Jimmy Carter helped save the Korean Peninsula from a devastating conflict 30 years ago, but future American leaders will be wary of how interventions by former presidents can take on a life of their own.

Carter, who died on Sunday at the age of 100, became the first former U.S. head of state to travel to North Korea for talks with leader Kim Il Sung, just as the U.S. was gearing up to take military action against the DPRK to stop its then-emerging nuclear program in the mid-1990s.

In the Oval Office from 1977 to 1981, the first post-Vietnam War president’s Korea policy was plagued by doomed efforts to withdraw U.S. troops from the ROK.

While Carter did manage to make some reductions — notably in the number of U.S. nuclear warheads in South Korea — the military, Congress and even his own administration overwhelmingly opposed the initiative they feared would undermine the balance of power with the North.

Any further plans for troop withdrawal were scuppered when Ronald Reagan trounced Carter in the presidential election of Nov. 1980, making him the first elected president to lose since 1932.

But that was far from the end of the Carter story. As with much of his career, Carter will be remembered just as much for his impact on the peninsula after he left office as when he was serving as president.

SAVING THE PENINSULA

With tensions between the U.S. and North Korea at one of the highest points since the Korean War, Jimmy Carter traveled to Pyongyang in June 1994 to head off another conflict on the peninsula.

Just days before he arrived, the DPRK announced that it would withdraw from the International Atomic Energy Agency (IAEA) and prohibit nuclear inspectors from entering the country. It also warned that “sanctions will be regarded immediately as a declaration of war.”

On the other side of the Pacific, the U.S. was also preparing for just that.

William Perry and Ashton Carter wrote that they “spent much of the first half of 1994 preparing for war on the Korean Peninsula” as defense and assistant defense secretaries. They added that they created a detailed plan to destroy North Korea’s Yongbyon nuclear facility with precision-guided bombs, and were “highly confident” the U.S. could do this without causing a meltdown.

But Carter convinced Kim Il Sung to allow nuclear inspectors to stay in the country and even told the North Korean leader that the U.S. had stopped pushing for sanctions at the U.N. However, this frustrated the Clinton administration, which quickly denied it had stopped pursuing restrictions on the DPRK.

Nevertheless, the two sides soon started negotiations and, just months after nearly going to war, adopted the Agreed Framework. This promised that North Korea would freeze its weapons program in return for two proliferation-resistant nuclear power reactors.

Of course, in the long run, this didn’t work out. The deal collapsed and North Korea has since conducted six nuclear tests and developed long-range missiles capable of hitting the American mainland.

But Carter’s efforts may have saved a considerable number of lives in both North and South Korea.

As Perry and Carter explained, “A strike on Yongbyon, while surgical in and of itself, would hardly be surgical in its overall effect. According to then-U.S. Forces Korea (USFK) commander General Gary Luck, full-scale war would cost the U.S. over $100 billion, cause more than $1 trillion in damage to neighboring and involved countries, and result in 1 million deaths, including 80,000-100,000 Americans.

UNWELCOME INTERVENTIONS

After becoming the first former U.S. president to visit North Korea in 1994, Carter went two more times: in Aug. 2010 to bring back a jailed American that crossed into the country illegally from China, and in April 2011 to discuss food shortages and denuclearization.

However, just as he angered the Clinton administration with his comments on sanctions in 1994, his later interventions also ruffled a few feathers in Washington.

In 2017 — the year the U.S. and North Korea arguably came the closest to conflict since 1994 — Carter said he’d be up for going to North Korea again, despite being asked by the Trump administration not to pursue rapprochement.

Carter’s suggestion risked undermining the Trump administration’s efforts to apply pressure on North Korea to deter it from weapons development. But the former president may have viewed this as a dangerous strategy and made the offer anyway.

Ironically, it was actually Trump himself that ended up pursuing dialogue with Kim Jong Un, becoming the first sitting American president to meet a North Korean leader in June 2018.

Even though he disliked Trump, Carter stayed consistent on his support for engagement, praising him for accepting Pyongyang’s offer for talks that led to the summit in Singapore.

Carter’s post-presidency activities have also been used as a point of reference in South Korea.

In an interview just before the end of his term in Feb. 2022, South Korean President Moon Jae-in was asked whether he would be willing to go to North Korea as a special envoy “like former U.S. President Jimmy Carter.”

While Moon said that he “will not get involved in politics” after retirement, he’d consider taking on such a role depending on “the need at such a time.”

Over the past few years, North Korea has launched more missiles than ever before, including a weapon potentially capable of delivering multiple nuclear warheads to the continental U.S.

Neither Korea seems particularly interested in talking again, and there are no signs of talks between the U.S. and the DPRK resuming any time soon. Tensions are escalating again to a point where a slight miscalculation risks another crisis on the peninsula.

Under these circumstances, a former leader might well feel the need to step up and channel their inner Jimmy Carter to cool things down. Whether they’re able and willing to do so is another matter.

Three senior Justice Department officials violated internal policies and engaged in “misconduct” when they leaked details about a non-public investigation to the media “days before an election,” the agency’s inspector general revealed Monday.

