a bit of historical context too, victorian england was very sharply affected by syphilis and responded as a culture to confine the plague. while the understanding of disease was still relatively primitive from a modern point of view, they did understand that having sex with prostitutes or even just sleeping around in general could cause it to spread. you can see similar parallels now where lots of sexually transmitted infections are returning with the rampant degeneracy of the past two generations. stay safe out there lads.
