A Washington Free Beacon review of Harris’s work finds instances of plagiarism extend beyond her book Smart on Crime

On April 24, 2007, Kamala Harris testified before Congress in support of the John R. Justice Prosecutors and Defenders Incentive Act of 2007. The bill, which was introduced that year but never passed the upper chamber, would have created a student loan repayment program for state and local prosecutors, and Harris, then the district attorney of San Francisco, argued it would draw top legal talent to offices like hers.

In a written statement to the House Judiciary Committee, she described how debt-addled prosecutors often decamp to the private sector a few years into the job, lured by the prospect of higher pay that could be used to pay off law school debt. That dynamic had left many district attorneys' offices short-staffed, she said, forcing them to put rookie attorneys on complex cases.

"There are numerous criminal cases that are particularly difficult because of the dynamics involved," Harris wrote. "To name just a few—child abuse, elder neglect, domestic violence, identity theft and public corruption. The stakes are simply too high to allow any attorney other than experienced prosecutors to handle these matters."

By repaying the loans of prosecutors and public defenders, Harris argued, the bill, which had been introduced with bipartisan support, would provide an incentive for lawyers to enter public service, or at least diminish the incentive to leave it.

The statement was simple and pragmatic. But Harris wasn’t the first person to make it.

Virtually her entire testimony about the bill was taken from that of another district attorney, Paul Logli of Winnebago County, Illinois, who had testified in support of the legislation two months earlier before the Senate Judiciary Committee. Both statements cite the same surveys, use the same language, and make the same points in the same order, with a paragraph added here or there.They even contain the same typos, such as missing punctuation or mistaken plurals. One error—a "who" that should have been a "whom"—was corrected in Harris’s transposition.

The main difference between their testimonies is that Logli submitted his to the Senate instead of the House. And unlike Harris, Logli is a Republican.

Harris, who also testified about two other bills that day,devoted approximately 1,500 words to the John R. Justice Act. Nearly 1,200 of them—or 80 percent—were copied verbatim from the statement Logli submitted to the Senate Judiciary Committee on February 27, 2007, two months before Harris delivered her testimony.

Logli did not respond to a request for comment.

The passages are some of the most striking cases in which Harris, a former senator and state attorney general, appears to have plagiarized in her capacity as a government official, lifting large chunks of texts from other attorneys—and in one case from Wikipedia—without attribution, according to a Washington Free Beacon review of her work.

The examples have not been previously reported and range from paragraphs to pages. Several appear in reports that Harris published as California attorney general, a post she held for six years and has made a centerpiece of her campaign.

"Being a state's top lawyer is a real responsibility," said O.H Skinner, Arizona’s former solicitor general. "It requires attention to detail. When you cannot bother to produce your own work, it says something about your approach to a job that demands the best from those in it."

The latest allegations about Harris come on the heels of another scandal her campaign in embroiled in: whether she actually 'did the fries' while working at McDonald's in college.

Harris has said she worked at during her college years, though her camp hasn't published any photos of her job there.

And McDonald's revealed this week that it does not have records to verify her claim that she worked at one of its restaurants in the 1980s.

She was also recently accused of copying 'word-for-word' several blocks of text in her book 'Smart on Crime' published in 2009.

The new plagiarism allegations arise from testimony Harris gave as a senator in support of the John R. Justice Prosecutors and Defenders Incentive Act of 2007.

It was a bill that would help pay student loans for state and federal prosecutors to keep talented lawyers in the profession.

Harris' interest in the proposal was personal, as she spent her early years as a career prosecutor before she ran for political office.

But her written statement in support of the proposal sent to the House Judiciary Committee was not tailored to her own experience.

It rather reflected nearly verbatim text sent by District Attorney Paul Logli of Winnebago County, Illinois, a Republican, in support of the bill.

Of the 1,500 words in the testimony, eighty percent were exactly the same as Logli's submission, according to the Free Beacon analysis.

It is unclear whether both political figures were using the same source text to write their testimony, although it is highly likely the product of a sloppy or lazy staff work.

