In my view, both options are good, however, it depends on your purpose mostly. I used WordPress many times for small websites - it's quick and easy. But also, don't forget about search engine optimization - speed up the loading time, make the website mobile-friendly, build quality backlinks (you can check on https://revalin.com/backlinks-checker), create unique content, etc.
