It depends. The cyberpunk world is very diverse, and different moods or scenarios should be represented by different genres or subgenres. Retrosynth/synthwave and vaporwave are a must, but I think diverging a bit from those two wouldn't be a bad idea. Carpenter Brut has recently started to drag some aspects from metal into his newest songs, and the result is very good. In fact, back in the 80s, they more or less thought the future would listen to more aggressive evolutions of heavy and rock (see Cyberpunk 2020's Chromatic Rock http://cyberpunk.wikia.com/wiki/Chromatic_Rock ) instead of evolutions of synthesizer music. More action-y scenes could benefit from this.
People are also going to hate me for saying this, but I think there is nothing wrong with electronic music, drum and bass, dubstep and glitch hop or glitch music itself, and perhaps you could incorporate their aggressivity in your music since they would probably blend very well with many cyberpunk themes, namely violence and edge. I can see you already included some modern electronic basslines in your songs, though, and they sound pretty sweet.
I know shit is always hitting the fan in the cyberpunk world and tension is ever-present, but as a thought exercise, what genres or songs would you use to express hypothetical "cyberpunk happiness", or in other words, a more lighthearted day in Night City?

In terms of lighter moods I like bouncy dance tunes for club scenes, jazz for gumshoe monologues, idm, downtempo and frosty uk garage for technology montages, and airy, ambient vangelis synths in major scales for romance…I'd also like to rock some Berlinesque ballads for the female leads.

When I release tokyo empires in 2 weeks I will release a bonus PDF with every piece of my workflow including VSTS and sample packs. Apps on the phone are often free, and if you are a torrent type person FL studio is often regarded as the best to start with. you-tube tutorials are many and can get you where you need to go.
