Industry Minister Mélanie Joly says Canada is launching dispute settlement proceedings against Stellantis due to the automobile manufacturer’s decision to transfer production from an Ontario plant to a facility in the United States.
“These actions are not symbolic,” Joly told the industry and technology committee on Nov. 3. “They’re the direct consequence of the violation of clear commitments … when a commitment toward the Canadian government is not respected on behalf of Canadian workers, there are consequences.”
Joly said the formal dispute resolution process will last 30 days and aims to bring back vehicle production to the Stellantis factory in Brampton, Ont.
Stellantis announced on Oct. 14 that its production of the Jeep Compass, which was previously slated for the Brampton Assembly Plant in Ontario, would move to Illinois, impacting approximately 3,000 jobs in Brampton. Ontario Premier Doug Ford says Prime Minister Mark Carney phoned him several times during his trip to Asia, asking Ford to remove an anti-tariff advertisement that angered U.S. President Donald Trump.
“He called me from Asia a couple times and said, ‘pull the ad,’ and I said I wasn’t going to do it until we’re going to pause the ad on Monday [Oct. 27]. And that’s exactly what we did,” Ford told reporters in Queen’s Park on Nov. 3.
The Ontario government’s advertising campaign, which aired on U.S. television networks, featured audio from former U.S. President Ronald Reagan’s 1987 address to the nation, in which he spoke about the value of free trade.
Reagan announced he was imposing tariffs on Japan at the start of the address, but that part was not included in Ontario’s ad. Reagan described this move as “steps that I am loath to take,” and accused Japan of engaging in unfair trade practices involving semiconductors.
Trump announced on Oct. 23 that due to the ad campaign, which he said misrepresented Reagan’s stance on tariffs, all trade negotiations with Canada were “terminated.”
A day later, Ford said that following discussions with Carney, he would be pausing the ad campaign on Oct. 27 so that trade talks could resume. But Ford said the ad campaign would continue during the weekend’s World Series games on Oct. 25 and 26. Continue…

B.C. Premier David Eby says the province won’t go ahead with airing anti-tariff ads in the United States as previously planned but will instead coordinate with Ottawa on any ads that may be aired going forward.
U.S. President Donald Trump previously announced he was cancelling all trade talks with Canada on Oct. 23 due to the Ontario government airing of an anti-tariff ad featuring the late President Ronald Reagan.
“We did have a conversation about the advertisements today, and you know, one of the things that was crucial for me to communicate was that we needed an integrated, coordinated approach with the provincial and the federal government,” Eby said Nov. 3 during an unrelated press conference in Vancouver alongside Minister of Canada-U.S. Trade Dominic LeBlanc.

With the current reserve strength standing at 28,000, the Canadian Forces has established a ‘tiger team’ to look at how such a massive influx can be achieved
The Canadian military has set in motion an initiative to increase the number of its part-time soldiers from the current 28,000 to 400,000 as part of an overall mobilization plan, according to a directive approved by senior leaders.
The directive, signed by Chief of the Defence Staff Gen. Jennie Carignan and defence deputy minister Stefanie Beck on May 30, 2025, outlines the need to increase the current reserve force from 23,561 to 100,000 and supplementary and other reserves from the current 4,384 to 300,000.
Beck and Carignan approved the creation of a “tiger team” which will work on setting the stage for a Defence Mobilization Plan or DMP to accomplish such a goal. That team will examine what changes are needed to government legislation to allow for such a massive influx of Canadians into the military.
Beck and Carignan pointed out that the plan would require a Whole of Society or WoS effort, meaning that all Canadians would have to contribute to the initiative. Continue…

Canada’s intelligence watchdog agencies have asked the Liberals to spare them from public service cuts in Tuesday’s budget, warning that the organizations they are supposed to keep an eye on are only set to become more powerful.
In an exceptional joint letter to Prime Minister Mark Carney, Canada’s two largest intelligence watchdogs warned in July they would not be able to oversee as effectively the intrusive operations and powers of surveillance of security agencies, including CSIS and the RCMP, if their funding is cut in Tuesday’s budget.
That’s because both review bodies, as well as the office of the intelligence commissioner, were included in the government’s spending review requiring them to propose ways to cut their spending by 15 per cent from their budgets within three years.
“We maintain a pivotal equilibrium vis-à-vis the extensive authorities vested in the national security apparatus,” reads the letter signed by both the National Security and Intelligence Committee of Parliamentarians (NSICOP) secretariat and the National Security and Intelligence Review Agency (NSIRA). There's a phrase soldiers use to describe equipment they've bought themselves to augment what the army gives them.
They call it Gucci gear, after the luxury fashion designer.
For Canadian troops deployed in Latvia, those private purchases have been decidedly more practical than luxurious — given the fact that they're taking part in more live fire training exercises meant to deter Russia from setting foot in the Baltic country.
They've been buying their own modern ballistic helmets equipped with built-in hearing protection that doubles as a headset. They've also personally purchased rain gear and vests and belts to carry water and ammunition. And the number of complaints about the ill-fitting body armour issued to female soldiers has been growing.
These purchases — usually made through online retailers — involve brand-name tactical gear or weapon accessories that make soldiers' existing gear more personal or more comfortable to wear.
Canadian troops in Latvia are grappling with more urgent equipment shortages as well. The battlegroup of roughly 1,500 soldiers, including more than 700 Canadians, lacks modern anti-tank weapons, systems to counter drones and a dedicated short-range air defence system to guard against helicopters and attack jets.
Those frustrations have only been compounded by the arrival of more allied troops — among them Danish soldiers who are in some cases arriving with Canadian-purchased gear that makes them better equipped than Canadian soldiers.
"In general, it was concerning verging on embarrassing to see the differences in issued soldier equipment between us and the Danes," said Lt.-Col. Jesse van Eijk, the Canadian battle group commander in Latvia, in a May 12, 2023 email obtained by CBC News.
"This was only exacerbated by the fact they were carrying more advanced Canadian-made Colt Canada rifles, mounting more advanced Canadian Elcan DR sights, and the fact that most of the systems our soldiers lacked were easily available on the open market and not some sort of closely guarded technology."
For more than three decades, the Danes have been using a variety of Canadian-made weapons, including the C7 assault rifle and the C8 carbine.
CBC News requested an interview with van Eijk, but he declined through the Department of National Defence. The department said in a written statement that his email was a response to concerns raised during a recent staff visit from the army's directorate of equipment and program management.
The DND statement did not directly address the complaints of soldiers or explain why it has taken more than three years to address concerns about hearing loss — which is accounting for an increasing number of disability claims coming before the Department of Veterans Affairs.

For the third time in two years, a member of the NDP has introduced a private members’ bill that would jail Canadians for speech.
Last week, the House of Commons completed its first reading of Bill C-254, a private members’ bill introduced by the NDP’s Leah Gazan that would criminalize “residential school denialism.”
As the bill’s text states, any Canadian found to be “condoning, denying, downplaying or justifying the Indian residential school system” could be punished with up to two years in jail.
A judge would also be able to order the forfeiture of “anything by means of or in relation to” the speech offence.
“Since the discovery of unmarked graves (we have seen) an increase in denialism about what occurred in the residential schools.
