Shanahan predicts expanded role at border for Pentagon
ANDREWS AIR FORCE BASE, Md. — Acting Secretary of Defense Patrick Shanahan expects that the Pentagon’s role on the border will expand in some way as the situation there “deteriorates.”
Shanahan, speaking to reporters while travelling home to Washington, indicated a belief that the number of migrants trying to cross over from the border with Mexico will lead the Department of Homeland Security to request more assistance from the Defense Department.
“We’re still working with DHS to understand, enduring wise, what’s the best fit and role for us and how do we help make sure that DHS can stand up the right capability,” he said. “But just strictly on the basis of the volume and how much the situation there has deteriorated, I would expect us to do more."
The acting secretary added that he expects any additional requests will be “consistent with things we’ve had in the past,” which could include setting up temporary shelters before handing them over to DHS.
“To me, the situation is elastic. If DHS has a certain capacity and there’s a real uptick, then the response is not going to be from them generating more capacity from overtime,” he added.
Shanahan’s comments come on the final day of DHS head Kirstjen Nielsen’s tenure at the agency.
During an interview with Brett Baier of Fox News airing shortly after he returned to Washington, Shanahan defended the military deployments at the border, while denying that he saw “tensions” between President Donald Trump DHS Secretary Kirstjen Nielsen, whose last day at the agency was Wednesday.

Decent sized explosion in Durham, NC just now at PRESCIENT headquarters. There are some very interesting connections in the hierarchy of this company and their different boards.
I am from this area and had an employee working in skyrise condo a couple blocks away who sent me pictures as soon as it happened and said he heard/felt explosion. Within maybe 2 minutes a WRAL news Helicopter was on-site broadcasting a live feed and they were definitively calling it a “gas leak explosion”.

(3) GOP senators introduce bill to reduce legal immigration
Three Republican senators on Wednesday introduced legislation supported by President Trump that would reduce overall immigration levels to limit low-skilled workers from entering the country, which the lawmakers say would boost wages.
Sens. Tom Cotton (R-Ark.) and David Perdue (R-Ga.), who proposed the bill in the last Congress, have teamed up with freshman Sen. Josh Hawley (R-Mo.) to reintroduce the legislation, called the RAISE Act, at a time when a surge of migrants at the Southern border has put a spotlight on the need for immigration reform.
“For decades, our immigration system has been completely divorced from the needs of our country and has harmed the livelihoods of working-class Americans,” Cotton said in a statement.
He argues the bill would increase working class wages and create jobs.
The RAISE Act would replace the current employment-visa framework with what sponsors say would be a skills-based system that prioritizes immigrants who are more educated, speak English and show a record of achievement or entrepreneurial initiative.
It would prioritize the legal entry of the immediate family members of United States residents but end preferences for extended family members and adult children.
“Our current immigration system is broken and is not meeting the needs of our growing economy,” Perdue said. “If we want to continue to be the global economic leader, we have to welcome the best and brightest from around the world who wish to come to the United States legally to work and make a better life for themselves.”
Hawley, who was elected to his first term in November, said: “With the RAISE Act, the United States can finally end chain migration and move to a merit-based system.”
The bill would eliminate what sponsors call the “outdated” visa lottery program, which was created to promote diversity.
The GOP lawmakers say the lottery is “plagued with fraud” and fails to promote significant diversity.

Attorney General William Barr dropped a bombshell Wednesday, telling a group of senators that he believes spying against the Trump campaign did take place in 2016.

