Frollo will always strike me as more of an evil character than pretty much any villain from any superhero movie even though the kill count he's responsible for will almost always be lower, since the actual weight of his deaths are allowed to sit with the audience, whereas for something like Loki destroying nearly an entire city of people doesn't actually do anything other than provide a backdrop for an action scene, so he might as well have not killed anyone for how much the story is affected.
