China Uses Water Cannons Against Philippine Ships

MANILA/SHANGHAI, March 23 (Reuters) – China’s coast guard said it had taken measures against Philippine vessels in disputed waters of the South China Sea on Saturday, while the Philippines decried the moves, including the use of water cannons, as “irresponsible and provocative.”
China’s actions led to “significant damage” and injury to personnel on a civilian boat hired to resupply troops, the Philippine task force on the South China Sea said in a statement.
The incident occurred in the Second Thomas Shoal and Spratly Islands waters, according to the Chinese coast guard. The shoal is home to a small number of Filipino troops stationed on a warship that Manila grounded there in 1999 to reinforce its sovereignty claims.
China claims almost the entire South China Sea, including the Second Thomas Shoal, which is within the Philippines’ 200-mile (320-km) exclusive economic zone, and has deployed vessels to patrol the disputed atoll. A 2016 ruling by the Permanent Court of Arbitration found that China’s sweeping claims have no legal basis.
The civilian boat was being escorted by two Philippine navy ships and two Philippine coast guard vessels, according to a statement from the Philippine military.
A Philippine coast guard vessel was “impeded” and “encircled” by a Chinese coastguard vessel and two Chinese maritime militia vessels, the Philippine coastguard said in a separate statement.
VESSEL ISOLATED
As a result, the Philippine coast guard vessel was “isolated” from the resupply boat by the “irresponsible and provocative behavior” of the Chinese maritime forces, the agency said.
Washington “stands with its ally the Philippines and condemns the dangerous actions” of China, State Department spokesperson Matthew Miller said in a statement.
“The PRC’s actions are destabilizing to the region and show clear disregard for international law,” Miller said, referring to the People’s Republic of China.
Gan Yu, a spokesperson for China’s coastguard, said the Philippines had broken a promise to remove the grounded vessel and sent two coastguard ships and a supply ship into the Second Thomas Shoal waters, 18 days after the last round of supplies.
China has not said who promised the removal or when that promise was made. The Philippine defense ministry, foreign ministry and military leaders have repeatedly said there was no such promise.
Gan said the Philippines had on Saturday infringed and provoked trouble, and deliberately undermined the peace and stability of the South China Sea.
The Philippine vessels ignored China’s repeated warnings and route controls and forced their way in, Gan added. The China coast guard implements regulations in accordance with laws and handles matters in a reasonable, legal, and professional manner, he said.
“If the Philippines continues to act unilaterally, China will continue to take resolute measures to safeguard its territorial sovereignty and maritime rights and interests,” China’s foreign ministry said.
“All consequences caused by this shall be borne by the Philippines.”
But the Philippines will not be deterred “by veiled threats or hostility” from exercising its legal rights over its maritime zones, including the Second Thomas Shoal, its task force said.

First fatal mountain lion attack in 20 years leaves man dead and brother injured in Georgetown, California
One man died and another suffered 'traumatic injuries' to the face following a mountain lion attack in rural California - the first in two decades.
The men, two brothers aged 21 and 18, were searching for shed antlers in a remote part of Georgetown, a small community 50 miles outside Sacramento.
Around 1:13 pm Saturday, the 18-year-old phoned 911 to say that he and his brother were attacked, leaving him with 'traumatic injuries to his face,' according to the El Dorado County Sheriff’s Office. The teen added he had been separated from his brother.
First responders arrived at the scene around 20 minutes later. They began treating the 18-year-old and launched a search for the 21-year-old.
'Shortly after the search started, they located a man down, and next to that individual was a mountain lion in a crouched position,' Kyle Parker, a spokesman for the sheriff's office, told KCRA 3.
Deputies fired shots to scare the lion off before finding that the older man was already dead.
The animal was captured by wardens and trappers from the California Department of Fish and Wildlife. It was euthanized near the scene of the attack, the sheriff's office said.
'The mountain lion has been sent to the CDFW forensics laboratory to obtain DNA information and general health of the lion,' the office wrote.
Mountain lion attacks are exceedingly rare, and the last fatal encounter in the state occurred in 2004, according to CDFW records.
Since 1890, there have been fewer than 50 verified attacks on humans in California, only six of which have been fatal.
What makes the attack even more rare is that victims are alone in most instances.
'When you hear about stuff like that, you get a little on edge,' local Daniel Lesher told KCRA 3.
'I was surprised to hear that it was going after humans. It's not uncommon for them to go after livestock.'
The circumstances surrounding the attack are unclear. The sheriff's office says more information will be made available after an investigation.
Mountain lions are solitary animals that travel alone except during mating or cubbing season, according to the National Park Service.
They are known as a keystone species, keeping prey populations in check and culling invasive species.
In the instances where lions do attack humans, most are injured, stressed, or hungry, the NPS says.
'A hungry, stressed mountain lion with only one good eye, upon observing an abundance of slow, frequently inattentive bipeds on park trails may attack one of us humans, hoping for an easy meal,' the agency wrote on its website.