With just two weeks to go until Election Day, the new examples could undercut key parts of the Harris campaign’s message as it navigates a tightening race. Harris has sought to portray herself as the candidate of honesty and integrity, in part by touting her record of prosecuting child sex crimes.

But as California attorney general,she didn’t just copy boilerplate language without attribution. In one of the lengthier passages reviewed by Free Beacon, she lifted a fictionalized story about a victim of sex trafficking—and presented it as a real case.

The story came from Polaris Project, a nonprofit that runs the National Human Trafficking Hotline. By June 2012, the project had posted a series of vignettes on its website that were "representative of the types of calls" the hotline receives and "meant for informational purposes only," according to an archived webpage. To preserve confidentiality, the project said, key details like "names, locations, and other identifying information" had been changed.

But in November 2012, Harris included one of those vignettes in a report she published on the state of human trafficking in California. Though she said that the story was "courtesy of" the hotline, she copied it verbatim and did not acknowledge that it contained fictionalized material.

The only detail she changed was the location. The Polaris Project described a young woman, "Kelly," who had been forced to engage in prostitution and was rescued by law enforcement in Washington, D.C. But in Harris’s telling, Kelly had conveniently been found in San Francisco.

The change effectively gave Harris credit for a rescue that never occurred, at least in her state, and reflects what Skinner, the former solicitor general, said was a common perception of Harris among legal officials at the time.

"She was never viewed in the Attorney General community as being an intellectual leader," he said. "It is very on-brand with that reputation to hear now that she was repackaging stories from other locations as though they happened in California."

The story from the hotline wasn’t a one-off. In a 2010 report on organized crime, Harris copied several passages from Bill Lockyer, one of her predecessors as California attorney general, without attribution.

And in a 2014 report on transnational gangs,she copied several sentences from Roger McDonough, a New York State judge, as well as McDonough’s footnotes.

The new examples add to the allegations of plagiarism published last week by conservative activist Christopher Rufo, which focused exclusively on Harris’s 2009 book Smart on Crime.

Experts who reviewed those allegations, including Jonathan Bailey of Plagiarism Today, argued that they comprised such a small portion of Harris’s work that sloppiness—not malice—seemed like the most plausible explanation for them, arguments that were quoted in the Washington Post and New York Times.

"You’d expect these to be more apparent throughout the book if this was malicious intent to plagiarize," Bailey told the Post. "Ultimately we’re talking about not very many words in a very long book, which to me means it’s more likely poor writing."

But a review of Harris’s oeuvre—including books, popular articles, congressional transcripts, and reports she authored as attorney general—found a more extensive pattern of plagiarism than has been previously reported. It spans five publications, including her sworn congressional testimony. And it comes after months of criticism, from both left and right, that the Harris campaign has few ideas of its own.

The plagiarism could become a potent symbol of that critique in the last days of a dead heat. In an article about Rufo’s allegations, the New York Times noted that "none of the passages in question took the ideas or thoughts of another writer."The new examples—in which Harris lifts pages of original material from other lawyers—undermine that defense and suggest that not all the passages were copied in error. Some contain tell-tale signs of intent, such as small tweaks in punctuation and the removal of minor details.

The symbolism could be especially resonant given that Logli, who has been donating to GOP candidates since 1994, is not the only Republican Harris has been accused of parroting.She endured a different sort of plagiarism scandal in August when she promised to eliminate taxes on tips—two months after her rival, Donald Trump, had promised to do the same.

"This was a TRUMP idea," Trump fumed on Truth Social at the time. "She has no ideas, she can only steal from me."

Also in August, J.D. Vance proposed boosting the Child Tax Credit from $2,000 to $5,000. Five days later, Harris proposed boosting the credit to $6,000as part of her economic plan. Vance joked that it was only a matter of time before she put on a red tie and promised to make America great again.

Harris, who in 2019 supported taxpayer-funded gender transition surgeries for detained migrants, has also promised to build a border wall. The copycat character of her candidacy has caused even progressives to wonder if Harris, who had one of the most liberal voting records in the Senate, is a reliable ally at a time when polls show the public shifting right on social issues.

