Microsoft Partners With Chinese Military-Linked Huawei Spinoff.
Microsoft – which has been facing a series of masssive hacks from the Chinese Communist Party – partnered with the tech firm Honor, a company recently spun off from the Chinese military-linked firm Huawei.
Microsoft is providing Honor’s laptops, such as the MagicBook Pro, with its Windows 10 operating system. The December 2020 partnership was announced just one month after Honor was spun-off of Huawei, a Chinese Communist Party-linked telecommunications company heavily sanctioned by the Trump administration.
Labeled a “national security threat” and Chinese military collaborator by the U.S. Department of Defense, Huawei routinely provides the Chinese Communist Party backdoor access to its products, networks and devices. The U.S. State Department also notes Huawei is used as an “instrument not only for making money but also for pursuing the Party-State’s agenda and fulfilling its strategic objectives […] deeply enmeshed in Beijing’s system of oppression at home and its increasingly assertive strategic ambitions globally.”
And Honor still retains links to the Chinese Communist Party, as the Shenzhen city government was one of several involved in the consortium that purchased Honor for over $15 billion. What’s more, the primary purchaser, Digital China, retains ties to Huawei through its partnerships with programs such as cloud computing.
Therefore, Microsoft is skirting restrictions on U.S. tech companies from collaborating with the Chinese Communist Party by working with Honor, which retains comparable ties to the Chinese government.
Honor CEO Zhao Ming was “happy” with the deal, noting it “will see us team up with Microsoft worldwide,” and Xiang Ligang, Director of the Information Consumption Alliance, noted that Microsoft’s decision to partner with Honor will likely catalyze more American companies working alongside the company.
“With one US company partnering with Honor, more US companies are likely to be on board in the near future, which can better solve Honor’s supply chain issues,” he emphasized.
The partnership follows a long list of Microsoft entangling itself with the Chinese Communist Party. It has created operating systems explicitly for use by the Chinese government and attended conferences alongside Chinese military proxies and state-owned tech firms.

North Dakota's Republican governor vetoes transgender sports bill
The governor kicked responsibility for governing state sports to the North Dakota High School Activities Association
The Republican governor of North Dakota on Wednesday vetoed a bill that would bar boy transgender athletes from playing on K-12 girls' sports teams, saying a state association that regulates high school activities is the best body to deal with transgender issues.
The bill, House Bill 1298, would have prohibited public elementary and secondary schools from "knowingly" allowing a student of the opposite sex to participate in a school-sponsored athletic team that is exclusively for females or exclusively for males. "Sex" is defined as "an individual's biological sex and is based solely on an individual's reproductive biology and genetics at birth." The bill has an exemption that would allow girls to play on boys' sports teams.
The bill also included an optional 2021-22 study to analyze the impact of these policies on student athletic events and directed findings from that study to be reported to the 2023 legislature.
The North Dakota bill is similar to bills introduced in 31 other states to prohibit transgender athletes from playing on sports teams that match their self-proclaimed gender. Arkansas, Mississippi, and Tennessee have signed those bills into law. Supporters of these bills say they protect fairness in women's sports by preventing males from competition against girls. Critics and transgender advocates say the legislation discriminates against trans youth.
In his veto message, North Dakota Gov. Doug Burgum (R) said there is no evidence to suggest girls' sports are in "immediate danger" of becoming unfair and asserted the bill "would unnecessarily inject the state into a local issue by creating a ban with myriad unforeseen consequences."
"To date there has not been a single recorded incident of a transgender girl attempting to play on a North Dakota girls' team," the governor wrote. He noted that the North Dakota High School Activities Association "already has regulations in place for participation in sex-separated interscholastic contests by transgender athletes."
"These regulations require transgender girls to undergo testosterone suppression treatment for gender transition for a full calendar year before they are eligible to compete in girls' sports," the governor said.
"The most responsive sports governance is the organization closest to the teams and athletes they govern. If a question should arise related to a transgender student and athletic competition, the NDHSAA, parents, child, their health care provider, their school and their coaches are in the best position to manage that unique situation, especially given the child's right to privacy."
The bill now heads back to the state House. According to KXMB-TV reporter Maddie Biertempfel, Republicans have enough votes to overturn the governor's veto in the House but not in the state Senate.

