That's theoretical meta-canon: because Lain continues to exist after erasing herself from everyone's memories even after explicitly saying that her existence is composed only of other people's memories, it's thought that the memories of people in the real world (like you and me) are what keep her existing after the "ALL RESET" event in Layer:13.
This theory could be supported by Lain making eye contact with the fourth wall on multiple occasions in the show (this isn't done for no reason, the shots of her looking at the "camera" are long enough to break immersion and are often close-ups). Lain also outright breaks the fourth wall in Layer:13, where she speaks directly to the viewer for a whole 48 seconds.
I don't know how much I agree with this theory. For one, Arisu's (and possibly Yasuo's) memory of Lain is not erased, which would be enough to keep her existing, eliminating the need for a trans-4th-wall egregorical connection from us to her.
The bottom line is, if you can't use the most basic critical thinking and don't immediately forget all information presented in the anime after the episode ends, and just navigate your way in Internet communities by piggybacking on fandom culture instead of actual Knowledge and Thought, then if Lain is real, she probably thinks you're a fucking idiot!

He also said the world would end on September 28 in 2001 because of a "probability error" that would make "everything that can't be, be" after the "cycle of Light, Life, Order, Wealth, Sin, Darkness, Suffering, Chaos, and Inferno" collapsed or something similar. Whenever any of us told him how crazy he was he wouldn't say anything, except for one time: super sanity and insanity always looked the same but he wouldn't elaborate. Those are the things that stuck with me, there was a lot more and I can't access any of it. Same with that video, there were more videos and I only have a few. I really wonder how much we lost. What a freak.
