Simply, there is no opting out. Most people have taken this fatalistic attitude. If you cannot be controlled, then you will be confined or removed. Perhaps most people are okay with this level of control upon their lives, or perhaps they are completely ignorant and wouldn't exactly consent if they understood the context of exactly how they are being fucked.
What about the rest of us who do know and understand this? What about the rest of us who would rather live and express without fear of minders? Or how politically correct it is? or the sensitivities of diametrically opposed interests? Those who dare speak inconvenient truths?

There is a financial incentive for the system to be ignored. Imagine being forced to higher some inferior working who has an awesome 'social credit score'. How little negativity he spread about the government probably has little do with his effectiveness at writing android apps, etc. And may even be inversely correlated if intelligent people tend to be the dissidents. Who will pay for VIP hotel treatment ? Government ? Similiar problem with universities. They probably want to accept either top tier talent or wealthy students, and a social credit score can inhibit that.
Of course, the vast majority of that 1 Billion is fucked. It doesn't matter is your a 3x phone assembler when the company has 500 employees, and political pressure is high. Bottom of society is fucked.

If the government has already started to follow everybody, it is unlikely to stop. I think that those surveillance systems are good for personal goals. I mean, for example, home security systems. That said, were I forced to live in a full on surveilance state like what exists in China, I'd pretty much do the same thing I do now. If the company works with the Chinese government, I try not to buy or use anything from them. Beyond that, I would make heavy use of TOR, VPNs, and IP spoofing, and probably stay out of public as often as possible. When I had to go out in public I would do so wearing a mask and sunglasses, or a hood and sunglasses. I would also make use of IR blocking technology to obscure my identity, and stay off of social media, which I do anyways since I've been derezzed from most of it(reddit, twitter, facebook).