Opponents of the bill including the North Dakota Human Rights Coalition and Tri-State Transgender issued a statement Wednesday applauding Burgum's veto.
"Governor Burgum's veto sends a loud message to other lawmakers across the country considering similar legislation: Stop the attacks on transgender youth. North Dakotans should be outraged that transgender youth, who already face higher levels of discrimination, were chosen to be the target of this hateful legislation," Tri-State Transgender president Katrina Koesterman said.

Xi Jinping Promotes ‘Green Belt and Road’ at Biden Climate Summit
Chinese dictator Xi Jinping used his appearance Thursday morning at the Biden administration’s Leaders Summit on Climate to promote China’s Belt and Road Initiative (BRI), a debt trap program in which China offers predatory loans to developing countries in exchange for helping build infrastructure.
President Joe Biden invited dozens of world leaders to address the virtual summit on the occasion of Earth Day, an unofficial holiday promoting environmentalism, and offer proposals to reduce global pollution rates and discuss international programs to slow climate change.
China is the world’s biggest polluter, responsible for 28 percent of the world’s carbon dioxide emissions, according to the Union of Concerned Scientists. That rate is over twice the amount of carbon emissions as the United States, the world’s second-largest emitter. China has boasted that it intends to increase carbon emissions over the next decade and only “peak” by 2030, as permitted by the Paris Climate Agreement, while condemning Western nations whose carbon emissions have been steadily declining in the past decade.
President Donald Trump withdrew the United States from the Paris Climate Agreement during his tenure, but Biden reversed course and recommitted the U.S. to the deal as one of his first acts in office.
China’s state-run Global Times described Xi’s presence at the Leaders Summit on Climate as a “challenge” to Biden and the United States generally on its presence as the world’s dominant political power.
“Chinese experts warned that it would also be a big test for the Biden administration, casting doubts over its role as a global leader on climate change and questioning its true intention,” the propaganda outlet claimed.
Xi used his time at the summit to promote a newly rebranded “Green Belt and Road” as a solution to climate woes, a global plan in which China builds — for a profit — allegedly “green” infrastructure in developing countries. To that end, he urged the world not to ignore the contributions that developing countries can make to improving the environment.
“We must be committed to multilateralism. We need to work on the basis of international law, follow the principle of equity and justice, and focus on effective actions,” Xi said, urging a rigid “global climate governance” presumably led by China.
“We need to deliver social equity and justice in the cause of green transition and increase people’s sense of benefit, happiness, and security,” Xi urged, adding, “developed countries need to increase climate ambition and action.”
The BRI works by offering predatory loans to poor countries — most of them in Africa, Southeast Asia, and Latin America — the countries can then use to buy construction services from Chinese countries. This way, China keeps both the profits from the construction projects and interest from the loans. The projects tend to be geared towards improving transportation, such as new ports, railways, or highways in countries with minimal infrastructure.

