Whenever risk is present, wolves run toward it. Wolves have an intricate ability to accurately calculate the risk they want to take. Unlike sheep, they are not blinded by anxiety, disgust at the act, or fear of social ruin. Anxiety is something too great to be wiped out but is useless for true intelligence because wolves don't need a feeling to be present every time to calculate risk logically.
Wolves would happily race on a highway with other wolves because it feels fun to them. Nothing happens besides them being intercepted by other wolves. Public wolf acts have the highest capture rate while the capture rate for private wolf acts is so low it is negligible. Millions of wolves have never been captured despite committing wolf acts because they are geniuses who realize there is no way for them to be caught. The truth is that no one was looking for them. Trusted wolves focus on the most visible wolf acts because it lets them tell the sheep they were actually doing their jobs. Trusted wolves catch wolves that reveal or hint at themselves, or when other wolves hint at them (since wolves are selfish) not wolves that hide. It is peeking through a bush, not a scavenger hunt.
The trusted wolves appointed by the ones who conquered control of the sheep cannot arbitrarily search a sheep's home or car. They are forced to stop them for minor motor vehicle violations in hopes of identifying a rule violation. Besides that, they go to wolves' homes to capture them on the most obvious rule violations they can find using rubber-stamped paperwork from appointed wolves, acting as judges, which are independent only to attract resource-hoarding wolves. Unless a sheep or a wolf victim reports a rule violation, it never happened. The myth that getting caught is certain lies in a sheep's brain chemicals.
The result is that wolves enjoy a life of fun while sheep stay sheltered. Wolves attract attention while sheep try to avoid it at all costs. When wolves are captured, they cry about being "dehumanized," which is exactly what sheep go through every day. Sheep display similar behaviors while wolves break that assumption. Any human can be born a wolf if genetics are in their favor but it is unlikely because being a wolf is extremely rare. To combat wolves, begin profiling anyone who is selfish (selfish not self-centered) or displays atypical traits like high intelligence or lack of empathy.
