That 30k if it its earning interest, even if it's a few dollars is going to be seen as income. I got a small inheritance under 10k and withdrew that money as quick as anything. I reported it to Cenno and was fine because it was a one off payment. It is deemed at income if its earning interest and not a one of payment. If you withdraw and keep it safe, you can report it as inheritance that is a one off payment. I think it will depend on how long it has been in the bank for, which you could discuss with Cenno and get a reference number to confirm it as a valid advice that you are reporting to Cenno.
You are going to have to ring up your branch and make an appointment, anything under 10k can generally be withdrawn most of the time at medium sized branches. Anything over that amount requires more money and an appointment, which means you could specify it $100's and walk out non-suspiciously like you're applying for loan with the bank manager.

I also have a lump sum of around $80k, I have my parents hold it in a separate account I have to consult with them if I need it, I get about $30 a month in interest off it, but now that I'm working I have it keep growing rather than given to me that'll just be spent on bullshit. I would get advice from an accountant with knowledge of this area or contact Cenno and get a reference number. If it is a larger amount and that makes it difficult. You may need a specialised tax account that deals with restructuring your assets. A mother whose child runs a big company in Australia had to get her assets restructured in a way that she didn't own them directly, so she could of all things claim the pension. This advice was from a big company and can be expensive, but you may find someone who could do it cheaper.

If you get either one of their names on the account as their account, become someone who needs to authorise any withdrawals so you are in a better position to stop this issue. My opinion is thus.