"The obvious question is, who exactly is Kamala Harris?" asked Branko Maretic in Jacobin magazine. "That’s a question she herself may have trouble answering."

In absolute terms, the plagiarized content makes up a small fraction of Harris’s work. And she is far from the only politician, in either party, with a propensity for copy and pasting.

Joe Biden, Rand Paul, Melania Trump, and Ben Carson have each endured their own plagiarism scandals. Like Harris, Carson was even accused of plagiarizing in Congressional testimony, though that allegation only involved two paragraphs, not 1,200 words.

All of those scandals received sustained media attention and were at times framed as synecdoches for a candidate’s shortcomings. When the Trump campaign denied, in 2016, that Melania Trump had plagiarized two paragraphs from Michelle Obama’s 2008 Democratic convention speech, a Vox "explainer" said the denials were "a testament to Trump’s character."

The Harris campaign has likewise denied that the allegations published last week are anything to write home about. "Rightwing operatives are getting desperate as they see the bipartisan coalition of support Vice President Harris is building to win this election, as Trump retreats to a conservative echo chamber refusing to face questions about his lies," a campaign spokesman, James Singer, told media outlets last week. "This is a book that’s been out for 15 years, and the Vice President clearly cited sources and statistics in footnotes and endnotes throughout."

The Harris campaign did not respond to a request for comment.

It is not unheard of for plagiarism scandals to sink presidential campaigns. In 1987, Joe Biden withdrew from the Democratic Party primary after he plagiarized a British politician in his closing statement at a debate.

Venus atmosphere sample return noted in China’s long-term space science roadmap

China has unveiled a long-term roadmap to guide its space science programs up to 2050, including a mission to collect a sample of the Venusian atmosphere.

The Chinese Academy of Sciences (CAS), the China National Space Administration (CNSA), and the China Manned Space Engineering Office (CMSEO) jointly announced the National Space Science Medium- and Long-Term Development Plan (2024-2050) in a press conference Oct. 15.

“China’s space science research is still in its infancy, with a relatively small number of space science satellites.

Some gaps need to be filled to become a space powerhouse,” Ding said. Ding Chibiao, CAS vice president said.

Goals include implementing national space science missions, strengthening basic research, building a high-level talent pool for space science, and making breakthrough achievements at the global level.

Three stages

The plan outlines five major scientific themes and 17 priority development directions.

Missions focusing on the extreme universe, the nature of matter, habitable planets, studying the Sun and space exploration will be implemented in three stages: up to 2027, 2028-2035, and 2036-2050.

The first phase (up to 2027) focuses on a number of known missions and projects.

These include launching a first crewed lunar mission by 2030, space station operations including a Hubble-class telescope, and initiating key scientific projects.

Also noted are a selection of large projects, such as a space gravitational wave detection pathfinder and a solar polar orbiter.

Small and medium class missions could include dark matter particle detection, a solar observatory at Sun-Earth L5 and exoplanet missions.

Five missions—Discovering Sky at the Longest Wavelength (DSL), Enhanced X-ray Timing and Polarimetry (eXTP), Solar Polar Orbiter (SPO), Taiji-2 and Earth 2.0—are understood to be approved and in development.

These would search for signals in the cosmic dark ages, study objects such as black holes, study the Sun, detect gravitational waves and conduct long-term surveys for Earth-like habitable exoplanets respectively.

The second phase (2028–2035) aims for breakthroughs in advanced space missions, including the Tianwen-4 mission to Jupiter, solar system boundary exploration, the International Lunar Research Station (ILRS), and a Venus atmospheric sample return.

Further possibilities noted include asteroid exploration and exoplanet moon detection.

The final phase (2036–2050) targets global leadership in space science with 5-6 large-scale missions and diverse smaller projects.

Venus atmosphere sample return

The roadmap reveals a number of new plans. A Venus orbiter named VOICE was previously under consideration for selection for what is now the apparent first phase of the roadmap.

This has been replaced by a more ambitious Venus atmosphere sample return mission during phase two.

No details of the mission proposal were released.

