U.S. Court Strikes Down Trump Order Pausing Wind Permits

BOSTON, Dec 8 (Reuters) – A federal judge on Monday struck down an order by U.S. President Donald Trump’s administration to halt all federal approvals for new wind energy projects, saying that agencies’ efforts to implement his directive were unlawful and arbitrary.

Agencies including the U.S. Departments of the Interior and Commerce and the Environmental Protection Agency have been implementing a directive to halt all new approvals needed for both onshore and offshore wind projects pending a review of leasing and permitting practices.

Siding with a group of 17 Democratic-led states and the District of Columbia, U.S. District Judge Patti Saris in Boston said those agencies had failed to provide reasoned explanations for the actions they took to carry out the directive Trump issued on his first day back in office on January 20.

They could not lawfully under the Administrative Procedure Act indefinitely decline to review applications for permits, added Saris, who was appointed by Democratic President Bill Clinton.

New York Attorney General Letitia James, a Democrat whose state led the legal challenge, called the ruling “a big victory in our fight to keep tackling the climate crisis” in a social media post.

White House spokeswoman Taylor Rogers said in a statement that Trump through his order had “unleashed America’s energy dominance to protect our economic and national security.”

Trump has sought to boost government support for fossil fuels and maximize output in the United States, the world’s top oil and gas producer, after campaigning for the presidency on the refrain of “drill, baby, drill.”

The states, led by New York, sued in May, after the Interior Department ordered Norway’s Equinor to halt construction on its Empire Wind offshore wind project off the coast of New York.

While the administration allowed work on Empire Wind to resume, the states say the broader pause on permitting and leasing continues to have harmful economic effects.

The states said the agencies implementing Trump’s order never said why they were abruptly changing longstanding policy supporting wind energy development.

Saris agreed, saying the policy “constitutes a change of course from decades of agencies issuing (or denying) permits related to wind energy projects.”

The defendants “candidly concede that the sole factor they considered in deciding to stop issuing permits was the President’s direction to do so,” Saris wrote.

An offshore wind energy trade group welcomed the ruling.

“Overturning the unlawful blanket halt to offshore wind permitting activities is needed to achieve our nation’s energy and economic priorities of bringing more power online quickly, improving grid reliability, and driving billions of new American steel manufacturing and shipbuilding investments,” Oceantic Network CEO Liz Burdock said in a statement.

So yesterday I saw someone post something about Trump remaking Americas sphere of influence into the Western Hemisphere. Yet Trump and his 'ask no questions' blind followers want nothing more than to get rid of Massie. Those two goals seem at odds. I will go with look at their actions instead of their rhetoric every time. Yes MTG is a fickle woman and realistically women should probably not be in politics, but there is no one left at the very least saying what needs to be said about putting America First.

When in fact any person who even looks at the rhetoric Trump is using can see brining the price of a car that went up in price $15K under Biden down by $2K all while the average American worker lost $3500 in wages under Biden and now is getting back $1500 in wages is not the picture of a healthy economy. If America was respected, our president would not be actively taking out people in his own party who want to defund foreign wars because he is afraid of and beholden to Israel and the bankers who are remaking the world for themselves. And if the rule of law were back, large numbers of the Wallstreet and Washington elites who have sold out this country for generations would be fleeing the country, but instead we few Somalis in jail, 2 Million out of 60 Million illegals out of the country, and Ghislaine in club med for a couple of years.

The first paper (here) from the MicroBooNE used oscillation data from two neutrino beams to exclude a single sterile neutrino interpretation of the LSND and MiniBooNE anomalies at the 95% confidence level.

The second paper (here) used tritium beta-decay (electron emission) in the Karlsruhe Tritium Neutrino (KATRIN) experiment, to search for sterile neutrinos.

A sterile-neutrino signal would appear as a distortion in the beta-decay energy spectrum, characterized by a discontinuity related to the sterile-neutrino mass.

The analysis of the energy spectrum of 36 million tritium beta-decay electrons recorded in 259 measurement days excluded most of the parameter space suggested by previous claims for a sterile neutrino.

These experiments cost a total of (20+70)=90 million dollars. But their goal to explain past anomalies was not a waste. Testing potential explanations of anomalies, here in terms of a new ghost particle, is at the foundation of scientific frontiers that attempt to expand our scientific knowledge.

Yet, self-declared experts insist that anomalies of interstellar objects like 1I/`Oumuamua or 3I/ATLAS should only be framed in the context of our past knowledge on asteroids or comets.

Any discussion that goes beyond these categories is “nonsense on stilts” as phrased here by the dogmatist Chris Lintott, only a few weeks after the interstellar object 3I/ATLAS was discovered and well before we had any detailed data about its properties.

By now, I had written 11 papers on 3I/ATLAS (available here). At the end of my first paper (posted here), I included the concluding sentence:

“If 3I/ATLAS is a solid object with a physical radius larger than 10 kilometers, then the limited interstellar reservoir of rocky materials would suggest that its trajectory favored a plunging orbit towards the inner Solar system, perhaps by technological design”.

As editor of the journal where my paper was submitted, Lintott insisted that I remove this sentence before the paper gets accepted for publication.

His insistence motivated me to co-author a full paper on the technological interpretation (accessible here), which was peer-reviewed and accepted for publication in another journal.

No dogmatist commented on the anomalies leading to the notion of sterile neutrinos as “nonsense on stilts” even after the effort to validate this notion failed. Why is the idea of a technological origin for interstellar objects far more controversial than the failed idea of sterile neutrinos?

In terms of risk management, the search for sterile neutrinos clearly does not hold more promise given the latest experimental data. Moreover, alien technology has more relevance to the future of humanity and hence deserves scientific attention.

This was the question I discussed with the president of the Templeton Foundation, Tim Dalrymple, and his daughter, during their visit to my home today, when we pondered over the latest frontiers of science.

Prince Charles bridge closed overnight.

The Prince of Wales Bridge will be closed overnight on Tuesday after a day full of delays for drivers hoping to cross the border. Two lanes have been closed on the bridge since the morning after National Highways identified several lighting columns which required immediate removal "due to risk of collapse".

Repairs have been unable to take place during the day as a result of high winds caused by Storm Bram, but are now planned to happen during a full bridge closure which begins at 8pm. The bridge will reopen at 6am on Wednesday.

The situation on the M4 was made even worse as the M48 Severn Bridge was closed twice in one day due to high winds which saw drivers being diverted over the M4 Prince of Wales Bridge, adding to the delays.

The M48 Severn Bridge has since reopened but two lanes remain closed in both directions on the Prince of Wales Bridge due to emergency lighting repairs from J22 M49 to J23 M48. The light columns are at immediate risk of collapse.

Drivers heading across the bridge eastbound are experiencing half an hour-long delays, and drivers heading westbound are facing hour-long delays.

Catherine Fookes, the MP for Monmouthshire, said the partial closure of the bridge had been a "major blow for Monmouthshire", adding that she was "extremely disappointed" that the bridge had been allowed to fall into disrepair.

She continued: "I have written to National Highways requesting an urgent meeting to investigate why this has happened, and how they intend to resolve the situation.

"In the meantime, if you can, please avoid the bridge which is currently partially closed and will be completely shut from 8pm tonight (Tue) to 6am tomorrow (Wed)."