Putting paid to reports last week that Chinese and Russian ships were to be given safe passage through the Red Sea by the Houthis, a Chinese tanker was attacked by missiles fired from Yemen on Saturday.
A total of five missiles were aimed at the Huang Pu, a 2009-built aframax. The Chinese manned vessel, carrying a cargo of Russian crude to India, suffered minimal damage and a fire onboard was extinguished within 30 minutes. No casualties were reported. It has since continued its voyage to India.
Bloomberg reported last week that the Houthis would not target Chinese and Russian ships. Citing unnamed sources, the financial newswire said an agreement had been reached following recent talks between Chinese and Russian diplomats with a senior Houthi figure, Mohammed Abdel Salam, in Oman.
The Houthis have been waging a series of attacks aimed at Israeli, US and UK-linked ships, taking sides with Hamas in its near six-month war with Israel. However, the Houthis’ selection of targets has often proven to be off, with outdated, or incorrect, shipping databases leading to attacks on ships with no links to Israel, the US or the UK.
Some 70 merchant ships have been targeted to date leading to a massive rerouting of the global merchant fleet to head around the continent of Africa in order to connect between Asia and Europe.

Embattled New York Mayor Eric Adams cancelled a Sunday trip to the southern border and Mexico after the State Department told him it was too dangerous.
The Democrat leader was expected to set off on Saturday night to speak find out more about the crisis which has seen more than 180,000 migrants arrive in New York City since the spring of 2022. He was due to visit the frontline towns of Brownsville and McAllen in Texas, but it was his planned stop in an unnamed Mexican city that prompted the warning from the White House.
It comes just days after the Mayor was forced to abandon the city’s ‘right to shelter’ policy for homeless people in the face of pressure on services from the new arrivals. ‘We hope to continue our partnership with these nationally-recognized Latino leaders and organizations as we look for concrete solutions to resolve the crisis at the border,’ his spokeswoman Amaris Cockfield said in a statement.
The Mayor visited the southern border back in January unsuccessfully trying to deter those hoping to arrive in New York. That trip also took a four-day tour through Latin America in October in which he made stops in Mexico, Ecuador and Colombia and implored people to stop making the dangerous journey to the US.
More than 64,000 migrants are now in the city's care through its more than 200 emergency shelter sites.

Details of millions of UK voters accessed by Chinese state, ministers will say
Deputy prime minister Oliver Dowden to update MPs on cyber-attacks by Beijing, some of whom may also have been targets
The personal details of millions of voters are believed to have been accessed in an attack by China on Britain’s democratic process, ministers will say.
MPs and peers are thought to be among 43 people who the government looks set to confirm have been targeted by cyber-attacks backed by the Chinese state. The UK could impose sanctions on individuals believed to be involved in these acts of state-backed interference, one of which was a separate attack on the Electoral Commission in which Beijing accessed the personal details of about 40 million voters.
Ministers will set out full details on Monday, with the deputy prime minister, Oliver Dowden, expected to tell parliament that Beijing is behind this wave of cyber-attacks.
With the UK under pressure to respond, multiple reports suggested that sanctions against individuals thought to be connected with the alleged activity are under strong consideration.
A small group of politicians who are hawkish on China are said to have been called to a briefing by parliament’s director of security, Alison Giles, in relation to the activity.
They include former Conservative leader Sir Iain Duncan Smith, the former minister Tim Loughton, the crossbench peer Lord Alton and the SNP MP Stewart McDonald, the Times reported.
The four are members of the Inter-Parliamentary Alliance on China (Ipac) pressure group, which focuses on issues involving the increasingly assertive Asian power.
Some of those affected are understood to be preparing to jointly address the matter publicly on Monday. A government spokesperson refused to comment on Sunday.
At an Ipac meeting on Friday, Luke de Pulford, its executive director, said: “About a year ago the Belgian and French foreign ministries publicly confirmed [Chinese state] sponsored cyber-attacks against our members.
“Other countries have done the same privately. Beijing has made no secret of their desire to attack foreign politicians who dare to stand up to them.”
Earlier this month a US army intelligence analyst was arrested and charged with conspiring to sell sensitive defence information to China.
Meanwhile, reforms of UK spying laws continue to make their way through parliament, with the investigatory powers (amendment) bill also in the Commons on Monday.
The legislation, designed to ensure the UK’s investigatory powers framework remains adequate in the face of evolving threats, includes measures to make it easier for agencies to examine and retain bulk datasets.
If passed, it will update elements of the Investigatory Powers Act 2016 found to require a refresh by a statutory review published by the Home Office in February 2023.

