I've found club Cyberia on tox to be very good for cyber/programming/tech/sec conversation personally, it is the only place that comes close to something similar to a /cyb/ community. Also it is great because it is active very consistently, very rarely is it just idle.
The only issue with it is spammers and people spouting /pol/ stuff, but other than that, very cool community, at least compared to something like this 404 crap.