Senate passes anti-Asian hate crimes bill
The Senate on Thursday passed legislation aimed at combating a rise in hate crimes against Asian Americans during the coronavirus pandemic in a 94-1 vote, with GOP Sen. Josh Hawley (Mo.) the only "no" vote.
The bill now goes to the House, where Democrats are expected to soon take up their version of the legislation.
Senate Majority Leader Charles Schumer (D-N.Y.) said that it was “time to stand up” on anti-Asian hate crimes.
A California State University, San Bernardino study that looked at 16 cities found a 149 percent increase in hate crimes targeting Asian Americans in 2020.
“By passing this bill we say to the Asian American community that the government is paying attention to them, has heard their concerns and will respond to protect them,” Schumer said.
“And second, by passing this bill we’ll send a message to the country that should be all too obvious by now: Hate crimes will not be tolerated,” he added.
Thursday’s vote followed days of behind-the-scenes negotiations to try to lock in support for the legislation, which needed at least 60 votes to pass.
The bill, spearheaded by Sen. Mazie Hirono (D-Hawaii), requires the Justice Department to designate an official to review coronavirus-related hate crimes and beefs up state and local resources.
As part of a deal with Sen. Susan Collins (R-Maine), Hirono changed language in the bill about what guidance the administration would be required to release. The bill initially called for guidance on the "best practices to mitigate racially discriminatory language" describing the coronavirus pandemic. The final bill instead calls for guidance "aimed at raising awareness of hate crimes during the COVID-19 pandemic."
Collins, saying that she enjoyed working with Hirono, urged Republicans to support the bill.
“In doing so, we can send an unmistakably strong signal that crimes targeting Asian Americans and Pacific Islanders in our country will not be tolerated,” she said.
Hirono also worked in legislation from Sens. Richard Blumenthal (D-Conn.) and Jerry Moran (R-Kansas) that aims to strengthen the reporting of hate crimes, offer support for hate crimes training for law enforcement and establish a hate crimes hotline.
Senators locked in a final deal on the bill late Wednesday night, allowing for votes on amendments from Sens. Ted Cruz (R-Texas) and John Kennedy (R-La.), as well as Marsha Blackburn (R-Tenn.) and Mike Lee (R-Utah).
The Cruz-Kennedy amendment would prevent federal funding from going to colleges that “discriminated against Asian Americans in recruitment, application review or admissions.”
The Lee amendment requires the Justice Department to investigate whether coronavirus-related restrictions on religious organizations violated the First Amendment. Blackburn's amendment, among other things, would further change the administration's guidance so that it was about how to report hate crimes during the pandemic.
All of the GOP amendments needed 60 votes to get added to the bill. None of them got added.

Prime Minister Yoshihide Suga is set to finalize the decision at a task force meeting on Friday, as a resurgence of infections puts pressure on the medical system with just three months until the Tokyo Olympics kick off. On Thursday, Osaka logged 1,167 additional cases, putting a serious strain on the western Japan prefecture's medical system amid an increase in its hospital bed occupancy rate for people in serious condition. The nationwide tally surpassed 5,000 for the second day in a row, returning to the level seen in late January when the previous state of emergency was in place in Tokyo, Osaka and other areas.
The government will examine the situation, including the availability of hospital beds for COVID-19 patients, and will make a decision after determining the necessary restrictions as well as the appropriate time period and area, its top spokesman, Chief Cabinet Secretary Katsunobu Kato, told a press conference. Tokyo, which reported 861 new cases on Thursday, and Osaka plan to ask major commercial facilities such as department stores, shopping malls and amusement parks to temporarily close. The Tokyo metropolitan government plans to request eateries serving alcohol to close temporarily, according to an official with knowledge of the situation. It may also call for events to be held without spectators in principle. Meanwhile, the Osaka governor has said he will ask restaurants and bars to stop serving alcohol and close on weekends, a step further than his current request for eateries to close by 8 p.m. Tokyo's daily infection figures are returning to levels seen in late January, when the second state of emergency was in place. Tokyo Gov. Yuriko Koike said Thursday, "We cannot suppress (the spread of the virus) in the way we did before. Stronger measures are needed."
The government could make exceptions for certain facilities in order to soften the blow to the economy, which is already reeling from COVID-19 restrictions and the loss of foreign tourists due to the pandemic, people familiar with the matter said. Infections have been back on the rise across the country despite a quasi-state of emergency covering 10 prefectures including Tokyo and Osaka. The daily nationwide total topped 5,000 on Wednesday for the first time in three months. Health experts have warned of the spread of highly contagious variants of the coronavirus, with a Ministry of Health, Labor and Welfare panel estimating they account for about 80 percent of all cases in Osaka and Hyogo, and a rapidly growing share in Tokyo. Suga has said the declaration of the country's third state of emergency, following those in April last year and January, will not affect the staging of the Tokyo Olympics and Paralympics, reiterating the government will continue efforts to ensure they are "safe and secure."
But public skepticism remains high, with 39.2 percent of respondents in a Kyodo News poll this month saying the games should be canceled and 32.8 percent saying they should be rescheduled.

