shortly after the “Civil War” in Ex parte Milligan, 71 U.S. 2 (1866) which yet stands strongly to this day.

“The Constitution for the United States is a law for rulers and people equally in war and in peace . . . at all times, and under all circumstances. No doctrine . . . was ever invented . . . than that any of its provisions can be suspended during any of the exigencies [emergencies/urgencies] of government.” pp. 120-121 “. . . there is no law for the government of the citizens, the armies or the navy of the United States, within American jurisdiction, which is not contained in or derived from the Constitution.” p. 141

In 16 American Jurisprudence 2d, a legal encyclopedia of United States law, suspension of the Constitution is prohibited, as follows:

“It is sometimes argued that the existence of an emergency allows the existence and operation of powers, national or state, which violate the inhibitions of the Federal Constitution. The rule is quite otherwise. NO emergency justifies the violation of any of the provisions of the United States Constitution.” Section 71

“Neither the legislature nor any executive or judicial officer may disregard the provisions of the Constitution in case of an emergency…” Section 98

BERLIN, March 24 (Reuters) - Chancellor Angela Merkel ditched a plan agreed on Tuesday for an extended Easter holiday to try to break a third wave of the coronavirus pandemic, apologising to lockdown-weary Germans after the hastily-conceived plan triggered a backlash.

At talks that ran into the early hours of Tuesday, Merkel and the leaders of Germany's 16 states had agreed to call on citizens to stay at home for five days over the Easter holidays, declaring April 1 and April 3 as extra "rest days".

The measure would have meant all stores, including essential ones, closing for an extra day. It was met by harsh criticism, with businesses lamenting more shutdowns and medical experts saying the new measures were not tough enough to prevent the exponential spread of more infectious variants of the virus.

"The idea of an Easter shutdown was drafted with the best of intentions. We urgently need to stop and reverse the third wave of the pandemic," Merkel told reporters on Wednesday.

But it was not possible to implement the measures so quickly, Merkel said. She apologised for added uncertainty that it had raised for Germans.

"This mistake is mine alone," she said.

Her comments came against a backdrop of growing public frustration with the conservative-led government over the slow rollout of COVID-19 vaccines and extended lockdown measures.

"No plan, no clue, no courage," ran a headline in the online edition of the mass-selling Bild daily above a picture of Merkel and two state leaders.

SLUMPING SUPPORT

The HDE association of retailers welcomed Merkel's announcement on Wednesday, saying that closing stores for an extra day ahead of Easter would have led to logistical problems and prompted shoppers to rush to stock up earlier.

Creditor’s board okays four pending reviews of Pakistan’s economy and release of next loan tranche of around $500m.

The International Monetary Fund (IMF) on Wednesday approved four pending reviews of Pakistan’s economy and the release of the next loan tranche of around $500 million, reviving the $6 billion programme after it remained derailed for over a year.

In order to put the programme back on track, Prime Minister Imran Khan took some tough political decisions despite prevailing political uncertainty. These measures, which were also the prior conditions, included significantly increasing electricity prices, imposition of Rs140 billion taxes and agreeing to an unparalleled autonomy for the central bank.

The Executive Board of the IMF endorsed the staff-level agreement, reached between the government of Pakistan and the IMF team last month, a top government functionary told The Express Tribune after the board approval.

The board’s approval has paved the way for the release of $500 million third loan tranche. Out of the $6 billion, the IMF has already disbursed $1.45 billion in two tranches, bringing the total disbursements to $2 billion. Sources said that it will be very challenging to keep the reinstated programme on track, particularly due to heavy taxation of over Rs700 billion and cut in expenditures in the next budget.

Pakistan’s economy has started gradually recovering from the aftermaths of the Covid-19 but it is again struck by the third wave of the deadly pandemic. The central bank last week upward revised the growth forecast to 3% for this fiscal year.

The revival of the programme would keep external loans pipelines opened for Pakistan, as the government remained heavily dependent on the external borrowings to remain afloat.

In April last year, the IMF had postponed a board meeting for the approval of the second review after Islamabad did not honour its commitment to announce a mini-budget and increase electricity prices, resulting in the derailment of the programme.

