In news that is sure to stir controversy, the plea deals the Biden administration worked out with 9/11 masterminds Khalid Sheikh Mohammed and two others are back in effect. Secretary of Defense Lloyd Austin, who was not made aware of the plea deals when they were put into effect, tried to step in and stop them. Unfortunately, a military appeals court ruled he overstepped his bounds in doing so. A military appeals court has ruled against Defense Secretary Lloyd Austin's effort to throw out the plea deals reached for Khalid Sheikh Mohammed and two other defendants in the 9/11 attacks, a U.S. official said.

The document is not downloadable, unfortunately, only searchable. Still, it's encouraging, so if you want to have a Happy New Year, just click on the link below.

At the very bottom of the Excel document you'll note some good summaries, showing how many of the "sealed indictments" remain "sealed," versus "unsealed" and acted upon.

In a nutshell: 10% of the indictments filed between 2017-10-30 and 2024-06-29 have been "unsealed," but90% of the indictments remain "sealed."

Why leave them "sealed"?

Because we apparently had to wait until President Trump takes office in mere days.

Time will tell.

A Georgia state judge has taken his own life inside his courtroom. The body of Judge Stephen Yekel was discovered inside the Effingham County state court room on Tuesday morning. Romania cancels election results after Populist candidate wins

Romanian intelligence chiefs should be fired for creating an “ambiguous” report used by judges to annul the country’s general election results, a leading candidate has said.

Speaking exclusively to The Telegraph, Elena Lasconi took aim at “intelligence agencies, police, prosecutors, and even the internal revenue service” for their roles in a shambolic election process which ended in its cancellation.

The first-round result last month caused a political earthquake in the former communist country.

Polls had suggested that the incumbent centre-Left party led by Marcel Ciolacu, the prime minister, would easily win. However, Calin Georgescu, a pro-Russian critic of Nato, took 23 per cent of the vote share and surged into the lead.

Ms Lasconi, from the pro-European Save Romania Union (USR) party came second with 19 per cent, securing a place in the run-off.

The shock result sparked an investigation by intelligence agencies who allege that Romania was the target of “aggressive hybrid Russian attacks,” including on social media.

Mr Georgescu, who believes the moon landing was faked and that Covid-19 was not real, campaigned heavily on TikTok. His videos were viewed millions of times and his messages were amplified by tens of thousands of users – some of whom said they were paid.

Intelligence agencies claimed that Mr Georgescu’s surge in popularity was due to a “highly organised” and “guerrilla” messaging strategy co-ordinated by a “state actor.” They also questioned whether Georgescu had benefited from undeclared financing – which would be illegal. Mr Georgescu has denied any wrongdoing.

The report released by Romania’s Supreme Council of National Defense (CSAT), referenced Russia as a source of “aggressive hybrid actions, including cyberattacks and disinformation.” However, it stopped short of providing detailed evidence linking Russian interference to the election results.

Now, critics say that the evidence is thin and does not warrant the result being cancelled.

And Mr Georgescu has now found an unlikely ally in his opponent, Ms Lasconi.

The court’s decision was “illegal, immoral, and crushes the very essence of our democracy,” she said.

“Intelligence agencies, police, prosecutors, and even the internal revenue service – all of them failed to intervene when they needed to. Some people should pay the price for letting this happen under their watch,” she told The Telegraph.

“I haven’t yet seen one person in charge within the intelligence community being fired or quitting their job.”

“People demand answers, and more than a week later these details are not convincing,” Ms Lasconi added, calling the evidence “ambiguous”.

Posts that were amplified showed Mr Georgescu on the running track, throwing opponents in judo and riding a white horse in a traditional Romanian shirt.

Romanian lawyer Adrian Calin echoed public frustration with the vote’s annulment: “It is obvious that more is needed,” he said. “The exposure we have seen so far is not enough to justify such intrusive decisions as cancelling the popular vote.”

TikTok, which is headquartered in China, denies deliberately amplifying Georgescu’s account and being opaque about who is funding his campaign, but the European Commission has launched formal proceedings against the company because of “serious indications” of foreign interference and for breaching the Digital Services Act (DSA).