The CEO of Thodex, a Turkish cryptocurrency exchange established in 2017, has fled the country and left user funds irretrievable.
The CEO of Turkish cryptocurrency exchange Thodex, Faruk Fatih Ozer, has fled the country after failing to transfer his shares to another investor, leaving “the remaining assets of about 390,000 active users ‘irretrievable,’” according to a report by Bloomberg.
Thodex’s lawyer, Bedirhan Oguz Basibuyuk, said the CEO fled Turkey because he would have been “either arrested or committed suicide” otherwise. Basibuyuk also explained that there was a liquidity problem with the exchange, explaining by phone that “[there] was a decline in Thodex’s assets. When too many users demanded their money back, the company was unable to meet those,” per the report.
A statement from Ozer on Thodex’s website also indicated that a years-old “hacking incident” has caused the financial problem.
“From today on, my sole aim is to repay my debt to you,” Ozer said in a statement addressed to the exchange’s users, according to Bloomberg. “The day I repay all my debt, I will return to my country and give myself in to justice.” The news comes after the exchange announced on Twitter that it had abruptly halted trading because the transfer of the shares to an outside investor could not be completed, according to a previous report from Bloomberg. Services would be shut for five working days, but users wouldn’t need to worry about their funds, the announcement said.
Thodex’s bitcoin trading volume only represents 1.73% of its total volume, according to CoinMarketCap, which would be about $10,129,386 worth. Dogecoin leads, representing a whopping 52.39% of the total trading volume. In mid-March, Thodex announced a dogecoin campaign, “saying it would distribute millions of Dogecoins to new registrants ... though many people have taken to social media to complain they never received them,” according to Bloomberg.
Although the Turkish central bank banned the use of cryptocurrencies for payments earlier in April, claiming excessive volatility and dangerous lack of regulation, exchanges could still operate. The ban seeks to specifically halt usage of bitcoin for payments, to protect the Turkish lira, and still allows Turks to buy bitcoin as an investment.
After this incident with Thodex, however, the future of bitcoin exchanges in the country is less certain.

On Thursday, Lt. Gov. Mark Robinson (R) testified at a hearing in the House of Representatives titled, "Oversight of the Voting Rights Act: The Evolving Landscape of Voting Discrimination." In his opening remarks, he said it was "insane" and "insulting" for anyone to compare the voter ID laws passed in Georgia and other states to Jim Crow laws that were used to tyrannize black Americans and keep them from voting.
"My people were put in the belly of ships, bound by chains, and endured the middle passage. My people were whipped, beaten, and sold as property. In Reconstruction and throughout Jim Crow, black people were intimidated, harassed, and even killed to keep them from having a voice in government," Robinson told House lawmakers. "Symbols like chains, nooses, and burnt crosses are not just symbols of death, they are symbols of forced and coerced silence.
"The sacrifices of our ancestors so I could have the opportunity to become the first black lieutenant governor of my state, to see a black man sit in the White House, and for millions of us to be leaders in business, athletics, and culture is incredible," he continued.
Turning to the Georgia law, which Democrats have accused of implementing "Jim Crow in 2021" by suppressing the minority vote, Robinson demanded to know how black voices were being silenced or kept out of the political process.
"How? By fear of a noose or chains? To be fired from work? To be ostracized by their communities? No. A free ID to vote. Let me say that again, a free ID to vote," he said.
He continued:
How absolutely preposterous. Am I to believe that black Americans who have overcome the atrocities of slavery, who were victorious in the civil rights movement, and who now sit in the highest levels of government cannot figure out how to get a free ID to vote?

Later in the hearing, Robinson made it clear that historically it was the Republican Party that supported voting rights for black Americans and the Democratic Party that supported voter suppression and Jim Crow.
"That history is clear who stood on which side at every turn in history. It is clear, it's not even in dispute," Robinson said. "What we want is integrity, we don't want power. We want integrity."
He also defended Republican-supported voter ID laws as "simple American responsibility" and reminded the Congress that Jim Crow laws "wasn't just a poll tax."