He said Cubans needed to participate in the process, with recent the expansion of internet giving them a powerful tool to do so. Online protests already led the government to partially backtrack on new regulations on the private sector and the arts last December.
Some hope the upcoming legislative process could result in a greater modernization of the stagnant state-run economy, battling with declining aid from key ally Venezuela and a tightening U.S. trade embargo. “(We) will be closely watching whether, and how quickly, Cuba moves to turn the constitution’s recognition of new forms of private property into a law that provides ‘legal personality’ for small and medium-sized enterprises that are privately owned,” said Michael Bustamante, an assistant professor of Latin American history at Florida International University.
Cuba’s growing bevy of self-employed citizens have been clamoring for such a law, that would give them the right for example to import and export, ever since former President Raul Castro started expanding the private sector a decade ago. The first laws to be addressed, however, are expected to be others. The constitution stipulates that the national assembly must approve a new electoral law to reflect the restructuring of government within a half-year. Within the following three months, it must elect a president, widely expected to remain Miguel Diaz-Canel, who succeeded Castro last April. The Magna Carta stipulates that within 18 months, new laws reflecting constitutional changes to the judicial system such as the presumption of innocence in criminal cases and habeas corpus should also be introduced. Review of FVEY, the spying, and the impact of DECLAS.
The Five Eyes was formally founded in the aftermath of the Second World War, through the multilateral agreement for co-operation in signals intelligence (SIGINT), known as the UKUSA Agreement, on 5 March 1946. Initially, compromising only the UK and the United States, it expanded to also include Canada in 1948 and Australia and New Zealand in 1956.
The FVEY agreements originated from military SIGINT and were initially used for the cold-war. Since SIGINT is the NSA’s primary mission, it would seem that most FVEY cooperation efforts with the US would involve the NSA, even though all the other IC members also have their own surveillance capabilities. I’m not clear on how Five Eyes operations are supposed to be authorized and approved, or what the chain of command would be. Based on the Q drops and other info, it appears to have been initiated/authorized at the WH, coordinated through the State Department (JK). The CIA used backchannels with UK and Austrailia to set up and perform the surveillance with spies from those countries (which explains the Brennan and Clapper’s involvement and their public attacks on Trump).
Alternatively, they just could have gotten their own rogue CIA/FBI agents to do the surveillance on the Trump Team and pretended to use FVEY as cover.
FISA DECLAS will reveal how it all happened, and identify many of the bad actors on both sides of the pond.

Vatican tries 'retreat diplomacy' as South Sudan peace deal falters
VATICAN CITY (Reuters) - The Vatican brought together South Sudanese leaders for 24 hours of prayer and preaching on Wednesday, a last ditch attempt to heal bitter divisions a month before the war-ravaged nation is due to set up a unity government. The retreat, which a Vatican statement called “both ecumenical and diplomatic”, will end on Thursday with an address to the leaders by Pope Francis, who has expressed a desire to visit South Sudan. The leaders are all Christians, including President Salva Kiir, his former deputy turned rebel leader Riek Machar, and three other vice presidents.
Machar’s presence was in doubt until the last minute because aides said that Sudan, which is a guarantor to the September peace deal, has been restricting his movements in capital, Khartoum. Sudan, which is predominantly Muslim, and South Sudan, predominately Christian, fought each other for decades before the south became independent in 2011. Oil-rich South Sudan plunged into civil war in two years later after Kiir, a Dinka, fired Machar, from the Nuer ethnic group, from the vice presidency.
Brutal fighting broke out, characterized by extreme sexual violence, the use of child soldiers and attacks on civilians along ethnic faultlines. About 400,000 people died and more than a third of the country’s 12 million people were uprooted, sparking Africa’s worst refugee crisis since the 1994 Rwandan genocide.
Machar landed in Rome about an hour before the retreat was due to start in the Pope’s Vatican guest house. The leaders will live there and eat together during the retreat. Also attending are the Archbishop of Canterbury, Justin Welby, the spiritual leader of the worldwide Anglican communion; members of the South Sudan Council of Churches; and other African Catholic and Presbyterian Church leaders. Welby had proposed the retreat to the pope.
A Vatican statement said the retreat would offer the leaders “a propitious occasion for reflection and prayer, as well as an occasion for encounter and reconciliation”. An African Jesuit, Father Agbonkhianmeghe Orobator, will preach. The two sides signed a power-sharing deal in September calling on the main rival factions to assemble, screen and train their respective forces to create a national army before the formation of a unity government. That has not happened. Instead, the government has dismissed U.N. investigations into war crimes and gang rape and asked for $285 million in funding to implement the deal. Last month, Brussels-based think-tank the International Crisis Group warned the deal risks total collapse before May 12, when the leaders are due to start sharing power.

