No, they're not just to squeeze as much money from motorists as possible, it's all about safety. That's why the 'safety' cameras are all on main roads with lots of traffic, including buses and trucks. And usually on a downhill section.

I don't know where you live, but our cameras are everywhere except dangerous spots and always in places you could go twice the speed limit without question.

This. Flashboxes do nothing for safety anyway, because it takes one week for everyone to know where they are so people slow down a little at the camera and then go full speed ahead afterwards.

I hate this when it happens: Going a regaular speed, everyone slams the brakes, a handfull slams the accelerator just because of the boxy taxy flashy.
