The version I had, had a bunch of the DLC, but that was on an old comp that the hard drive got fried on.

You can play the game without the DLC to be fair, the DLC just adds some extra characters for the most part and side stories

I told them they should try and get in contact with the people working on the Pregmod version of Freecities.
