Easy fix.
Domestically, the government just enforces the law and collects taxes in order to enforce the law.
The laws are just that any person or anything belonging to them who does anything to or with another person else or anything belonging to them has to do it with the other person's consent (informed voluntary non-withdrawn), and also males who get involved in sex with other males of who express a desire to do so get shipped out to a place all their own, and permabanned from re-entry.
But the most important thing of all is that anyone who isnt a straight white male is legally treated in the same way any non-sentient thing is.