For reference, a proposal from MIT in 2022 details a descent and deceleration into the Venusian atmosphere, the inflation of a balloon and sampling, and a Venus ascent vehicle delivering a sample canister into orbit for rendezvous with a waiting orbiter.

Such a mission, informed by recent studies of the Venusian atmosphere—some noting the potential biomarker phosphine—would likely focus on astrobiology: habitability and a potential search for life.

China is also working towards launching a Mars sample return mission in 2028. That will aim to deliver the first-ever samples to Earth by 2031, with a focus on astrobiology.

The wider program will be open to the outside in some form. “We will further promote various forms of international cooperation and exchanges in space science, so that the achievements of space science and technology can better and benefit humankind.”

Wang Chi, director of the National Space Science Center (NSSC) under CAS, said in the press conference.

China launches 3 Tianping-3 radar calibration satellites

China launched a trio of satellites late Monday for ground radar equipment calibration and other measurements.

A Long March 6 rocket lifted off from Taiyuan Satellite Launch Center, northern China, at 8:10 p.m. Eastern, Oct. 21 (0010 UTC, Oct. 22).

The state-owned Shanghai Academy of Spaceflight Technology (SAST) announced launch success, revealing the payloads to be the Tianping-3A (01), B (01), and B (02) satellites.

The Tianping-3 mission is described in Chinese state media reports as a single satellite. However, as noted by SAST, three discrete satellites were launched.

“The satellite is mainly used for ground radar equipment calibration and radar cross section (RCS) measurement,” Chinese state media reported.

“It will provide support for ground optical equipment imaging experiments and low-orbit space environment detection and monitoring experiments, as well as offer services for atmospheric space environment measurement and orbit prediction model correction.”

No images or further information on the satellites was provided. The satellites could be used for purposes related to defense, weather forecasting, and scientific research.

These can help verify radar performance, calibration for target detection, weather radar calibration, space debris tracking, or tracking atmospheric phenomena.

Tianping-3 satellites can be used as benchmarks to compare and validate the measurements of ground-based radars, offering highly accurate measurements of their RCS.

The satellites may have corner reflectors or transponders on board to provide a strong and well-characterized signal to ground-based radars.

This signal helps in calibrating the radar’s performance, such as its power levels, antenna alignment, and other critical parameters.

SAST provided the Long March 6 rocket for the mission. The 29-meter-long, three-stage rocket uses a single YF-100 kerosene-liquid oxygen engine on its first stage.

The launcher is one of China’s new generation Long March rockets and had its first launch in 2015. The Long March 6 has launched 13 times, all successfully.

It bears little resemblance to the much larger Long March 6A, which features an elongated first stage, two first stage YF-100 engines, and four solid rocket boosters.

Chinese launch activity

Tuesday’s mission was China’s 50th orbital launch attempt of 2024.

It followed last week’s launch of the Gaofen-12 Earth observation satellite and a second group of 18 satellites for the Qianfan/Thousand megaconstellation.

China is preparing to send the Shenzhou-19 crewed mission to the Tiangong space station around the end of October.

The crew spacecraft atop of a Long March 2F rocket was rolled out to its pad at Jiuquan Satellite Launch Center on Tuesday.

Three as yet unknown astronauts will join the Shenzhou-18 crew aboard Tiangong and take over residency of the space station.

The Tianzhou-8 cargo resupply mission is expected to follow in November, launching on a Long March 7 rocket from Wenchang.

The country appears to be falling well short of a target of 100 launches for the year, according to plans announced by China’s state-owned main space contractor CASC in early 2024.

Whelan says he fed information to Western officials that he received from fellow prisoners fighting in Ukraine

Paul Whelan, the American who spent five and a half years wrongfully detained in Russia, revealed Sunday that he had passed to Western officials information he received from fellow prisoners who were fighting for Russia on the frontlines in Ukraine.

“The prisoners from the camp that went to the frontline, they had communication. And they would communicate with us. And the communication from them I was passing back to the four governments,” Whelan said on CBS’ ‘Face the Nation,’ referring to the US, the United Kingdom, Canada and Ireland — the four countries with which he holds citizenship.