In February, both sides agreed to club the pending second, third, fourth and fifth reviews of the programme. The separate completion of these reviews would have led to disbursements of $2.2 billion, which the IMF has now reduced to just $500 million.

In his ruling, the judge said that sixty-six of eighty-four absentee ballots cast in the June runoff were not valid and should never have been counted. Nicholas Holliday was declared the winner by a 37 vote margin. Robert Devaull challenged the results in court.

Judge Weill found many irregularities with absentee ballots. He issued a bench warrant for notary Dallas Jones, who notarized absentee ballots. During a hearing, Jones admitted violating notary duties.

North Korea fires 2 suspected ballistic missiles into sea

North Korea fired two unidentified projectiles into the sea on Thursday morning, South Korea's military said, while Japan's government said it suspected the weapons were ballistic missiles.

Seoul's Joint Chiefs of Staff announced that intelligence authorities in South Korea and the U.S. are thoroughly analyzing the projectiles, fired from northeastern North Korea into the Sea of Japan. The Joint Chiefs had yet to confirm whether they were indeed ballistic missiles, which United Nations Security Council resolutions prohibit Pyongyang from firing.

A ballistic missile test would be the first since U.S. President Joe Biden took office in January. The North reportedly fired short-range missiles last weekend - a provocation the Biden administration downplayed as it seeks dialogue with Pyongyang.

A Japanese Defense Ministry spokesman said the projectiles did not fall within Japan's territory or exclusive economic zone. The Joint Chiefs said that South Korean forces had raised their level of monitoring and defense, while cooperating with the U.S. closely. "We are prepared for anything," they said in a text message to reporters.

South Korea's presidential Blue House said it would host an emergency National Security Council meeting at 9 a.m. to discuss North Korea's projectiles. Pyongyang's move comes a week after the U.S. secretaries of state and defense met with their South Korean counterparts in Seoul. In a news conference after the meeting, Secretary of State Antony Blinken demanded that China use its influence in North Korea to push the country toward denuclearization. Experts say North Korea is testing the Biden administration, gauging how far Washington will tolerate its actions.

"With its return to testing different types of missiles, Pyongyang is flirting with the limits of what it can get away with under U.N. Security Council resolutions," said Leif-Eric Easley, a professor of international studies at Ewha Womans University in Seoul. "It is also challenging the 2018 Inter-Korean Comprehensive Military Agreement, which it has threatened to scrap."

Shares of mobile-gaming platform company Skillz (NYSE: SKLZ) plunged on Wednesday, possibly due to some confusion regarding the redemption of the company's warrants. However, a lot of other stocks were also down sharply during the session, so perhaps the majority of Skillz's plunge was just due to general market volatility. Either way, the stock closed 14% lower. According to a filing with the Securities and Exchange Commission Tuesday, Skillz appeared to be redeeming its public warrants. However, the filing was a mistake. According to a new filing with the SEC Wednesday, Skillz described the prior filing as "the result of human error by the financial printer."-cap#2

Skillz went public via a special purpose acquisition company (SPAC) in 2020. A SPAC will sell units in an initial public offering (IPO) consisting of common shares and warrants. Those holding warrants would be entitled to buy common shares of Skillz stock for $11.50 per share. Suez Canal: Owner of cargo ship blocking waterway apologises

The Japanese owner of the giant cargo ship that has been blocking Egypt's Suez Canal since Tuesday has apologised for the disruption to global trade.

Shoei Kisen Kaisha said it was trying to resolve the situation as soon as possible, but that dislodging the Ever Given was proving extremely difficult. The 400m-long (1,300ft), 200,000-tonne vessel became wedged across the canal amid high winds and a dust storm. At least 150 ships are now waiting to pass through the vital maritime route. About 12% of global trade passes through the Suez canal, which connects the Mediterranean Sea to the Red Sea and provides the shortest sea link between Asia and Europe. An alternative route, around the Cape of Good Hope on the southern tip of Africa, can take two weeks longer.

