Just ran across this thing too. Apparently it can be built with regular bicycle parts. Add a 3D printer and some basic know how and it probably wouldn't be too hard to make stuff like Carbon Fiber fairings and some lights. I think it'd be schway to jack one up on a suspension system as well.

Cyberpunk relates to noir-esque narratives and aesthetics in a world of high technological complexity, as well as questions of machine conciousness and where the line of man and machine rests, or if it even exists at all.

I recently finished reading Solaris. While it's not cyberpunk, I recall the telecomms/computers guy (not like it matters because everyone in that ship is capable of doing things way outside of their supposed areas of expertise) was called the "cybernetic". In fact, cybernetics, by its literal definition, would probably refer to the Internet, rather than implants and shiet.

How about building a wifi controlled surveillance tank? It has an IP camera that creates a web server so you can control from the internet.
Upload some aircrack tools and drive it around, adding discovered wifi routers to a gps map. Once you have your whole city networked you could build a wifi plane to quickly survey.
…or maybe use a 5g modem instead to keep things legal.