The DOJ’s Office of the Inspector General (OIG), which has been run by Michael Horowitz since 2012, launched a probe after it received a complaint alleging that a “politically motivated” disclosure related to “information about ongoing matters” was made in the runup to an unspecified election.

“The OIG investigation found that three then Senior DOJ Officials violated DOJ’s Confidentiality and Media Contacts Policy by leaking to select reporters, days before an election, non-public DOJ investigative information regarding ongoing DOJ investigative matters, resulting in the publication of two news articles that included the non-public DOJ investigative information,” the DOJ OIG said in a brief investigative summary.

The three officials are no longer employed by the Justice Department.

“The OIG investigation also found that one of these three then Senior DOJ Officials violated the Confidentiality and Media Contacts Policy and DOJ’s Social Media Policy by reposting through a DOJ social media account links to the news articles,” the summary continued.

The three officials were no longer DOJ employees when the investigation began and declined or did not respond to interview requests, according to the OIG, which does not have the authority to compel testimony from former employees.

“The OIG has completed its investigation and provided its report to the Office of the Deputy Attorney General and, because the report contained misconduct findings against attorneys, provided its report to the Professional Misconduct Review Unit for appropriate action,” Horowitz’s office said, adding that a report was also provided to the US Office of Special Counsel for potential Hatch Act violations to be investigated.

It’s unclear what investigation the former DOJ employees are accused of leaking to media outlets.

In September, Sen. Chuck Grassley also wrote a letter to Attorney General Merrick Garland and FBI Director Christopher Wray that was also forwarded to Horowitz, accusing the DOJ and FBI of “leaking material and information to the media” about an ultimately closed probe into President-elect Donald Trump.

The DOJ’s inspector general discovered evidence of “misconduct” related to the alleged leak of a non-public investigation.

The shuttered investigation pertained to allegations from a “confidential informant” that Egyptian President Abdel Fatah El-Sisi sought to boost Trump’s 2016 presidential campaign with $10 million in cash.

The investigation, initially handled by former Special Counsel Robert Mueller’s team, was closed in June 2020 over a “lack of sufficient evidence” — but reported by the Washington Post in August 2024.

The outlet cited “people familiar with the case” and “thousands of pages of government records, including sealed court filings” in its reporting.

Grassley (R-Iowa) fired off another letter to Garland, Wray and Horowitz, as well as special counsel Jack Smith, after the November 2024 election — to ensure that all records relating to Smith’s investigations into Trump are preserved.

In the missive, the senator notes that the request is necessary “considering the Justice Department’s past destruction of federal records” related to Mueller’s Trump probe and Smith’s use of at least one FBI special agent who worked on aspects of the Mueller investigation and “would’ve most likely had access to or been made aware of information” leaked to the Washington Post about the Egypt-Trump probe.

Trump, 78, has long accused Smith – the prosecutor tasked with leading the classified documents and 2020 election interference inquiries into Trump – of leaking details of his investigation to the media “like a sieve.”

He raged on social media in June 2023, as he campaigned for the GOP presidential nomination, that Smith “illegally leaked” an audio recording of him seemingly discussing a classified document related to Iran at his Bedminster, NJ, golf club.

A redacted transcript of the recording was included in Smith’s indictment against Trump in the classified documents case, which was dismissed by a federal judge in July.

Trump’s first term in office was marked by leaks during and after the 2016 election about the FBI’s probe into alleged collusion between Russia and his campaign — leading to scathing reports by Horowitz and two separate investigations by Mueller and special counsel John Durham into the bureau’s conduct.

As I mentioned earlier, a VERY credible source has told me about an extremely troubling and nefarious plan that Barack Obama is trying to carry out in the eleventh hour before Donald Trump's Inauguration Day on January 20th.

First off, anyone that has been following me knows how adamant I've been about Obama installing Biden as president in 2020 (see the video I made below in 2021) so he could control the country through his puppet via a shadow presidency. Others also saw this awhile back as well and I think it's now pretty obvious to almost everyone that this has always been the case. That being said, a MAJOR rift has developed between master and puppet.

As you all know, Obama was also behind the Big Guy "deciding to drop out" of the 2020 presidential race and Joe was NOT happy about it. This is really where it started to become obvious that they were now at odds. For Obama, this was ALWAYS the plan (again see video in next post below) but Biden was either lied to about his deal with the Devil being a one-term arrangement or he knew this but when it his roll was finished still decided to defy the man who controls him.

This brings me to what I have just been told by a very credible source. Apparently Obama has been pushing Biden hard to grant him a full blanket pardon. Biden, still absolutely fuming after feeling backstabbed, is refusing to do this. This has led Obama and his fellow shadowy cohorts to hatch a plan to install Kamala before Trump's inauguration. They think it will likely be due to Biden suffering a "medical emergency" that might be real and might be completely made up.

Now, there are SEVERAL things that this treasonous replacement plan will help them with and it will also allow them to do other nefarious acts as well but Obama's PRIMARY reason for doing this is making sure that he receives a pardon for himself.