Questions about the FISA surveillance data used for the Russia investigation.
I’m not very knowledgeable in this area, so chime in if you are knowledgeable or have thoughts.
Based on the Q drops, the Russia investigation was initiated with the fabricated intel from the dossier that was passed back and forth between Clapper/Brennan/McCain/the Press, etc. Based on that, it appears that FBI counterintelligence investigation was started, which including the requests for the FISA warrants.
But who conducted the surveillance on the the Trump campaign AFTER the FISA warrants were issued? Surely the FISA warrants included electronic surveillance. The narrative they constructed for this plot claims that the initial information implicating the Trump campaign was conducted by foreign intelligence agencies MI6/GCHQ and passed to US intelligence officials (Brennan/Clapper) through FVEY arrangements. Fine, but doesn’t the NSA also have the legal authority to gather at least some info on US citizens already? Aren’t they the experts in this area? It seems doubtful that the NSA was consulted or included in the investigation to support the fraudulent investigation. But wouldn’t this be normal procedure for a counterintelligence investigation?

Well, we know why the NSA couldn’t be trusted in their conspiracy to commit treason, or to participate in a setup like this, so the FBI had to conduct their own surveillance and try to collect their own info using HUMINT (Trump Tower meeting) and whatever electronic surveillance they could muster. It also sure looks like there was surveillance going on PRIOR to the FISA warrants. Who was doing the surveillance? Wouldn’t it be illegal if the CIA was involved with that? It would surely not be the normal approach used to monitor a US citizen within the USA. Would presidential authorization be needed if the CIA was being used? Brennan and Clapper’s public statements indicate they were trying to cover up for something.
Doesn’t the FBI usually rely on the NSA for gathering it’s electronic surveillance, especially for counterintelligence? Doesn’t the FBI usually have to go through some bureaucratic process/procedure to request NSA collected data from an individual become a target so the NSA can focus it’s resources and attention on certain individuals?
Moreover, what if the FISA requests DID NOT include information that was cited as being collected by the NSA? Wouldn’t that raise a red flag to the FISA court, who presumably would see NSA-gathered material included in probably ALL of the FISA requests they see?

MLI Munk Senior Fellow Alex Wilner, with MLI research intern Irfan Yar, sets out to answer these questions and more in a new report titled Canadian Terrorists by the Numbers: An Assessment of Canadians Joining and Supporting Terrorist Groups. Wilner has developed a dataset of Canadian Islamist radicalization in order to provide a detailed sketch of individuals suspected of having facilitated, sponsored, or participated in terrorism between 2006 and 2017.
Using open sources, the authors were able to find “95 individuals with a nexus to Canada who have, or are suspected of having, radicalized, mobilized, and/or participated in Islamist terrorist activity between 2006 and 2017.”
The report takes a deep dive into the existing literature and data on European and US radicalization, examining both the contemporary and historical trends when it comes to jihadist activity. They find that factors pushing individuals toward radicalization include the difficulty of minority groups properly integrating into Western society, friendship or family bonds, and poor education outcomes.

Agents and prosecutors then spend weeks drafting affidavits that detail the evidence gathered to present to a court. Ironically, a search warrant requirement for Section 702 suggests that agents should “build a case” and use even more aggressive and intrusive tactics against an individual simply to view a discrete set of communications it already has and that might ultimately be benign – or even exculpatory.

Money supply doesn’t instigate as the monetary fabulists would have us believe, rather it’s an effect of production.
As for the operation of a gold standard system, lost on the myriad critics is that it wouldn’t even require any gold. Instead, what would be required is a commitment by Treasury to maintaining the dollar’s value in terms of a commodity least vulnerable to outside influences that result in volatility.

