The woman was not "unlawfully ordered out of her car".

The woman had already committed multiple crimes long before she was even asked to turn off her engine and exit her vehicle. She did not "intend to drive away" while she was there for 30 minutes blocking traffic and riding her horn nnon-stop (also illegal) She ONLY wanted to "drive away "when she was being surrounded and commanded to exit her vehicle for crimes she already committed (obstruction, interference, disturbing the peace, reckless driving etc.) She wanted to flee prosecution, not "drive away". The officer was in front of the SUV when she accelerated. Clearly a felony eluding arrest and attempted murder or a lesser charge of assault with a deadly weapon.
