Because the US is largely multi-lane freeway and you need a car that can build up a lot of speed, throw its weight around and survive brief errors of judgment e.g. clipping a highway wall when acceleration and handling aren't crucial.
Europe on the other hand isn't mostly freeway and is made up of comparatively thinner, historic roads flanked by obstacles and long, winding curves. You need something small that can maintain torque at low speed and maneuver just about anything you throw at it. Speed is not an issue, and a landyacht would spend half the time in someone's front yard and half the time trying to break out of a self-inflicted traffic jam hours after the criminals have escaped.

As a Frenchfag, I can tell you that there is way more than two different kind of policemen in my country. There are the very low level, city-bound policemen that do only parking tickets and nothing else, city police for minor infractions, state police for major offenses, gendarmerie for countryside, country-wide infractions (they're the ones with the Megane RS highway patrol), they're a branch of the army, customs police that have a very wide range of action, all the "repressive" police with heavy weaponery and equipment and finally riot police, a branch of national police specialised in crowd control and close combat.
