if your country don't have good welfare (not all have),
then "dumb simple" variant:
1. go to sweden (or finland, or other suitable countries)
2. work in macdonalds (any minimal pay job) for 5 years (a firm can help you with job finding/application)
3. receive permanent residence permit based on stay/work (or citizenship, but it is not required)
4. go to doctor and say you're autistic, you don't feel like working and living in society (back then it was enough in sweden to get autism disability as far as i know (even many half-normies have it this way)). alternatively hare advocate that will help with diagnosis.
5. become a NEET (in sweden neet money are enough to live well)
alternatively, join buddhist monastery,
you can live in any country in monastery (they will give you residence permit/stay based on 'religion')
but you'd need to study buddhism and live like a monk
