The virus itself wouldn't be so bad if the Chinese government was remotely competent in trying to contain, and if other governments actually managed to act quick enough to keep it from getting into their countries. There's no telling how the rest of the world will fair thus far, but China's probably fucked due to now being travel season in the country because new year- and government brainwashing convincing some of the more gullible members of the Chinese public into believing they'll be immune if they worship the state.

To actually address OP's question, zombie survival plans are usable in such situations. Preparation beforehand is necessary otherwise you're at the mercy of circumstance. Most people aren't ready to hole up for a few weeks. It won't be long before the quarantined chinks turn to cannibalism if they can't get fresh supplies in. If you can't purify water, subsist on stored food for at least a fortnight and defend yourself (preferably with firearms) then you're fucked along with the rest of the plebs.