Debt Ceiling Set to Fuel T-Bill Drought Holding Rates Near Zero
Interest rates in the U.S. dollar-funding markets are pinned right near zero -- and the pressure that’s been holding them down is only set to intensify. Barring an act of Congress, the U.S. Treasury Department will likely need to slash its cash pile by hundreds of billions of dollars by July, when the currently suspended debt limit is set to return.
That will mandate that the Treasury cut its cash balance back to where it was before lawmakers gave it a reprieve from the borrowing limit. As a result, the federal government could reduce sales of short-term Treasury bills, further contributing to a scarcity that is fueling the downward pressure on short-term rates. The scale of how deeply the Treasury may need to cut its cash holdings which surged as it stepped up debt sales after the pandemic struck is complicated by other factors, as well. The Treasury’s cash balance must return to around $130 billion by July 30. But the government has been spending the $1.9 trillion from President Joe Biden’s rescue plan at a slower-than-expected pace, leaving it with $1.21 trillion in its account at the Fed at the end of the first quarter. That’s about $300 billion more than it initially estimated. It’s possible that income-tax receipts could also exceed estimates as they arrive through June, with stocks hitting record highs last year as the economy began to rebound. The rate on overnight general-collateral repurchase agreements remain cemented at zero, while yields on Treasury bills maturing in three months or less range from minus 0.013% to 0.015%. The pressure on secured rates spilled over to unsecured benchmarks as the three-month London interbank offered rate for dollars slid the most in seven weeks on Wednesday to a new record low, dropping almost 1.1 basis points to 0.17288%, the largest one-day decline since March 4. It’s possible that Congress could step in to pass new debt-ceiling legislation or extend the suspension, which could ease the expected shortage of Treasury bills in the months ahead.
But assuming there is no further change in the size of longer-dated debt sales, Wrightson ICAP on April 19 estimated that the Treasury would have to pay down almost another $390 billion of bills between now and July 30 to reach its cash balance objective of around $130 billion. With the $346 billion that’s already been paid down since the beginning of the year, that means a shrinkage of around 16% in the size of the total bills market.

Staff from the Iowa Department of Corrections incorrectly gave 77 inmates overdoses of the Pfizer COVID-19 vaccine, the department confirmed to the Des Moines Register.
The incident happened Tuesday at the maximum-security prison at Fort Madison, according to Cord Overton, a spokesperson for the department.
Overton said Thursday that none of the inmates became ill enough to need outside medical attention, such as hospitalization.
"The large majority of inmates continue to have very minor symptoms consistent with those that receive the recommended dose of the vaccine," he wrote in an email to the Register. "These include sore arm, body aches, and one inmate has experienced a low-grade fever, which was treatable with Tylenol."
Overton said early reports indicated the inmates were given up to six times the standard dose of the vaccine. He said prison officials have consulted with experts at the University of Iowa, the federal Centers for Disease Control and Prevention and Pfizer. He said the experts recommended the patients be monitored for at least 48 hours, but "they did not expect any inmates to have severe reactions."