Scientists are celebrating a “world-first discovery” which shows the “highest improvement” in child autism patients, using fecal transplants to massively curtail symptoms and greatly reduce suffering.
The results of the initial study involving 18 children show great promise: 83 percent of the children had “severe” autism symptoms, but just two years later, only 17 percent had “moderate” symptoms, while 44 percent fell below the threshold for “mild” autism.
The team recorded a roughly 45-percent drop in language, social, and behavioural issues in the children over the course of the study.
The initial success of the microbiota or ‘fecal transfer’ therapy adds further weight to the theory this, and many other, neurological conditions may be strongly connected to the gut rather than the brain.
“We are finding a very strong connection between the microbes that live in our intestines and signals that travel to the brain,” Dr. Rosa Krajmalnik-Brown, a microbiologist at Arizona State University who jointly led the study, said, adding that, “Two years later, the children are doing even better, which is amazing.”
In the US, one in every 59 children is diagnosed with some form of autism, which is a spectrum disorder, a vast increase in diagnosis from just one in every 150 in 2000. This means that half a million people on the autism spectrum will become adults in the next decade, “a swelling tide for which the country is unprepared,” according to the researchers.
In children with autism, gastrointestinal symptoms such as constipation and diarrhoea can cause irritability, decreased attention span, and negatively impact behaviour, exacerbating other symptoms and making treatment and condition management far more difficult.
The regimen consists of pre-treatment with a bowel cleanse, administering a stomach acid suppressant and fecal transplants for between seven and eight weeks. The ‘donation’ of more diverse gut bacteria greatly boosts overall health and wellbeing in the patients.
Much larger trials are required before the treatment is officially approved by the US Food and Drug Administration.
The treatment was originally pioneered by Dr. Thomas Borody, an Australian gastroenterologist, who has hailed the results as a significant breakthrough.
“This is a world-first discovery… I would call it the highest improvement in a cohort that anyone has achieved for autism symptoms,” he said.

Attorney General Bill Barr said in a Senate hearing Wednesday that he believes Trump’s campaign was spied on during the 2016 election.
“I am going to be reviewing both the genesis and the conduct of intelligence activities directed at the Trump campaign during 2016,” Barr said.
“I think spying did occur,” Barr said to Democrat Senator Jeanne Shaheen. “But the question is whether it was adequately predicated and I am not suggesting that it wasn’t adequately predicated but I need to explore that. I think it’s my obligation… I am not suggesting those rules were violated, but I think it is important to look at that. And I am not talking about the FBI necessarily, but intelligence agencies more broadly.

ANKARA (Reuters) - Turkey warned on Wednesday that it could buy jets and additional air defense systems from Russia if it cannot get Patriot missile shields and F-35 jets from Washington, raising the prospect of ever deeper defense ties between Moscow and a NATO member.
President Tayyip Erdogan’s existing plans to buy Russian S-400 missile defenses have already alarmed the United States, which says they are not compatible with NATO systems and would compromise the security of F-35 jets Turkey is due to receive.
Washington has offered Ankara both carrot and stick in response, proposing to sell it the Raytheon Co. Patriot systems instead of the S-400s, while at the same time warning of sanctions and a halt in the F-35 fighter jet sales if the Russian deal goes ahead.
Turkey has shown no sign of giving ground and Erdogan, who held talks with President Vladimir Putin in Moscow this week, was quoted on Wednesday as saying the July date for delivery of the first S-400s could even be brought forward.
Foreign Minister Mevlut Cavusoglu also reiterated Turkey’s stance that the S-400 purchase was a done deal and that it would meet its defense needs from elsewhere if necessary.
“If the United States is willing to sell, then we’ll buy Patriots. However, if the United States doesn’t want to sell, we may buy more S-400s or other systems,” Cavusoglu told Turkish broadcaster NTV.
“If the F-35s don’t work out, I will again have to procure the jets I need from elsewhere … There are (Russian) SU-34, SU-57 and others. I will absolutely meet my needs from somewhere until I can produce it myself,” he said.
Asked about Cavusoglu’s comments, Kremlin spokesman Dmitry Peskov said Russia was looking for opportunities to broaden its military and technical cooperation with Turkey. “This is an absolutely normal process,” he told reporters.

