Mueller has nearly unrestricted jurisdiction to investigate INTERNATIONAL issues. Huber et al are, in my understanding, far more constrained in what they can investigate. However, there is another benefit. Mueller can refer things he finds to other prosecutors. Let's say Mueller finds fuckery in Haiti, for example. He can refer violations of the law to prosecutors whose jurisdiction it falls under to prosecute such crimes.
