I have never experienced or heard anyone have a police officer check your car if it is in working condition or not.

Then again I live in a place with no police whats so ever, and I have only been stopped once when I had to do a breathalyzer test.

Very rarely, because my country has inspections. 98% are okay with an inspection sticker, maybe 40% stick a ruler in tire threads to measure if those are adequate winter wheels. Thread has to be at least 3.5mm in winter and 2mm in summer. Though tire checks only happen about at the same time as first snow/meltdowns. My teacher once drove an entire summer with fucking slicks, and nobody cared.