Apparent failures by Romanian intelligence agencies to act before the election have also been highlighted. The declassified files show that Romanian Tiktok influencers were contacted by FA Agency, a South African company offering €1,000 for videos promoting Georgescu. In total, some $381,000 had reportedly been funnelled to influencers on Tiktok via a Romanian cryptocurrency millionaire, on the basis that they made content supporting Mr Georgescu.

Another dark dynamic emerged in the days after the vote cancellation. Horațiu Potra, a Wagner-style mercenary leader, was arrested while en route to Bucharest along with a gang of 20 heavily-armed men.

Potra spent the eve of the cancelled vote with Mr Georgescu and was feared to be heading to the capital with plans to incite unrest. Despite photographic evidence showing the men together, Mr Georgescu initially denied knowing Potra – who was in the French Foreign Legion and then worked as a military contractor in the Democratic Republic of Congo.

“We now have a very polarised society, something that I have never experienced, not even during the turbulent 90s,” Ms Lasconi told The Telegraph, describing the growing tensions in Romania.

George Simion, the leader of Romania’s Right-wing AUR party, which gained nearly 14 per cent of the vote in the first round, has called for the resignation of current President Klaus Iohannis and the judges of the Constitutional Court, accusing them of orchestrating a “coup d’état” by cancelling the vote. Mr Iohannis has said he will remain in the position until a new president is elected next year.

Romania’s situation has drawn comparisons to Moldova and Georgia, both of which faced Russian election interference this year. “The scheme Georgescu used to promote himself on TikTok is reminiscent of Russian ways. All these things should have had answers well before the Constitutional Court intervened and annulled the elections”, Lasconi told the Telegraph, highlighting Romania’s position in the geopolitical “buffer zone” which covers the three countries.

“We, the Moldovans, and the Georgians live inside this buffer that Russia feels compelled to control every now and then. Therefore, we constantly need to do things to avoid being sucked into the vortex of Russian influence,” she said. “If anyone thinks the Russians are giving up, think again”.

Russia fails to persuade Saudi Arabia and Turkey to join BRICS

Russia, in the final days of its BRICS chairmanship, has succeeded in recruiting nine new partner countries for the geopolitical bloc but has failed to secure deals with key targets such as Saudi Arabia and Turkey.

Despite months of effort from Russian leaders, the Saudi and Turkish governments are both still stalling their decisions on invitations to affiliate with the bloc, in which Russia and China play leading roles.

Turkey’s decision has been closely watched because it would have been the first member of the North Atlantic Treaty Organization to be associated with BRICS.

The BRICS group has emerged as a rising rival to the Western-dominated G7 group of countries in recent years. The nine-member bloc, which represents almost half of the world’s population and about a quarter of the global economy, is working on a new global payments system to bypass Western sanctions in the banking sector.

The group’s name is an acronym for its earliest members: Brazil, Russia, India, China and South Africa. It expanded last year to include Ethiopia, Egypt, Iran, and the United Arab Emirates.

On Wednesday, nine new countries will join the bloc as partner states - one level below full membership – when Russia hands over the rotating BRICS leadership to Brazil, officials in Moscow said last week. The new partners are Indonesia, Malaysia, Cuba, Belarus, Kazakhstan, Uzbekistan, Bolivia, Thailand and Uganda.

But four other countries - Turkey, Nigeria, Vietnam and Algeria – were invited to become partner states at the latest BRICS summit in October and have not accepted so far. None has stated publicly any reasons for the decision.

Saudi Arabia, meanwhile, was invited to become a full member of the bloc in 2023, and Moscow had publicly counted the oil-rich country as a member. But later, the Saudi government said it was still considering the matter, and it has now decided to suspend its decision, Russian officials said last week.

Patrick Bond, a scholar at the University of Johannesburg who studies BRICS, wrote this weekend that Western pressure is probably one reason why some of the countries have not accepted the BRICS invitation.

In a sign of growing Western unease with the fast-growing bloc, U.S. president-elect Donald Trump last month threatened to impose tariffs of 100 per cent on imports from BRICS countries if the group does anything to weaken the U.S. dollar’s traditional dominance in global trade.

“We require a commitment from these countries that they will neither create a new BRICS currency nor back any other currency to replace the mighty U.S. dollar, or they will face 100-per-cent tariffs,” Mr. Trump said in a social-media post on Nov. 30.

