My countrymen, the great and brave nation of Iran
Today, with increasing tensions and the possibility of spreading attacks, especially in the south of the country, I want to talk to you; Especially with the noble people of Sistan and Baluchistan, Hormozgan, Bushehr, Khuzestan and all the residents of the shores of the Persian Gulf and the Makran Sea.
The war and crisis that our country is facing today has only one cause: the regime of the Islamic Republic.
But the main war, that is, the war of the Islamic Republic against the Iranian nation, started forty-seven years ago and has continued until today.
All the people of Iran are wounded by this regime. Let's not let them say that southern Iran has just entered the war.The south of Iran entered the war from the same day that Baloch children became victims of Gandos(gandos are broad-snouted crocodiles)due to the lack of drinking water and basic infrastructure. From the day when in Sistan and Baluchistan, the land of Rostam and the heart of Iranian myths, young people had to burn to earn a living; From the day Hormozgan and Bandar Abbas provinces, the largest port in Iran, were left in poverty and deprivation; From the day Bushehr, the supplier of a large part of the country's gas And Khuzestan, the heart of Iran's oil industry, were deprived of their wealth.
But a free Iran will be a different Iran.
With the establishment of a national, efficient and development-oriented government, Sistan and Baluchistan can become one of the main engines of the country's growth and prosperity by relying on its strategic location, young manpower and access to open waters. Chabahar can be the heart of Iran's trade and the gateway to connecting the Indian Ocean, Central Asia and world markets; By updating the same comprehensive program that was supposed to be implemented before the disaster of 1957.Hormozgan, Bushehr, Khuzestan and the Persian Gulf islands can become the richest and most advanced regions of Iran by developing trade, tourism, industry and attracting investment.
My countrymen too
This war-mongering regime has neither built a shelter for the people nor has the ability to defend the country's skies. Its leaders are making military use of schools, hospitals and other civilian facilities while hiding underground, turning the Iranian people, including conscripts in barracks, into human shields.
In the war that the Islamic Republic has imposed on the country, your first and most important duty is to protect your life, safety and health and that of your families. Because you are the capital of Iran and the real soldiers of the battle to recapture the homeland.
In this connection, my Communications and Media Office will publish the necessary recommendations and guidance to increase the security of fellow countrymen.
Fighting and preparing for the final victory is a constant task.In the final battle, the more capable we are, and the weaker the Islamic Republic is, the faster and cheaper the victory will be.

The House Budget Committee chair and five otherGOP lawmakers introduced legislation Tuesday that boosts funding to fight health care fraud by $28 billion-through 2030.
The Anti-Fraud Fund Act led by Budget Chair Jodey Arrington of Texas and Rep. Blake Moore of Utah is in service of one of the Trump administration’s top second term priorities: targeting government fraud.And it comes at a time when fiscal hawks in the GOP are threatening to oppose new war funding President Donald Trump has requested because of the cost.
Arrington has sought to convince them the administration is doing its part to control the deficit by fighting fraud.
The bill offers an extra $28 billion to the Health Care Fraud and Abuse Control Program, created in 1996 to fund Justice and Health Department investigations and health fraud education.
“This joint DOJ-HHS program has a 7:1 return for dollars saved for every dollar spent,” said Moore in a statement.
He added that the legislation will empower CMS Administrator Mehmet Oz to “bring accountability to Medicare and Medicaid providers.”
Other co-sponsors are Reps. Glenn Grothman of Wisconsin, Mike Carey of Ohio, Addison McDowell of North Carolina and Jay Obernolte of California.
The legislation comes as HouseRepublican fiscal hawks express wariness about a party-line spending bill Arrington is shepherding. That spending measure would include $95 billion for the Iran war and aid for farmers, as well as other Republican priorities, but no offsets to cover the costs.
It also does not include any extra funding for combating fraud, which Arrington has touted to his committee members as a major cost saver; Vice President JD Vance has echoed that argument.
Arrington also told POLITICO Tuesday he believes the House could put together yet another party-line reconciliation bill later this year — an idea floated by some in House GOP leadership — to assuage lawmakers who are angry their priorities are not in the war funding bill the House is now considering. That later bill could include more funding to fight fraud, he said.
“We have not tens, but hundreds of billions in savings on fraud prevention,” Arrington said. “This is not for this moment. We have to keep this [current reconciliation bill] so clean.”
The later bill could be passed in the lame duck session after the November midterm elections, he added.
The Congressional Budget Office, which determines whether bills save the federal government money, is developing a report to examine how more fraud-busting resources could offset new spending.
The legislation comes as the Centers for Medicare and Medicaid Services has ramped up fraud scrutiny in the government health care programs, primarily in blue states. CMS announced on Tuesday it has withheld more than $1 billion in Medicaid funding to both Minnesota and California over what it deems suspect payment claims.
