I don't know too much about video art, but you'll fine a lot of great experimental video clips at http://www.ubu.com/film/
Have you seen much Brakhage? He might be a good place to start.

What is video art?
Is it a subcategory of experimental film, is it abstract animation, is it video from an art installation, is it video of an art performance, ...

You could try the Index DVD series to sample different artists. These names will be new for most people - http://www.index-dvd.at/en/program.html
> Similar to a small publishing house for quality literature, INDEX releases and distributes audiovisual publications relevant to the history of international and Austrian film, video and media art. Information about the film- and videomakers and their production methods as well as analyses of the works are provided in a bilingual German-English booklet. INDEX DVDs are available to schools for educational use, as well as university institutes and libraries.

YouTube embed. Click thumbnail to play. Michael Snow is worth checking out. I'd classify some of his experimental films as visual art. Here's a pretty good introduction to his work: http://www.jonathanrosenbaum.net/1983/09/michael-snow-tk/
Embedded is this one
> For epic visual breadth, perhaps the only Snow creation to rival Flight Stop is the three-hour film, La Région Centrale (The Central Region, 1971), in which a computer-operated camera spins in endlessly changing configurations around an uninhabited mountain landscape in northern Quebec. It probably wouldn’t be an exaggeration to call this film one of Snow’s least popular works — it certainly has the fewest laughs. But that’s largely because it’s so scary. There’s a direct assault on the senses, including one’s center of gravity, as the flip-flopping camera makes circular patterns at variable speeds that no human being could possibly duplicate, producing an experience roughly akin to riding a demonic ferris wheel. “I wanted to make the film a condensed day,” Snow explained. “It isn’t, really, but it does start in daylight, and then there’s sunset and sunrise, and it’s over at something like eleven.”

Jonathan Rosenbaum says it's a documentary but I'd categorize it as drama / experimental. The film has actors. There are true life elements, the most interesting parts by far, and yet I don't think that makes it a documentary. The actress tells personal stories as a character, not as herself.
Unless they were really smoking crack? I didn't think they were, but I could be wrong.

<Part of “In Memoriam, [a] body of work comprising several videos[,] shot entirely within the virtual world of the Grand Theft Auto video game. Solomon transformed Liberty City, the ersatz metropolis based on New York City in which the game is set, into a reflective space of stillness: devoid of players, full of melancholy, nostalgia, loss, grief, and instances of compelling poetic beauty. This work was created in response to the passing of Solomon’s lifelong friend, Mark LaPore, at the age of 53, on September 11, 2005.”
