If I may interject, no, you're not supposed to stroll in, you're supposed to demonstrate that you've learned from your past behaviors, not be selfish for once, and not follow your emotional impulses. You have to make it clear to her that you only want to do what is best for him (and if you're not emotionally steady right now, then you need to say that to your mother professionally, not as if you're seeking attention) and that you would be deeply hurt by it, but that you would be willing to give him more space if it was her opinion that it's what would be best for him. He is her adopted son, she is the one making decisions about his life after all, and if you want to be respected by the parent of a child, you begin by giving respect and consideration.

The best thing she could do is to start supporting him financially and to stick around for as much as possible, and I'm pretty sure he would forgive her if she owned up to her mistakes and told him honestly how things turned out the way they turned out. She doesn't have to be the perfect mom or anything like that, she just shouldn't forcefully yank him away from this somewhat stable life that he has going on and make him live in some chaotic new circumstances with a person who might as well be a stranger, not unless he is willing to. At least that's what happened in my case, this story is very relevant to me because my mom was also a mentally ill absentee who was too busy working, partying and drinking until I was a teen, and I was raised by my aunts, my granny, and my alcoholic dad during that whole time. She did eventually get her act together and take responsibility, and besides the mental issues that she still has, we had a normal relationship since then, in fact, I'd argue we have a better relationship than most people because it doesn't feel so superficial as it is for other people and their moms.