Sen. Kuderer, 48th District, claimed a misunderstanding that the State Patrol had asked for an Emergency Clause when it had not, restricting the citizens opportunity to gather signatures for a referendum. Sen. Mike Padden (R) argued regardless of the mistake the People were given false information and acted upon it, because of this he did no concur moving the Act forward.
History
Summary of Engrossed First Substitute Bill:
It is unlawful for any person to knowingly open carry a firearm or any weapon:
• while at any demonstration being held at a public place — this prohibition applies whether the person carries the weapon on their person or in a vehicle;
• within 250 feet of a demonstration at a public place after a duly authorized state or local law enforcement officer advises the person of the demonstration and directs the person to leave until they no longer possess or control a weapon—this prohibition does not apply to any person possessing or controlling any firearm or other weapon on private property owned or leased by that person; and
• on the west state capitol grounds, in any building on the state capitol grounds, in any state legislative office, or at any location of a public legislative hearing or meeting during the hearing or meeting.
Federal, state, and local law enforcement officers and personnel are exempt from the prohibition when carrying a firearm in conformance with their employing agency's policy.
"Permitted demonstration" means a gathering of 15 or more people at a single event in a public place for which a permit has been issued by a government agency or has been designated as permitted by certain local government officials.
"Public place" means any site accessible to the general public for business, entertainment, or other lawful purpose. It includes, but is not limited to, the front, immediate area, or parking lot of any store, shop, restaurant, tavern, shopping center, or other place of business; any public building, its grounds, or surrounding area; or any public parking lot, street, right-of-way, sidewalk, public park, or other public grounds.
A person violating these prohibitions is guilty of a gross misdemeanor.
PRO: The purpose of openly carrying a weapon at a protest is to intimidate people who are exercising their First amendment rights. It only serves to increase the risk of violence or death. We have seen armed groups engaged with peaceful protesters sometimes with deadly consequences. The most alarming trend is the increase of armed vigilante activity and intimidation with firearms. This bill is a common sense approach to ensure that weapons are not used to intimidate peaceful protesters. This bill is modeled after an existing law in the pro-gun state of Alabama. The bill does not prevent someone with a concealed carry permit to carry concealed. There is not a conflict with the Second Amendment. You are just limited to how and where you can exercise the Second Amendment similar to existing restrictions for courts, jails, and such. This is a reasonable restriction on the Second Amendment.
CON: Many citizens choose to exercise the right to open carry firearms every day without incident. Others find it necessary to openly carry in order to deter criminal behavior in their neighborhoods and businesses especially when there is an absence of law enforcement resources. The definition of demonstration is unconstitutionally vague where anyone at anytime for any reason expressing views or grievances that have the effect of attracting a crowd somehow constitutes a demonstration. There is no definition of a crowd. It is unconstitutional to remove one person's Second Amendment constitutional rights solely on the basis of another person, three football fields away, exercising their First Amendment rights. The enforcement of this new law is ripe for abuse and certain communities could be targeted.

EFFECT OF HOUSE AMENDMENT(S):Removes language "as described in this chapter" when referring to a firearm or other weapon.
•Defines a "gathering" as a demonstration, march, rally, vigil, sit-in, protest, picketing, or similar public assembly, within the definition of a "permitted demonstration."

I will say that they all were very, very gracious in understanding how that could happen in a remote session like this it was unintentional but what is interesting about it Mr. President is once it was pointed out to me it became clear that this was a very much needed Amendment because we have what, have had a ninety days where there could have been armed protests and that would have led to the potential for some violence and possibly someone getting hurt so the Emergency Clause was added and sometimes mistakes turn out to be the right thing and in this case I believe that is true and we are recommending a concurrence. Thank you Senator.

Thank you Mr President and I'm going to recommend that we do not concur with this and primarily because the saga of the Emergency Clause because folks had the wrong information that the State Patrol wanted an Emergency Clause when they didn't. And while I certainly understand and accept the explanation of the gentle lady from the 48th District, still folks had the wrong information and there was no request by the State Patrol for the Emergency Clause and of course the Emergency Clause has a lot of consequences that prohibits the people, I don't know if they want to or not, but if they wanted to have a referendum they couldn't do it because of the Emergency Clause. So all this was never intended, never intended by the Senate, never even brought up when Law and Justice Committee dealt with

legislation and when the folks that the good Senator talked to, apparently all the ones from from her party, folks on the other side really felt that the fact that the information was false tainted that part of the bill. And so I think that's a big problem, inadvertent though it may be, and even though I am not questioning at all anybody's motives, it's just the results that false information was given, and the State Patrol did not not want an Emergency Clause. I have not seen anything or they have not changed their position that they want do want an Emergency Clause because we don't need an Emergency Clause. We want the people to have a chance if they so desire to get a signature, plus like I say there is no emergency.
