well, surfing the dark web exponentially increases your chances of getting arrested because those dark sites are heavily monitored by the police. Surfing xvideos is relatively "safe" because it is an adult porn site (even if there is real cp being uploaded on it)....the dark web cp sites are extremely unsafe to surf, not just because they are illegal but because they are probably all honeypots.....

yes of course, the police control the VPN data centres. And even if they didn't control the Tor nodes, they can easily use statistical analysis to figure out who is accessing and downloading cp even if someone is using Tor. I assume the Tor cp sites are government honeypots.....at least, the adult porn sites are "legal" even though the adult porn content is still extremely bad.