In fact, the creation of a BRICS currency is extremely unlikely and could only be a long-term possibility, the bloc’s members say. Instead, they are hoping that a growing share of trade among BRICS members can be conducted in the national currencies of its member states rather than the U.S. dollar.

Over the past year, Russia has exploited its role as chair of BRICS to forge closer relations with dozens of Global South countries. It held more than 250 events in Russia for BRICS members and other interested countries and businesses.

Despite its failure to secure deals with Saudi Arabia, Turkey and others, Moscow still seems pleased with the results of its lobbying efforts. “BRICS has become extremely popular,” Russian Foreign Minister Sergei Lavrov told journalists last week.

He noted that 35 countries had sent delegations to the BRICS summit in Russia in October. “This high level of attendance demonstrates how important this structure has become and that there is a growing interest for forging closer ties with BRICS.”

Countries such as Saudi Arabia, however, are reluctant to join an organization that could antagonize Washington. “Saudi Arabia cannot risk alienating China or Russia, but it also cannot afford to burden its relationships with the West by in any way endorsing China and Russia’s attempts to build an anti-Western bloc,” scholars Oliver Stuenkel and Margot Treadwell wrote in an analysis for the Carnegie Endowment last month.

“Instead, Saudi Arabia has chosen a tricky balancing act of an ambiguous approach to BRICS that leaves it room to adapt to changing global conditions, including the coming U.S. leadership change.”

Japan and U.S. strengthen agreement on nuclear weapons

TOKYO – Japan and the United States will communicate regarding Washington’s possible use of nuclear weapons in the event of a contingency, the two governments have stipulated in their first-ever guidelines for so-called extended deterrence, The Yomiuri Shimbun has learned.

According to Japanese government sources, Japan will convey its requests to the United States via the Alliance Coordination Mechanism (ACM), through which the Self-Defense Forces and U.S. forces maintain contact with each other.

Establishing such an operational framework is aimed at strengthening the U.S. nuclear umbrella that protects Japan and enhancing its deterrence capabilities against North Korea and China.

Against North Korea, China

The Foreign Ministry announced the formulation of the guidelines Friday but had not disclosed the details, as they contain classified military intelligence.

The U.S. president, who is also the commander in chief of U.S. forces, has the sole authority to authorize a nuclear attack. Before the completion of the guidelines, no written statement existed that said Japan was allowed to pass on its views to the United States regarding Washington’s possible use of nuclear weapons.

Extended deterrence is a security policy aimed at preventing a third country from attacking an ally by demonstrating a commitment to retaliate not only in the event of an armed attack on one’s own country, but also in the event of an attack on an ally.

Responding to North Korea’s nuclear development program and China’s military buildup, the Japanese and U.S. governments in 2010 began holding working-level consultations in which their foreign and defense officials meet regularly to discuss nuclear deterrence and other issues. Japan has expressed its stance on the use of nuclear weapons in the meetings.

The two countries will exchange views on Washington’s use of nuclear weapons also in the framework of the ACM, which was set up in normal times under the revised Guidelines for Japan-U.S. Defense Cooperation in 2015.

Under the ACM, discussions are designed to take place both by the Alliance Coordination Group, comprising director general-level officials of the diplomatic and defense authorities, and by the Bilateral Operations Coordination Center, involving senior officials of the SDF and U.S. forces. If necessary, high-level discussions involving Cabinet members are also expected to be held.

This system will enable Japan to convey its views to the United States on Washington’s potential use of nuclear weapons at all stages, from normal times to contingencies.

The environment surrounding nuclear weapons is deteriorating. Russia has hinted at the possibility of using nuclear weapons in its ongoing aggression against Ukraine.

In East Asia, North Korea conducted its sixth nuclear test in 2017 and has greatly improved its ballistic missile capabilities. China is expected to possess more than 1,000 operational nuclear warheads by 2030.

Prime Minister Shigeru Ishiba said at a plenary session of the House of Councillors on Dec. 3 that he had instructed relevant secretariats to strengthen even further the credibility of the extended U.S. deterrence.

Under the newly formulated guidelines, Washington still holds the final decision on the use of nuclear weapons. However, a senior Foreign Ministry official said that the guidelines “have great significance as a message of strengthening deterrence.”

How a $12.98 T-Shirt Is Made in America - at a Profit

Walmart aisles are piled high with goods this holiday season, but one item sticks out: cotton T-shirts that were made in America and cost $12.98.