The vessel, which is operated by Taiwanese transport company Evergreen Marine but called the Ever Given, is currently wedged diagonally across the waterway. "In co-operation with local authorities and Bernhard Schulte Shipmanagement, a vessel management company, we are trying to refloat [the Ever Given], but we are facing extreme difficulty," the owner, Shoei Kisen Kaisha, said in a statement on Thursday. "We sincerely apologise for causing a great deal of worry to ships in the Suez Canal and those planning to go through the canal," it added. Industry sources told Reuters news agency that even if the Ever Given was refloated quickly its owner and insurers faced claims totalling millions of dollars for the delays and extra costs accrued by other companies.

Toshiaki Fujiwara, an official at Shoei Kisen Kaisha, told AFP news agency that the ship had an insurance policy, but that he was unaware of the details or any costs involved at this stage. "It's just the beginning," he said. Global crude oil prices were up more than 6% on Wednesday after traffic through the canal was suspended, though they fell slightly on Thursday.

9:00 p.m. Western sanctions have hit arguably their biggest target in Myanmar so far: two sprawling conglomerates controlled by the country's military.

In a coordinated move with the U.K., the U.S. blacklisted Myanma Economic Holdings Public Company Limited (MEHL) and Myanmar Economic Corporation Limited (MEC), freezing their assets and blocking Americans from doing business with them. "In response to the military's refusal to disavow the coup and continuing violence against peaceful protestors, today the United States is taking its most significant action to date to impose costs on the military regime," Secretary of State Antony Blinken says in a statement. U.K. Foreign Minister Dominic Raab said: "Today's sanctions target the military's financial interests to help drain the sources of finance for their campaigns of repression against civilians. Any move against these military-controlled groups have implications for foreign investors. Last month, Japanese brewer Kirin Holdings said it was seeking a "swift end" to its business alliance with MEHL, the co-owner of beer joint ventures in the country, in the wake of the coup. According to a U.S. Treasury Department statement, "MEHL's shareholder data show that profits are systematically distributed to Burma's military, including to those responsible for widespread human rights abuses." MEC is led by Senior Gen. Min Aung Hlaing, the head of the military government, the Treasury Department says.

6:30 p.m. A United Nations human rights investigator calls for an emergency summit on Myanmar, saying that the diplomatic response to last month's military coup and the crackdown on dissent was "out of step with the scale of the crisis" "Conditions in Myanmar are deteriorating," Thomas Andrews, special rapporteur on human rights in Myanmar, says in a statement. "But they will likely get much worse without an immediate, robust, international response in support of those under siege."

6:00 p.m. Foreign ministers from Indonesia and Singapore once again call on Myanmar's military to stop the use of force to prevent further casualties in the country. After a meeting in Jakarta with his counterpart, Singapore's foreign minister Vivian Balakrishnan says both countries are "gravely concerned" with the situation in Myanmar, including the loss of human lives and use of lethal arms by the military. "We both believe that national reconciliation needs to occur and can only occur if both sides actually sit down in good faith, negotiate, and find a solution that works for Myanmar in the long term," he says, adding that there "should be no foreign interference" in resolving the situation. Indonesia's foreign minister Retno Marsudi says both countries "urge Myanmar to start dialogue to put democracy, peace and stability back on track," and that they support the initiative to hold a summit among ASEAN leaders "in the near future" to discuss the issue.

1:00 p.m. Thousands of pro-democracy activists took to the streets on Thursday, Reuters reports. Street protests were held in Yangon, the central city of Monywa and several other towns, according to witnesses and social media posts. Police broke up a street demonstration in the city of Mawlamyine and arrested 20 people, the Hinthar Media Corp says. At least two people were injured but there were no other reports immediately of casualties elsewhere.

10:00 a.m. According to Myanmar Now, several staff members of chain stores such as City Mart have been detained for participating in the civil disobedience movement.

9:00 a.m. The Global New Light of Myanmar reports that security forces have arrested 14 youths who were heading for areas controlled by ethnic armed groups. The state-run paper says that the youths were trying to attend an "explosion course."

Warren Buffett’s Berkshire Hathaway Inc. is proposing an $8.3 billion plan to help Texas avoid a repeat of February’s blackouts: Building a lot of new gas plants.

