Hostile Congress comes in Jan. 2019 and is given nothing to do for 2 years. 2020 Census WILL include a citizenship question. That's Trump's call. Apportionment will be by citizens. And Dem fraudsters are prosecuted. Quite a few illegals are deported.

We win in 2020 with new electoral map based on citizens only. Blue states have diminished influence because they don't get to count the illegals they protect in their sanctuary cities. Trump is reelected and we recapture House.