The U.S. is awash in a sea of cheap imports that has destroyed much of the domestic apparel industry. In 2023, less than 4% of the apparel purchased in America was made here.

Seeking to turn the tide, Donald Trump imposed tariffs in 2018 on Chinese imports during his first term as president and has proposed additional tariffs on all imports in his second term, including items from neighboring Canada and Mexico.

But it wasn’t tariffs that made the $12.98 shirt economically feasible, says Bayard Winthrop, the chief executive and founder of American Giant, the U.S. apparel company producing them. It was Walmart’s heft—and guaranteed orders.

The country’s biggest retailer—and importer of consumer goods—pledged in 2013 to buy more items that were made, grown or assembled in the U.S. In 2021, Walmart increased its goal and promised to spend billions more each year through 2030. More than half of Walmart’s sales come from groceries, most of which are produced domestically.

Winthrop said that without Walmart acting as a backstop by committing to buy a predetermined number of shirts over time, American Giant’s suppliers wouldn’t have had the confidence to make the investments in automation and other upgrades that drove down production costs. A Walmart spokesman confirmed that the retailer essentially signed noncancelable purchase orders.

The T-shirt project brought together what Winthrop has called “strange bedfellows.”

Born in Greenwich, Conn. and a descendant of the first governor of the Massachusetts Bay Colony, Winthrop started out on Wall Street as an investment banker before moving to San Francisco and the apparel industry. He started American Giant in 2011 to re-create the soft, thick Champion sweatshirts and flannels of his youth.

“There are a million things that I disagree with Walmart about,” Winthrop said. “American Giant is premium and made in America. They are mass market and global.”

But on a 2023 podcast, Winthrop praised Walmart’s American-made program, telling the host, “You might think on the face of it that I’d be an anti-Walmart person, but boy do I value a company like that that is taking a stand.”

The podcast made the rounds of Walmart executives, who invited Winthrop to the company’s Bentonville, Ark., headquarters for what would be the first in a series of discussions that would last around six months.

“If you had asked me a year ago if I could make a T-shirt in the U.S. for $20, I’d say no way,” Winthrop said. American Giant sells T-shirts on its website and in a handful of retail stores for $40 to $60.

The company buys yarn that is grown, spun, dyed and sewn in the U.S., contracting with suppliers mainly in the Southeast. It also owns a cutting and sewing facility in Middlesex, N.C., and is part owner in another sewing facility in Los Angeles, which was opened specifically to make the Walmart T-shirts.

How did it get the price down? By automating parts of the process to keep labor costs low, American Giant was able to compete with countries like Vietnam and China where workers are paid a fraction of the U.S. minimum wage.

“You can make almost anything here, as long as it doesn’t require lots of labor,” Winthrop said.

Unlike some other industries that have become highly mechanized, there are limits to automation in apparel. For the most part, fabric is still sewn by humans.

To fulfill Walmart’s order for hundreds of thousands of shirts, American Giant and its partners hired 75 people to staff the Los Angeles sewing facility. The company and its suppliers also spent $1 million on machinery designed to make production faster and more efficient. It also tweaked the design.

To arrive at the $12.98 price, American Giant sifted through data provided by Walmart that forecast how many shirts it could expect to sell at various prices. “We could then go to our partners and say, ‘Depending on pricing, we’re either going to sell 10 T-shirts or 10,000 or a million,’” Winthrop said.

The T-shirts arrived in 1,700 Walmart stores in time for the July 4 holiday. They were up against other 100% cotton T-shirts selling for half as much. Those shirts didn’t have any American emblems. Walmart bars suppliers from using the term “American Made” or the American flag on products that aren’t made in the U.S.

Now, American Giant is making 100% cotton sweatshirts for Walmart that will arrive in stores in January and sell for $38.98. A similar-looking pullover hoodie with a front pocket that American Giant sells to its own customers retails for $148.

Despite the success of American Giant and a handful of other apparel companies that have figured out how to produce domestically without losing their shirts, it is unclear how much Americans care about buying products made in the U.S.

The opening of borders ushered in a golden era of ever-lower prices for American consumers and fatter profits for manufacturers who chased cheaper labor in offshore locales. With the uptick of inflation in recent years, budget-minded shoppers have become even more price conscious.

