The state it's in at the moment really isn't any better than Skate 3 in terms of story and missions, but the Flick-It system feels a lot more consistent than it did then, and aside from the floaty physics, it feels good to play.
I agree though, a PC port of Skate 3 would kick ass.

It took them well over a year to add a character select at the start, rather than starting you as a fat black chick for 30min of tutorial every single time.
The gravity feel is still fucking off relative to Skate 2/3. Forget pumping feeling like it's doing shit at all on the quarter pipes.

Park builder is more expansive. I had a great time building insane mega-parks and pushing the physics to its limits. You could pump yourself up a very high vertical cylinder.