The conglomerate is asking state lawmakers to create a company that would add about 10 gigawatts of natural gas-fired power plants and gas storage for emergency supplies, according to a slide presentation seen by Bloomberg. The grid operator would control the plants and could call on them during periods of tight supply to prevent blackouts like the one that left more than 4 million homes and businesses in the dark for days.

If Berkshire is successful in its lobbying, Texas would be adding a massive amount of new gas-fired capacity at a time when President Joe Biden is trying to shift the country away from carbon-based electricity - and in a state that’s invested heavily in intermittent renewable resources. Under the proposal, customers would pay a fee to cover the costs of the plants in addition to the allowed rate of return approved by state regulators. A spokesman for Texas House Speaker Dade Phelan confirmed that the office had received the slides and had met with Berkshire regarding the plan.

The U.S. Federal Reserve announced on Thursday it would likely remove income-based restrictions on bank dividends and share buybacks for “most firms” in June after its next round of stress tests.

The central bank said that all large firms that can show they can stay above regulatory minimum capital requirements after undergoing the next stress test will no longer face those restrictions, which were imposed at the onset of the pandemic to help banks build up reserve cushions. Companies that see their levels fall below minimums during the test will have to adhere to the restrictions through Sept. 30. The Fed also announced that smaller firms, which only face a Fed stress test every two years, will automatically be freed of the payout restrictions on June 30.

MADISON — A former Democratic operative intricately involved in Green Bay’s November election was given access to “hidden” identifiers for the internet network at the hotel convention center where ballots were counted, according to new emails obtained by Wisconsin Spotlight.

Green Bay city officials insist the presidential election was “administered exclusively by City staff.” But the emails show Michael Spitzer-Rubenstein, Wisconsin State lead for the National Vote at Home Institute, had a troubling amount of contact with election administration.

“I’ll have my team create two separate SSID’s for you,” Trent Jameson, director of Event Technology at Green Bay’s Hyatt Regency and KI Convention Center, where the city Central Count was located on Election Day, wrote to Spitzer-Rubenstein.

SSID stands for Service Set Identifier. It’s an internet network’s name. Open up the list of Wi-FI networks on your laptop or phone, the list of SSIDs will pop up. Wireless router or access points broadcast SSIDs so nearby devices can find and display any available networks.

SSID hiding keeps the network name from being publicly broadcast. The SSID won’t immediately pop up in the display, although the network name remains available for use.

“One SSID will be hidden and it’s: 2020vote. There will be no password or splash page for this one and it should only be used for the sensitive machines that need to be connected to the internet,” Jameson wrote in his Oct. 27 email to Spitzer-Rubenstein. He in turn forwarded the email to Celestine Jeffreys, Mayor Eric Genrich’s chief of staff, on Oct. 30.

Also on the email were, Amaad Rivera-Wagner, the mayor’s community liaison; Jaime Fuge, Green Bay’s chief election inspector at the time; Shelby Edlebeck, multimedia communications specialist; and Mike Hronek, the city’s Information Technology Services administrator.

“The other SSID will be: gbvote and that one can be seen in the settings app of your phone or laptop under ‘networks’ and should be used for the poll workers who need internet,” Jameson wrote.

Jameson told Spitzer-Rubenstein there would be a third SSID, which was to be used by media or other guests “not part of your team.”

Why would a guy who has been described as a consultant or adviser to the city need to have hidden SSIDs? Why would the city want him to have knowledge of Service Set Identifers for “sensitive machines”? He was brought in to provide technical support, but why would Spitzer-Rubenstein receive such sensitive information before the city’s IT director and the clerk’s office?

Genrich, Green Bay’s mayor, did not return Wisconsin Spotlight’s call seeking comment.

As Wisconsin Spotlight first reported, Spitzer-Rubenstein and his National Vote at Home Institute were heavily involved in Green Bay’s election process.

Companies will now do triage on which supplies they need to move by air to keep operations going, Piza said.

The blockage of a major waterway is just the latest twist in a logistics market that has been upended for more than a year by Covid-19.

Innovative Interfaces is also associated with Cambridge Information Group in the spending database.

