No. I think this can not be done. Militaries may produce unethical AI at any time. Even if all the AI in the West are going to be friendly there are always China, Japan and Russia. Just one unfriendly AI is sufficient to destroy humanity if we aren't prepared. We may try to make sure that 99.99% of all AIs are friendly. However just one unfriendly AI made by the CIA or the Chinese government can make all the efforts made to ensure that 99.99% of all AIs are friendly useless.
We can not make sure that some awful event never happens through banning. For example no laws banning and punishing murder and terrorism have made the incidence of murder or terrorism zero. Nor will any effort towards restricting unfriendly AI ever work.
On the other hand, transhumanism is the only option that can avoid this problem. The only way to ensure that AI can.not exterminate humanity is to make it physically impossible.

The world as we know it is not a Hobbesian hell where everyone tries to murder each other simply for existing for many reasons. One key reason is that such absurd behaviors are obviously harmful and individual humans can agree to put an end to such shit. That's a reason why criminal laws exist.
The same applies to AI and aliens. When there are enough self-interested entities they can agree on some basic rules to protect and further their interests. "Coup against all" or extermination of everyone but a single sentient entity or group can be prevented as long as such behaviors are dealt with. You mean superhuman AI, or something. intelligence is a spectrum, that includes insects. An insect-level AI isn't going to be able to take over the world. Even an extremely dedicated human-level AI might have trouble doing so. Though in practice, it would probably be more intelligent than humans+computers in some respects, and less intelligent in others, so we should still watch out for them, not least because they could learn very fast, and build (better) copies of themselves.