Whelan added that he and others were able to communicate with former prisoners through “burner” phones that they could acquire even while at the Russian labor camp in Mordovia.

“Through illegal cell phones,” Whelan said. “Yeah, we had burner phones.”

Whelan added that the guards “looked the other way” in exchange for goods such as cigarettes.

Even before the meeting of finance ministers and central bank governors, Russian Finance Minister Anton Siluanov was stressing that BRICS is keen to bypass “politicized” Western platforms – a subtle reference to the sanctions tsunami and the weaponization of the US dollar – as BRICS work to create their own, Global Majority-friendly international payments system.

The context for what will be decided in Kazan this week is no less than incandescent, as the uncontrolled chaos of the Hegemon’s Forever Wars – from Ukraine to West Asia – has even materially affected the heavy work of BRICS and the necessity to build a new international system of geoeconomic relations practically from scratch.

A credible war escalation scenario may have been thwarted by the leak of secret high-level intel to the Five Eyes on the preparations by Israel-US to strike Iran. The strike will eventually happen – with dire consequences – but probably not this week, when it could have been timed to explicitly, and completely, disrupt the summit in Kazan and expel it from global headlines.

CSO, CMSSF inspire newest Guardians, Airmen during BMT graduation week

U.S. Space Force Chief of Space Operations Gen. Chance Saltzman set high expectations for the graduating class of enlisted Guardians and Airmen during a Basic Military Training ceremony at Joint Base San Antonio-Lackland in San Antonio, Oct. 17.

This marked the first time Saltzman has presided over a BMT graduation ceremony since becoming CSO.

He was joined by the Space Force’s most senior enlisted leader, Chief Master Sgt. of the Space Force John Bentivegna.

On Oct. 15, Bentivegna aided in the new Guardian’s patching ceremony, a tradition unique to the Space Force.

The soon-to-be Guardians received their first Space Force patches to be worn on their uniform, which were previously worn by another active Guardian, to symbolize their shared connection to service.

These patches were delivered alongside hand-written notes from fellow Guardians that welcomed them to the U.S. Space Force.

The next day, Bentivegna joined the coining ceremony, where each graduate receives their first challenge coin, a tradition among service members to show unit pride and esprit de corps.

At the graduation, Saltzman spoke directly to the graduating Guardians and Airmen, beginning with delivering a special message to the families in attendance.

“It’s great to see all the families joining us today … Seven and a half weeks ago, you entrusted us with our nation’s most valuable treasure – your loved ones,” Saltzman said.

“Your support has pushed these Airmen and Guardians to complete their Basic Military Training and to join the world’s greatest Air Force and Space Force.”

Recognizing the families, Saltzman emphasized the importance of their support and how their Guardians and Airmen appreciated their encouragement.

He then turned his attention to the formations of new service members that filled the parade field.

“To the graduates; I am so proud to be standing here before you,” Saltzman said.

“You, who have stood up and answered the call to service … Each of you had a different reason for joining, but I think you’ll find that by the end of your time in service – whether it is just the initial commitment or a 30-plus year career – your memories will be more about the people you met along the journey, than the jobs you held.”

Saltzman emphasized that their transition from BMT to their services was only the first of many transformations they will go through.

He spoke about the changes both services are going through to address an era of Great Power Competition, noting how graduates will help drive that change.

“We expect you to meet the current threat but also to evolve and meet the future threat, too,” Saltzman said. “We expect you to be the innovators that recognize when change is needed and to have the courage to speak up and lead.

We expect you to be bold and collaborative problem solvers with the capacity to engage, analyze and debate new ideas … ideas that shift the status quo.”

Finally, Saltzman led the formation in their Oath of Enlistment, marking the beginning of their journey through the Space Force and Air Force enlisted ranks.

Since the Space Force’s creation in 2019, enlisted Guardians have trained alongside Airmen at BMT, and that partnership continues today.

While both services’ training lasts seven and a half weeks, future Space Force enlistees receive service-specific training curriculum to prepare them for the unique challenges Guardians face.