The clearest sign emerged Wednesday morning when House Minority Leader Kevin McCarthy (R-Calif.) put his personal weight behind an effort to force the Democratic-controlled House to refer former Trump attorney Michael Cohen for possible perjury prosecution for multiple statements Cohen made in February testimony that conflicts with other evidence in the public realm.
Together with his rank-and-file, McCarthy unveiled a resolution that was conceived by Jordan and Meadows and sponsored by Rep. Mark Green (R-Tenn.) that would require the House to send a copy of Cohen's Feb. 27 testimony before the House Government Oversight and Reform Committee to the U.S. Department of Justice (DOJ).
"It is the judgment of the House of Representatives that providing a copy of the official transcript of the hearing of the Committee on Oversight and Reform on February 27, 2019, to the Department of Justice would aid the Attorney General's consideration of investigation and potential prosecution of Michael Cohen's criminal conduct," the resolution declares.
On its face, the resolution is good politics, an effort to create a boomerang that wounds Democrats for making Cohen - already a convicted liar - their first major witness at the first major hearing on their new time in power.
Cohen's most recent testimony, that he never wanted a pardon from Trump and never sought a White House job, was directly contradicted by other witnesses and documents, and it has caused Democrats some significant heartburn.
But the real headline of Wednesday's event is that a House caucus, once divided on how and whether to defend Trump on Russia-collusion charges, has found common ground between leadership and rebel and is signaling an intention to go on offense for the rest of 2019.

In 2017, coal was the second-largest energy source for electricity generation in the United States.
The R&D projects for coal-fueled power plants and technologies will fall under five separate funding opportunity announcements (FOAs):
1.) Advancing Steam Turbine Performance for Coal Boilers: This FOA seeks to improve the performance of steam-based power cycles, resulting in a lower cost of electricity with reduced emissions per megawatt-hour for coal-fueled boilers. This FOA also includes an area of interest for conceptual engineering design for steam turbines in the 50–350 MW range in support of DOE’s Coal FIRST initiative. DOE’s Office of Fossil Energy’s (FE) Advanced Turbines Program will support these projects. Read more details about this FOA here.

2.) Here’s a thought–Why don’t we develop an internet search engine for ourselves, one where each user has the option to screen out results from certain information providers (website domains, etc.) that are known to contain flawed information. Each user could decide for themselves what sources could make it to the search results or which sources could be screened out.

You can do this already for a lot of things–blocking certain numbers on your phone, blocking certain channels on your TV. Former Sen. Al D’Amato was escorted from a JetBlue flight Monday night after trying to lead passengers in a chant protesting seating changes requested by the crew, an eyewitness on the flight told The Post.
JetBlue US:JBLU flight 1002 from Ft. Lauderdale to JFK was scheduled to depart at 1:40 pm Monday, but didn’t take off until 8 pm.
“Al D’Amato was just kicked off my flight,” the passenger texted to a Post reporter mid-flight.
D’Amato and other passengers who were already “super cranky” about the six-and-a-half hour delay were even less enthusiastic when the flight crew asked people who paid extra for legroom to switch seats because of “weight and balance issues,” the passenger said.
“That’s when he [D’Amato] took to the aisles.”
Another passenger posted a video of the incident on Facebook.
D’Amato, who was sitting toward the back of the plane — in a seat with sparse legroom — began chanting “make them move,” which a smattering of fellow passengers took up, and marched up and down the aisle.
The outburst prompted the crew to ask D’Amato to leave. When he didn’t, the Broward County Sheriff’s Office was called in.
“We can still speak in this country. And what they’re doing to me…I’m making an appeal to all you people. Stand up for what’s right and walk out with me,” D’Amato says on the video.
One passenger can be seen following D’Amato off the plane.
Passengers were given $100 credit for the delay, the source said. But it was unclear if D’Amato got the consolation prize.
JetBlue did not respond for requests for comment.
D’Amato could not immediately be reached.
