On this note, there's a possible source of prior art you can look to: Free Cities (>>>/hgg/25520) & Libre Cities (>>>/hgg/24398). Both are slave management games developed on the Twine framework. They use a anarcho-capitalist science fiction setting and have some of the elements we've discussed here, even down to the blend of scheduling and events to handle.

Twine might be a good engine to quickly prototype some of these gameplay ideas in.