Silberstein has a Foundation bearing his name: Stephen M. Silberstein Foundation which, according to the IRS 2018 filing, had over $88M in net assets and only two officers/directors. Stephen and Paul Silberstein. In 2018, the Silberstein Foundation donated $300K to Media Matters, $225K to Vote at Home and $1.5M to Univ. California, Berkeley. (pages 28, 29 and 34 of IRS Form-990PF). The Silberstein Foundation bought 2,100 shares of Netflix in September 2018 (page 47).

The Suez Canal blockage is threatening to intensify a rare shortage of aluminum products crucial to the transport and construction industries.

As factory output surges in Europe and industrial buyers restock ahead of lockdown restrictions easing, supplies of specialist products like aluminum billet are tightening quickly. That’s helped push benchmark aluminum prices near the highest since mid-2018. Several Middle Eastern suppliers including Emirates Global Aluminium and Aluminium Bahrain BSC are specialists in the sector, and while there’s no sign of any significant aluminum hold-ups in the Suez queue, flows to Europe would be at risk if the blockage drags on. Dislodging the stranded Ever Given may take until at least Wednesday.

Short-term freight disruptions typically aren’t an issue in the well-supplied aluminum market, but the scramble for aluminum products in Europe has sent shipping premiums paid by consumers surging. Market observers say that the Suez crisis could worsen the situation. “It’s a little bit of a frenzy,” Kamil Wlazly, a senior metals analyst at Wood Mackenzie, said by phone from London. “There are much more important things going on than the Suez canal blockage - it’s just one more issue.”

Billet buyers in the U.S. are facing a similar shortage, while in top consumer China, government emissions regulations targeting key producers have drastically altered assumptions about supply.

Aluminum in Shanghai rallied to the highest level in almost a decade earlier this month as China’s green push was considered a “game changer” for the long-term outlook after years of gluts in the industry. Prices have eased this week after the nation was said to consider selling about 500,000 tons from state reserves to cool the market.

Aluminum rose 1.7% to $2,283 a ton by 12:40 p.m. on the London Metal Exchange, while Shanghai futures closed 2.1% higher. In other LME metals, copper climbed 1.6% to $8,923 a ton and zinc rose 1.6%, both trimming weekly losses.

Japan's Shoei Kisen apologizes as fears grow over trade disruption

The Japanese owner of the ship blocking the Suez Canal aims to get the vessel free by Saturday night Japan time, the company said on Friday.

Shoei Kisen set out its goal to free the Ever Given as the company's president apologized for the disruption caused by the stranding of the 400-meter long container vessel in one of the world's busiest waterways. The company, an affiliate of Japan's major shipbuilder Imabari Shipbuilding, is trying to remove sediment from around the bow of the 200,000 ton vessel but has "still not succeeded in doing so," Yukito Higaki said at a press conference on Friday. "We are continuing work to remove sediment as of now, with additional dredging tools," said Higaki in a statement. He said the company aims to free the ship "tomorrow night Japan time." Higaki apologized for the "great trouble and concern" as a result of the incident. "We want to work hard and get the situation back to normal," he said.

The Ever Given ran aground in the canal on Tuesday, completely blocking one of the world's main maritime arteries. The blockage is sparking fears over disruption to global trade as other vessels are delayed or rerouted. Around 10% of global trade passes through the Egypt-controlled waterway. Dozens of ships are waiting at each end of the canal. Shoei is not yet sure about the cost of the accident. "We will consult with an insurance company and respond once we receive [a bill]," Shoei's senior managing director Toshiaki Fujiwara said. There are currently no talks of compensation for delaying other ships. "Rescuing the ship is the priority, and negotiations [about compensation] would come later," Fujiwara said. The Panama-registered vessel is operated by Evergreen Marine of Taiwan.

Higaki explained that while Shoei owns the ship, the company has contracts with a German company for the ship's maintenance and crews. Shoei will be responsible for rescuing and repairing the ship. Asked about responsibility for compensation for losses caused by the blockage, Higaki said only that the company would comply with the law. "There are many laws," including international and local ones, Higaki said. Higaki acknowledged that he "cannot say for sure" whether insurance would cover the cost of dealing with the incident. He said the company is still investigating the cause. "We can only presume that it was due to a rapid change in weather conditions," he said. The company added that there were no reports about navigation instrument problems.