Our History
In the spring of 1998 a coalition of community groups, unions, and issue activists came together to create the Working Families Party. The idea was simple: build a political party with a ballot line that would fight for issues like living wage jobs, education, affordable housing, health care,and clean elections
It was a "third" party with a twist. Theplan was to take advantage of New York's special voting rules, called cross endorsement or fusion. (Read more about fusion.)
The United Auto Workers, the Communication Workers, ACORN, Citizen Action and the New Party were some of the early and most significant organizations to come on board. Many others signed up to help and this young coalition rolled up their figurative sleeves to get busy.
The first goal proved to be a tricky one: convince 50,000 New Yorkers to vote on the Working Families Party line for Governor in order to win official ballot status. In a rushed, low-budget, grassroots campaign thousands of people heard for the first time about the idea behind this new political party. They learned how minor parties could play a major role by cross-endorsing major party candidates. (Learn more about fusion voting).
Finding the Working Families Party lever was nearly impossible. It was buried on the ballot. And when votes were counted on election night in November 1998, it seemed the WFP had fallen short. But in subsequent weeks, as the Board of Elections checked their figures, it turned out that the Working Families Party had made it, with 51,325 votes.
Since 1998 we've grown by leaps and bounds. There are now more than70 organizations who have affiliated with the Working Families Party. There are local chapters across the state. Sister parties have formed in Connecticut, Oregon, South Carolina, and Delaware.
Our share of the vote has increased with every statewide election. And we've successfully won campaign finance reforms, living wage laws, minimum wage laws, investment in health care and education. With the votes we've won on our line, we've helped elect hundreds of candidates to office and done our best to hold them accountable to our issue concerns.
We have many more battles to face if we are going to make New York a better place to live, to work, to raise our children and to vote. We have to organize, mobilize and energize. We have to fight media-induced cynicism and the money-drenched status quo. We have to show that political involvement is exciting and important and fun.
And we can't do it without your help. We need thousands of ordinary people to join together to work for what they believe in. In a press release issued in Denmark by the Danish Medicines Agency, media have been informed that a side effect of taking Moderna's COVID vaccine, also known as Spikevax, may result in chronic hives.
Based on a total of 360 European cases, it is assessed that there is a 'probable' connection in 58 cases, while a 'possible' connection exists in 228 cases.
A suspected side effect is categorized as either probable, possible, or not probable.
The category depends on the strength of the evidence that a symptom could be induced by the medication, or whether other factors are considered more likely causes, the agency writes.
Team leader at the Danish Medicines Agency, Martin Zahle Larsen, told that these are preliminary results.
Therefore, further studies are necessary to determine whether there is an actual connection.
"When we say possible, it's because there is a likelihood that it could be caused by the vaccine," the team leader said.
"The side effect comes in with the frequency labeled 'unknown', because we cannot estimate how rare it is."
Most cases of chronic hives have occurred 7-13 days after the third vaccine dose.
It is concluded that individuals who have received Spikevax have three times the risk of developing chronic hives compared to the general population.
Young men are at particularly high risk, it is reported.
"We do not have proof of the cause, but a qualified guess is that it is due to a very active immune system in young men," says Martin Zahle Larsen.
The vaccine works by introducing a piece of genetic code resembling something from the coronavirus into the cells, preparing the immune system to defend itself if one were to become infected.

ARTIFICIAL BLOOD SUBSTITUTES
Pharmaceutical companies attempted to develop HBOCs (also called oxygen therapeutics) and PFCs starting in the 1980s and at first seemed to have some success. However, the results of most human clinical trials have been disappointing. A study published in 2008 the Journal of the American Medical Association summarized the results of 16 clinical trials on five different blood substitutes administered to 3,500 patients.
Those receiving blood substitutes had a threefold increase in the risk of heart attacks compared with the control group given human donor blood. However, a closer analysis of the results showed that some of the negative statistics were misleading.
The artificial blood products reviewed in this study varied in their benefits and risks, and some blood substitutes had very few serious side effects. The findings suggest that some blood substitutes may be safer and more beneficial than scientists originally thought.