“People say they prefer American made but they often don’t put their money where their mouth is,” said Neil Saunders, who tracks the retail industry as managing director of research firm GlobalData.

Despite tariffs and other efforts by the Trump and Biden administrations to bring back manufacturing, 23 U.S. textile plants have closed in the past 18 months, according to the National Council of Textile Organizations.

Winthrop said he is starting to get more inquiries from big brands—who are drawing up battle plans in case the new round of tariffs go into effect—asking, “Can you make this for us?”

Still, he has plenty of meetings like his recent one with an executive for a large American retailer, who couldn’t name a single U.S. factory or vendor.

“If little old me can spin up a big program for Walmart,” he said, “a big brand with all of its muscle should be able to do something similar.”

The estimated date for the release of the limited amount of hostages in Gaza would be around Trump's inauguration on January 20, the report said.

A senior official involved in hostage negotiations has said that Hamas may agree to a brief deal that would see a limited amount of hostages released as a gesture in preparation for Donald Trump's inauguration as President of the United States at the end of January, according to an exclusive Saturday evening report by N12.

The estimated date for the release of the limited amount of hostages in Gaza would be around Trump's inauguration on January 20.

The source involved in the talks said that discussions are currently underway on an outline for a limited deal, despite previous foreign reports of a broader hostage release deal that would be completed in phases, N12 noted. The Israeli source also stated that details, including the number of hostages expected to be released as part of it, are prohibited from publication.

The Prime Minister's Office issued a response to the N12 report, denying the entire thing.

"The report this evening by N12 that claims that there are current negotiations for a limited hostage deal as a 'gesture' for the United States is a complete lie," the statement said.

Trump: "All hell to pay if hostages aren't released"

At the end of last month, US Senator Lindsey Graham said that President-elect Donald Trump wants a hostage deal before his inauguration. “Trump is more determined than ever to release the hostages and supports a ceasefire that includes a hostage deal. He wants to see it happening now," he said. “I want people in Israel and the region to know that Trump is focused on the hostages issue.”

A few days later, Trump said, "If the hostages are not released prior to January 20, 2025, the date that I proudly assume Office as President of the United States, there will be ALL HELL TO PAY," in a post on Truth Social.

Trump's Middle East envoy, Steve Witkoff, warned earlier this month of consequences if the hostages are not released.

in addition it seems to be important because if you check the dates and signatures at the bottom of the document, Clapper and Lynch signed this document after Trump won in 2016 but before he became president. the document contains provisions on what data intelligence services can get from NSA.

if I understand correctly, Obama quickly needed some sort of backdoor access after Hillary lost (which this plan was only to be disclosed in 2041, years after the fact) but Trump published this plan by declassifying the document later (I don't know when the document was released / declassified)

From a long-time (25-yrs) expat in South Korea: we are NOT getting an accurate depiction of the situation here through the media. President Yoon is right about at least one thing: this country has been heavily infiltrated and is in danger of being overrun by filthy fucking AIDS commies, globohomo interests, inveterate enemies of God and tradition. Also, presumably he didn't do what he did without the blessing of the military.

I am trying to view this situation in context of Trump's return and the Russia / Ukraine / CCP / DPRK situation. Yoon is not a shitkicking moran. There are still some important unanswered questions. If the 헌법 (Korean Constitution) really stipulates that martial law precludes any and all political activity, then how was it that an Assembly vote which transpired in direct violation of the Constitution negated Yoon's declaration? Also, if that selfsame Constitution also stipulates that the President must stand down from his declaration if the Assembly votes against it, how are we to square this apparent contradiction in the law itself?

My Korean wife is embarrassed and ashamed of her country right now. I told her she ought not to be. Something truly dire and precarious is afoot. The real situation is way worse, I think, after a day's reflection, than I initially took it to be last night. I think the ramifications might be immense. I'm a humble meme maker, not much of a digger, but I think the digging on SK should be going full steam ahead. Just my 이십원 (2 cents)...

Why Has The World Suddenly Gone Completely Nuts?

Chaos is starting to erupt all over the planet. Martial law was just declared in South Korea, civil unrest is raging in the streets of Georgia, and civil war threatens to topple the Assad regime in Syria. It is almost as if someone decided to flip a switch and now vast hordes of people are going completely nuts. Unfortunately, I think that this is just the beginning, because I am convinced that civil unrest will be a major theme in 2025.