Five experts dispatched by an insurance company have been collaborating with local authorities in Suez since Thursday, according to the company, which is also arranging to dispatch two large tug boats to add to the 10 already at the site. Shoei said the ship's rudder was able to move freely. There is no oil leak stemming from the accident, the company added, nor any injury to crew. Several media reports have suggested that freeing the Ever Given could take at least several more days.

The Suez logjam is already raising freight rates and thus revenue for shippers. Shares in HMM, South Korea's largest shipping company, were up 14% in Seoul on Friday as expectations grew that some companies would profit from the disruption. HMM said one of its container ships coming from Europe was standing by outside the Suez Canal. "We are told that the Suez port authority will take action by the weekend. We are watching developments carefully," said a spokesman for HMM, also known as Hyundai Merchant Marine. Moody's, the credit rating agency, said on Friday that Europe's manufacturing, auto and auto suppliers were expected to be most affected by a blockage. "Even if the situation is resolved within the next 48 hours, port congestion and further delay to an already constrained supply chain is inevitable," said Daniel Harlid, a vice president at Moody's.

Ship tracking websites suggest that some vessels in the Atlantic and Indian oceans are starting to change course away from routes that would have taken them through the Suez Canal.

Sudan moves closer to debt relief with U.S. loan to clear World Bank arrears

Sudan has settled its debts with the World Bank after nearly three decades, moving the heavily indebted African country closer to a much-needed international debt-relief package, the World Bank and U.S. Treasury Department said on Friday.

World Bank President David Malpass said the move meant Sudan could now access nearly $2 billion in grants from the Bank’s International Development Association (IDA). The Sudanese government said $635 million would be immediately available for budget support and welfare spending.

Clearing the arrears, which date back to the years of former autocrat Omar al-Bashir and earlier, was made possible through a $1.15 billion bridge loan from the U.S. government.

Sudan’s Finance Minister Jibril Ibrahim said clearance of the arrears would enable the country to secure financing from the World Bank Group and other multilateral institutions and move forward with transformative development projects. U.S. Treasury Secretary Janet Yellen said Sudan deserved credit for implementing what she called a “robust economic reform program” that underpins the country’s transition to democratic rule after three decades of international isolation.

Sudan’s civilian-led transitional government took power in April 2019 after the overthrow of Bashir, ending years of international isolation. The country is seeking relief from some $56 billion in external debt owed to international financial institutions, official bilateral creditors and commercial creditors. About 85% of that is in arrears.

A source familiar with the matter said Sudan’s overall debt includes about $2.8 billion owed to the World Bank, IMF and African Development Bank; $19 billion owed to countries in the Paris Club of official bilateral creditors; $21 billion to non-Paris Club members; and the rest to commercial creditors. Sudan has made progress on a staff-monitored program with the International Monetary Fund, but its economy remains “extremely fragile” with inflation over 300% and shortages of basic goods, the IMF said this month. The latest move brings Sudan closer to the first phase of a broader debt relief package under the Heavily Indebted Poor Countries (HIPC) initiative as early as mid-2021, said one source familiar with the process.

The U.S. loan announced on Friday had been in the works for months after the United States removed Sudan from its state sponsor of terrorism list in late December. Sudan fulfilled one of the main conditions demanded by international donors in February when it took steps to unify its official and black-market exchange rates.

Dominion Voting Systems on Friday morning filed a $1.6 billion defamation lawsuit against Fox News, alleging that the conservative network pushed false accusations that the voting company had rigged the 2020 election, in order to make a profit and boost ratings.

"Fox sold a false story of election fraud in order to serve its own commercial purposes, severely injuring Dominion in the process," Dominion stated in its complaint.

The complaint, filed in Delaware, is the fourth in a series of lawsuits launched by the Denver-based voting company after it became the center of far-reaching false conspiracy theories surrounding its involvement in the 2020 election - fueled largely by right-wing figures close to then-President Donald Trump as part of the effort to overturn the results of the election.

In its first suit filed against a media company, Dominion claims Fox News pushed the "outlandish, defamatory, and far-fetched" claims as part of an effort to "lure viewers back" after they fled to other networks because they saw Fox as "insufficiently supportive" of President Trump after his loss.
