I believe you are reading a bit too much into this quote.
I believe the one-eyed man in the quote is just a man with only one eye. He sees less than those with two eyes, but when he is among the blind he sees more than them.
A teacher is an excellent example of this. No matter how good or bad the teacher is, the students will learn what he has to teach. Because he knows more than they do.
This saying is relevant across all fields and you will find it true whether you look at religions/cults(new members being led by those being initiated(who know more)) or you look in a corporation/business environment where someone comes and tries to sell you something you know very little about(he starts throwing around all these fancy terms which you cannot understand and you feel that the man in front of you actually knows what he is talking about, that he is, in fact, an expert and you should listen to him because he clearly understands more than you).
The gist of it all is that you should not become complacent in regards to your level of knowledge. Don't think you are better than everyone else because you see more of the picture than they do, because you yourself might not see it all and in so doing be subjected to those who do.
In turn, always be aware that this is also the case when you find someone who sees more of the picture than you.

It means that when most people are very ignorant, they will see a slightly less ignorant person as wise. That's really it.
It's a terrible metaphor though, because in real life somebody who could see in a land of blind people would be burned as a witch because the people in power would correctly recognize them as a threat to that power.