On Tuesday, the entire world was shocked by footage of crazed protesters clashing with riot police just outside of the National Assembly in South Korea…

Shocking images showing dozens of riot cops and armed police officers pushing back enraged rioters outside the National Assembly shortly after Yoon’s address was broadcast to the nation.

Meanwhile, news cameras captured the moment helicopters descended from the evening skies and landed on top of the parliament building before troops disembarked and began locking down the location.

Other footage and pictures later showed heavily armed soldiers in tactical equipment stalking through the hallways of the National Assembly. Parliamentary aides were seen trying to push the soldiers back by spraying fire extinguishers.

The president of Sorth Korea imposed martial law in a desperate attempt to quell the unrest, but he was forced to end it after just six hours…

Martial law was enacted in South Korea for just six hours, prompting widespread outrage after the President cited ‘threats’ from North Korea.

President Yoon Suk Yeol issued the order in a television address, vowing eliminate ‘anti-state’ forces as he suspended parliament, banned political gatherings and ordered the end of a long-running doctors’ strike.

Just hours after doing so, the National Assembly unanimously voted to lift martial law. President Yeol has since announced the martial law is over, with his cabinet officially ending it.

We have never seen anything quite like this in South Korea.

Normally, South Koreans are so calm.

Are North Korean operatives responsible for stirring up trouble?

Could it be possible that the Chinese are behind the unrest?

Hopefully some answers will emerge in the days ahead.

Meanwhile, violent protests continue to rage in the streets of Georgia, and as a result dozens of people have been hospitalized…

More than 40 people in the former Soviet nation of Georgia have been hospitalized following a brutal police crackdown on protesters in a move that was backed by pro-Russia Prime Minister Irakli Kobakhidze.

Tens of thousands of protesters hit the streets in the capital city of Tbilisi for a fourth night on Sunday after Kobakhidze’s ruling party, known as the Dream Party, suspended the country’s 15-year push to join the European Union (EU) last week.

“Any violation of the law will be met with the full rigor of the law,” Kobakhidze said during a weekend briefing. “Neither will those politicians who hide in their offices and sacrifice members of their violent groups to severe punishment escape responsibility.”

The prosecution arrested former Defense Minister Kim Yong-hyun on Sunday amid a probe into alleged treason following President Yoon Suk Yeol's short-lived declaration of martial law last week.

South Korean police have launched a probe targeting President Yoon Suk Yeol, after he briefly imposed martial law, a senior officer has announced.

The head of the National Police Agency’s investigation headquarters, Woo Jong-soo, told South Korean lawmakers that “the case has been assigned” against Yoon, AFP news agency reported on Thursday.

According to Woo, the president is suspected of “insurrection.”

The crisis in South Korea erupted on Tuesday when Yoon delivered a surprise televised address declaring emergency martial law, on the grounds that the opposition – which he accused of being sympathetic towards the North – had been preparing a “rebellion.”

Within hours, 190 lawmakers, who managed to access the National Assembly despite military cordons, voted unanimously to lift the decree. Thousands of people took to the streets to condemn the president’s actions.

Early on Wednesday, Yoon said he had decided to lift martial law, less than six hours after imposing it. Later that day, the opposition Democratic Party, which has a majority in parliament, announced that it would file a motion to impeach the head of state.

Yoon’s People Power Party (PPP) has said it will block the attempt to impeach the president.

“All 108 lawmakers of the People Power party will stay united to reject the president’s impeachment,” the party’s floor leader, Choo Kyung-ho, told a live-streamed party meeting.

The head of PPP, Han Dong-hoon, told reporters that by resisting the impeachment, his party is “not trying to defend the president’s unconstitutional martial law.”

According to Yonhap news agency, the opposition plans to hold an impeachment vote in parliament on Saturday, and needs the backing of just eight PPP members to succeed.

South Korea plunged deeper into political chaos on Friday as parliament voted to impeach Prime Minister and Acting President Han Duck-soo, just two weeks after impeaching President Yoon Suk Yeol over his short-lived emergency martial law stunt.

South Korea's parliament voted with 192 lawmakers to impeach Han, exceeding the critical 151-vote majority in the 300-member legislature. This now means Finance Minister Choi Sang-mok will serve as acting president.

