Michael Snow is worth checking out. I'd classify some of his experimental films as visual art. Here's a pretty good introduction to his work: http://www.jonathanrosenbaum.net/1983/09/michael-snow-tk/

It probably wouldn’t be an exaggeration to call this film one of Snow’s least popular works — it certainly has the fewest laughs. But that’s largely because it’s so scary. There’s a direct assault on the senses, including one’s center of gravity, as the flip-flopping camera makes circular patterns at variable speeds that no human being could possibly duplicate, producing an experience roughly akin to riding a demonic ferris wheel. “I wanted to make the film a condensed day,” Snow explained. “It isn’t, really, but it does start in daylight, and then there’s sunset and sunrise, and it’s over at something like eleven.”

Unrelated: I just checked and Peggy Ahwesh's short Strange Weather (1993) no longer is on Vimeo. I was going to link it. It was shot on a Fisher Price PXL-2000 and is around an hour long. I am conflicted on whether it should be categorized as video art or something else, because it is almost more of a documentary.

Jonathan Rosenbaum says it's a documentary but I'd categorize it as drama / experimental. The film has actors. There are true life elements, the most interesting parts by far, and yet I don't think that makes it a documentary. The actress tells personal stories as a character, not as herself.

Unless they were really smoking crack? I didn't think they were, but I could be wrong.

<Part of “In Memoriam, [a] body of work comprising several videos[,] shot entirely within the virtual world of the Grand Theft Auto video game. Solomon transformed Liberty City, the ersatz metropolis based on New York City in which the game is set, into a reflective space of stillness: devoid of players, full of melancholy, nostalgia, loss, grief, and instances of compelling poetic beauty. This work was created in response to the passing of Solomon’s lifelong friend, Mark LaPore, at the age of 53, on September 11, 2005.”