“‘You arrived on July 4th – standing up!’ That was how mother described my birth in 1947. My breech-birth arrival was cause for celebration. That it happened to fall on Independence Day, accompanied by fireworks in the Nation’s capital, was in sharp contrast to what my parents had endured in war-torn China just a few years before my birth. My parents had left America in the late 1930s serving as civilian professionals in China. Their first-born son perished in the harsh conditions ofChonqing,a city ravaged by perpetual bombing by Japanese fighter planes.
I was told the story of my parents’ escape from Chongqing over the Himalayas as a child. I did not understand how our family came to settle in the Appalachian hills of Kentucky, but I appreciated the fact that my parents were forthright in sharing their early history in China with us as children. Knowing one’s roots is critical to finding your voice.
My father’s parents were born in Toisan, a rural part of Southern China. His father ventured across the Pacific at the age of 14. Before finally settling in Worcester, Massachusetts – he had crossed the Pacific four times! My father and all but one of his siblings was born in America. Their family was a curiosity in Worcester since my grandmother had bound feet and insisted on wearing Chinese garb. My grandfather, however, embraced American customs, insisting on cooking Turkey with all the fixins for their Thanksgiving Meal.
If my father was told stories of his parents lives in China, he never shared them with us. His first visit to China came shortly after he lost both of his parents to illness. It was 1937, and he arrived shortly before the infamous Japanese siege of Nanking, China.
My Mother grew up in Beijing, China. She was an official’s daughter. Not wealthy, but certainly more privileged than most Chinese. Her father would escape Chinese Exclusion Laws because of his diplomatic status. All of his children would attend American and British schools. Years after my maternal grandfather passed away, his wife’s immigration status would be questioned by authories – despite her many years in America. Unable to pass the citizenship English test, she was threatened with deportation, and forced to move to Canada where she lived out her last days with her oldest son.
Like many Asians in American, we are often asked: “Where do you come from?”
I am proud of my Chinese heritage and also proud of the fortuitous circumstances of being born on July 4th in Washington DC. But the question “Where are you From” often sadly reflects a perception that we Asians in America are not “American”, that we are foreigners. So if I answer: “I was born in Washington & I grew up in Kentucky”, the questioner would persist in asking: “Where are you really from?”
This question spurred me to delve even deeper into understanding my own family’s history, to understand America’s racist immigration laws which have shaped our lives but also the lives of every American. Our family experienced segregation “American apartheid-style” explicitly during one road trip. As we stopped by gas stations, the signs left nothing to the imagination: “Colored Only” and “Whites Only” signs. Having someone tell you which bathroom to go to is an experience even a young person will never forget.

In college, I chose to be a Freshman Counselor. This meant rejecting “rushing” for a fraternity. My father had been a harsh critique of fraternities. I would end up having my own views published by the Alumni Magazine – and the backlash I received from the mostly white alumni was itself an education in how deeply seated racism is in America. In graduate school, I discovered a small but active Asians American student movement. It was exciting! We founded the first Asian American Student Association, published the first Asian American Studies Journal (“Amerasia Journal”) and created and taught the first course on Asian American Studies.
By the time I entered law school, I knew I wanted to pursue a career as a civil rights or legal services attorney. Standing up for civil and human rights seemed to be a perfect life career. I was lucky to have found a job where I would get paid for enforcing policies, laws and initiatives that I felt addressed issues of social justice and fighting inequality. I continued to also maintain my out-side activism, since civil rights agencies are invariably always under-funded by governments.
I took a brief respite from working at the City’s Commission on Human Rights in 2001.I was among 7 candidates running for city council in Manhattan’s District 1-an incredible experience even though I did not win. As a candidate, I was able to speak out about issues that I felt passionate about: affordable housing, workers rights, disability and civil rights issues, equal opportunity. I was also able to do a lot more “soul-searching” than ever, and learned to better appreciate the relationships I had with my family and friends. The Primary -on September 11th – was obviously horrifically disrupted. But I eventually landed a position at the State civil rights agency as Director of the Office of Equal Opportunity & Diversity, where I was able to address the importance of promoting the human rights laws amongst more New Yorkers by translating agency materials into many different languages.
For young people, it’s important to understand not only their own family’s history, but the history and struggles of diverse peoples in America to overcome oppression, racism and other forms of discrimination.”

I have defended city workers facing eviction. That experience taught me how important it is to create and preserve decent affordable housing. I am committed to preserving and strengthening rent regulation, extending loft law protections, and to creating new partnerships to fund the next-generation of Mitchell-Lama (middle income) housing. I oppose the privatization of Mitchell-Lama developments and city-owned housing and the sale of city-owned land to private developers.