"I announce that Prime Minister Han Duck-soo's impeachment motion has passed. Out of the 192 lawmakers who voted, 192 voted to impeach," said National Assembly Speaker Woo Won-Shik.

South Korean court issues warrants to detain impeached President Yoon and search his office over declaring Martial Law

SEOUL, South Korea (AP) — A South Korean court issued warrants Tuesday to detain impeached President Yoon Suk Yeol and search his office and residence over allegations of rebellion in connection with his short-lived declaration of martial law.

It’s the first time for a warrant has been issued to detain a sitting South Korean president. But experts say there is little chance of detention or searches unless Yoon is formally removed from office.

The Seoul Western District Court issued warrants to detain Yoon and to search the presidential office and residence in central Seoul, according to a statement from the Corruption Investigation Office for High-Ranking Officials, which is leading a joint investigation with police and military authorities.

The agency says it’s been investigating whether Yoon’s Dec. 3 declaration amounted to rebellion.

Under South Korean law, the leader of a rebellion can face the death penalty or life imprisonment if convicted. Yoon has presidential immunity from most criminal prosecution, but the privilege does not extend to allegations of rebellion or treason.

Yoon’s powers have been suspended since the opposition-controlled National Assembly voted to impeach him on Dec. 14 over his imposition of martial law, during which hundreds of troops and police officers were deployed at the assembly. By law, a president in South Korea is allowed to declare martial law only during wartime or similar emergencies and has no right to suspend parliament’s operations even under martial law.

Yoon has argued his decree was a legitimate act of governance, calling it a warning to the main liberal opposition Democratic Party, which he has called “a monster” and “anti-state forces” that has used its legislative majority to impeach top officials, undermine the government’s budget, and which he claims sympathizes with North Korea.

The Constitutional Court is to determine whether to dismiss Yoon as president or reinstate him.

Experts said Yoon is likely to ignore the warrants. He’s already dodged repeated requests by investigative authorities to appear for questioning, and the presidential security service has blocked attempts to search his office and residence citing a law that bans raids on sites with state secrets.

Yoon Kap-keun, a lawyer for the president, called the detainment warrant “invalid” and “illegal,” saying the anti-corruption agency lacks legal authority to investigate rebellion charges. The presidential security service said it will provide security to Yoon in accordance with the law.

The anti-corruption agency said it has no immediate plans on how to proceed with the warrants.

“Unless Yoon voluntarily lets them detain him, there is no way to detain him,” said Choi Jin, director of the Seoul-based Institute of Presidential Leadership. “Should investigators have hand-to-hand fights with the security service?”

Choi said that investigators were still likely to visit Yoon’s residence to show they are strictly and fairly carrying out their work.

Park Sung-min, president of Seoul-based political consulting firm MIN Consulting, said the push for an arrest warrant is likely an attempt to pressure Yoon to cooperate with investigations.

Former President Park Geun-hye, who was thrown out of office in 2017 following an impeachment over a corruption scandal, also refused to meet with prosecutors while in office. She underwent questioning by them and was arrested after the Constitutional Court removed her from office.

Yoon’s imposition of martial law lasted only six hours but triggered huge political turmoil, halting high-level diplomacy and rattling financial markets. Despite Yoon’s deployment of troops and police, enough lawmakers managed to enter the assembly chamber to overturn it unanimously.

Yoon’s defense minister, police chief and several top military commanders have already been arrested over their roles in the martial law enactment.

Yoon has claimed he wasn’t trying to stop the functioning of the assembly, saying that the troops were sent to maintain order, and also denied planning to arrest politicians. But comments by now-arrested commanders of military units sent to the assembly have contradicted this claim.

Kwak Jong-keun, the commander of the Army Special Warfare Command, testified at the National Assembly that Yoon called on troops to “quickly knock down the door and drag out the lawmakers who are inside.” Kwak said he did not carry out Yoon’s orders.

The country’s political crisis deepened last Friday, when the Democratic Party and other small opposition parties voted to impeach acting President Han Duck-soo as well over wrangling over his refusal to fill in three justice seats at the Constitutional Court. Observers say adding more justices could affect the court’s ruling on Yoon’s impeachment.

The deputy prime minister and finance minister, Choi Sang-mok, has become South Korea’s new interim leader.
