This isn't a question of asylum seekers, it's of illegal immigrants. If they could prove that they faced a threat in their home country, they are to report to a port of entry and then they'll be given asylum status.
The Biblical requirement is "You will regard the alien who resides with you as the native-born among you." This is really just an application of the second greatest commandment "love your neighbor as yourself". The verse goes on; "You are to love him as yourself, for you were aliens in the land of Egypt;"
This does not say "there is no such thing as aliens", "no human is illegal" or "borders are imaginary". While the foreigner is among us, we're supposed to treat them lovingly.
This rule does not override the responsibility we have to protect ourselves from invaders.
